As you requested, RBF has prepared an operational analysis utilizing the Synchro analysis software to provide
supplemental traffic analysis for the proposed Legoland Hotel Project. This supplemental analysis analyzes the
signalized intersections for near Term (2010) with and without project conditions.
Signal coordination timing sheets were provided by City of Carlsbad staff for most of the study intersections, and
input into the Synchro network. Where signal coordination data was not made available, intersections were
allowed to run free, utilizing pedestrian times, minimum green times, yellow time and all red times similar to
nearby intersections for which signal timing data was provided.
The Near Term (2010) intersection operations were evaluated in Synchro using the 2000 HCM Operations
methodology. Detailed HCM calculation worksheets are attached to this memorandum. Table 1 summarizes
the results of the Near Term (2010) analysis without and with the proposed project.
Based on the HCM analysis, most intersections are forecast to operate at acceptable levels of service without
and with the addition of the proposed hotel with the exception of the following two study intersection:
• Palomar Airport Road/1-5 Northbound Ramps (with project only); and
• Palomar Airport Road/Paseo Del Norte (with and without project).
Visual simulations are available with the Synchro software that will demonstrate the operations and can be used
to discuss this issue further. In addition, queuing analysis is also available through Synchro if requested by City
of Carlsbad staff.

To improve operations at the Palomar Airport Road/I-5 Northbound Ramps study intersection during the a.m.
peak hour, the coordinated intersections of Palomar Airport Road/I-5 Northbound Ramps and Palomar Airport
Road/Paseo Del Norte should be retimed to have a cycle length of 140 seconds with maximum splits re-
optimized with basic signal timing parameters unchanged. Simple modifications to signal timing will result in
acceptable operating conditions through the interchange, will reduce queues and improve flow along Palomar
Airport Road for all the coordinated traffic signals. In the p.m. peak, signal timing changes may not be sufficient
to mitigate the forecast deficient condition. RBF will meet with City staff to discuss possible signal timing
modifications to address this condition. However, since the project does not result in a significant impact at this
intersection, the project is responsible only for the cumulative impacts and will therefore assist City of Carlsbad
in addressing this issue with Caltrans.
