Background Maintenance Concerns On March 16, 2022, the City Council received a presentation during public comment from a resident regarding maintenance concerns at the Monroe Street Pool complex. The presentation included a series of undated photographs taken at and around the Monroe Street Pool facility. City staff investigated the images as well as in spected the property to confirm and address areas that were in need of repair or attention. CIP Project On Jan. 26, 20211 staff presented three design concepts for the City Council's consideration on whether to conduct a limited refurbishment and renovation of the Monroe Street Pool complex or to conduct one of two more comprehensive renovations/expansions. The City Council directed staff to pursue design concept 3, to completely renovate and expand the Monroe Street Pool complex and to pursue placing a Proposition H ballot measure for the Project on the June 7, 2022, primary election ballot. On Feb. 22, 2022, the City Council adopted Resolution No. 2022-049, deferring the timing of a Proposition H ballot measure for the Project and directing staff to return to the City Council with sufficient time to consider placement of the Project on the November 2022 ballot. The deadline for the November 2022 ballot is Aug. 12, 2022. Discussion After the resident's presentation to the City Council on March 16, 2022, the city's Risk Manager conducted a review of the Monroe Street Pool complex and generated a report, provided as Attachment A. Public Works Branch Fleet and Facilities Department 405 Oak Avenue I Carlsbad, CA 92008 I 442-339-2980 t Council Memo -Monroe Street Pool Maintenance and CIP Project Update (District 1) May 5, 2022 Page 2 In addition, Public Works and Parks & Recreation staff reviewed the pictures presented to the City Council, as well as the Risk Manager's observations report, and conducted maintenance activities deemed appropriate. Attachment B shows pictures that were presented by the resident alongside pictures of the current condition after staff conducted the maintenance activities. A few remaining activities, such as pool plastering, are in progress and will be completed by next month. Next Steps Staff will continue to monitor and maintain the facility as appropriate until construction of the Project commences. Staff plan to return to the City Council in June/July to consider placement of the Project on the November 2022 general election ballot. Attachments: A. Hydrochloric acid tanks were observed without secondary containment. Additionally, ventilation and metal components were observed corroded and rusted. A large trip hazard observed near hydrochloric acid tank. Recommendation Replace the NFPA 704 diamonds and ensure they are accurate to the hazards. Implement secondary containment for tanks to ensure if there is a leak the hazardous material is contained. Remove the trip hazard from the area. Broken concrete near grading was broken and cracked creating a trip or cut hazard. Holes in ground near pole were observed open and can create various types of trip injuries or injuries for kids. Equipment was observed which was leaking water with an unknown purpose. Recommendation Secure grading down appropriately and ensure it no longer protrudes out of the ground. Add a mat over the cracked concrete to prevent cut or trip hazards. Holes need to be filled or screwed into what it the holes are meant for. Caulking was observed missing parts in concrete creating a potential trip hazard.
