Discussion: Economic development staff continue to work with RSG Group on the development of an Economic Development Strategic Plan to help guide economic development efforts over the next 3-5 years. This item provides an opportunity to hear an update from staff and RSG Group on the progress of the strategy. The economic development strategic plan is currently in the business & stakeholder idea gathering phase, as RSG Group is simultaneously drafting the plan. On March 21, staff launched an “Idea Wall” to solicit feedback and ideas from businesses, workers, and residents. This resource will remain available through at least May 15 and has already generated several dozen comments from the community. On May 24 and 26, staff will host two community forums, one using zoom to enable remote participation, and one in person. These two sessions will allow stakeholders to respond to strategies proposed in the plan before being finalized. The plan is expected to be finalized and presented to the economic development subcommittee and city council in July Next Steps: Staff will continue to work with the consultant to develop and finalize the Economic Development Strategic Plan. Staff will return to the subcommittee at its next regular meeting with a further update. {city of Carlsbad ECONOMIC DEVELOPMENT STRATEGIC PLAN UPDATE Recommendation: Receive an informational report regarding progress on the Economic Development Strategic Plan, discuss and provide recommendations.Item 4{city of Carlsbad Economic Revitalization and Development Strategy Economic Development Subcommittee May 9, 2022 - (city of Carlsbad Agenda Brief Overview of Methodology, Outreach, & Key Findings Economic Development Strategic Themes Draft Economic Development Strategic Actions Next Steps and Public Outreach Feedback and Direction {city of Carlsbad Methodology Existing Econ Dev Efforts Stakeholder Outreach Market Study SWOT Analysis Draft Strategies and Programs {city of Carlsbad Key Findings {city of Carlsbad Source: The Concord Group Carlsbad is Rich in Job Opportunities -80% -60% -40% -20% 0% 20% 40% 60% - 10,000 20,000 30,000 40,000 50,000 60,000 70,000 80,000 90,000 Carlsbad Oceanside Vista San Marcos Encinitas % Inflow/OutflowJobs/Labor2019 City Jobs Inflow/Outflow Jobs Employed Labor Net Job Inflow/Outflow Inflow of 30,000 jobs • • ■ ■ • • {city of Carlsbad It is a Challenge to Find and Retain Entry Level Workers HIGH COST OF LIVING UNAFFORDABLE HOUSING LONG COMMUTE CHILDCARE COSTS DEMAND FOR HIGHER WAGES {city of Carlsbad The City Has Strong Communication, But Businesses Want Even More Highly Engaged Community Lack of Econ Dev Cohesive Strategy Economic Development Messaging Gets Lost in the Shuffle Permitting & Entitlement Process Can Be Confusing Strategic Themes {city of Carlsbad Strategic Themes Small Business & Entrepreneur Support Permitting & Entitlements Workforce Development, Attention & Retention Housing for the Workforce of the Future Growing & Expanding Carlsbad's Economy Supporting Hospitality, Tourism & Entertainment Communication & Marketing {city of Carlsbad Strategic Actions {city of Carlsbad Small Business & Entrepreneur Support Existing Proposed or Expanded Business Loan Program Business Spotlight Mediation Program How to Do Business Guide Banner Program Shop Small / Shop Local Initiative Cyber Security Training Partner with Incubators - Space Gift Carlsbad Carlsbad Employee Open House Guide to Opening an Eating Establishment Entrepreneur Support Organizations Chamber of Commerce Support Small Business & Entrepreneur Symposium Permitting & Entitlements Existing Proposed or Expanded Permit Ready ADU Land Use Analysis Process Guide Pre-Application Program Village Barrio Master Plan Permit Streamlining Some Online Permits One Stop Shop EnerGov –Customer Self Service Permit Flow Chart Additional Online Permits Project Tracking Online Additional Handouts Expedited Permitting for a Fee Workforce Development, Attention & Retention Existing Proposed or Expanded Life In Action Partnerships with CUSD, Higher Education EDC Outdoor Wireless Study Age Friendly Plan Subsidize Certain Bus Routes, Vanpools Connected Carlsbad Last Mile Transportation Innovate 78 Housing for the Workforce of the Future Existing Proposed or Expanded Section 8 Regional Housing Strategy Rental Assistance Missing Middle Housing First Time Home Buyer Down Payment Assistance Minor Home Repair Program Inclusionary Housing In-Lieu Fee Community Benefit Agreements Surplus Lands Act Properties Workforce Housing Rezone Underutilized Land Explore Underutilized Parking Areas Growing & Expanding Carlsbad’s Economy Existing Proposed or Expanded Business Concierge Investor Events IE2 Assist Businesses with Data Business Locator Website Industry Advisory Groups Manufacturing Day Developer Events Future Technologies Impact Report Brokers Advisory Group Supporting Hospitality, Tourism & Entertainment Existing Proposed or Expanded Visit Carlsbad Support Trolley / Shuttle –Micromobility CTBID TBID / PBID (new) Parklet Program Film Friendly City Move Carlsbad Parking Study for the Village Carlsbad is Calling Redevelopment of Power Plant Communications & Marketing Existing Proposed or Expanded City Manager Newsletter Consolidated Calendar Citizens Academy Econ Dev Newsletter Quarterly Economic Profile Staff Training –Everyone is Economic Development Biennial Business Survey Econ Dev Website Carlsbad Connects App Expand Social Media Presence for ED Opt-In Text Messaging System Upcoming Collaboration & Next Steps {city of Carlsbad Next Steps Business Workshops Resident Outreach Strategies & Programs Draft Plan ED Subcommittee Full City Council {city of Carlsbad Feedback & Discussion C cityof Carlsbad @ RsG
