Background The State of California has made it a priority to develop a network of low-emission/no-emission vehicle networks including hydrogen fueling stations. For example, through the passage of Assembly Bill 118 and the Alternative and Renewable Fuel and Vehicle Technology Program, the state has identified certain project locations as being desired for the required infrastructure to support Hydrogen Fuel Cell vehicles (which are zero emission vehicles). The proposed Project site would become part of the network to support the hydrogen vehicles already on the market offered by Toyota, Honda, Hyundai and other auto makers. The creation of the infrastructure is essential to the success of the Alternative and Renewable Fuel and Vehicle Technology Program, and the state is partnering with existing private companies to establish the infrastructure. To that end, Shell has begun to evaluate an increasing number of candidate sites throughout California for the strategic placement of hydrogen infrastructure. Scope of Work/Statement of Operations The Project would include the installation of two (2) new hydrogen dispensing pumps with one fueling nozzle each, as well as, the placement of approximately 600 square feet of new mechanical equipment within an existing conventional gas station. Construction of the small hydrogen equipment enclosure would require the displacement of existing landscaping. This additional hydrogen equipment would include: above ground gas storage tubes, a compressor/chiller, and associated electrical and communications equipment. The presence and operation of the hydrogen fueling equipment would not substantially change the daily operation of the existing fueling stations. Similar to the dispensing of specialty fuels such as diesel, the fuel dispensing island area of the station will simply have two (2) additional pumps available for use by hydrogen vehicles. No additional employees are needed on a daily Offices Nationwide 0 Hydrogen Station Pre-Application Page 2 basis to operate the hydrogen equipment. A hydrogen refueling semi-truck would refill the onsite storage tanks approximately once per week, depending on usage. All onsite hydrogen equipment and operations would be designed to ensure public safety through strict compliance with all applicable codes and standards from the California Building Codes, the American Society of Mechanical Engineers, and the National Fire Protection Association (specifically NFPA 2) .. Land Use/Zoning The proposed Project site has a General Plan land use designation and Zoning of Community Commercial; no change to these land use designations are proposed. The existing gas station was approved under Conditional Use Permit (CUP) No. 99-15 on May 2, 2000. Presumably the proposed hydrogen equipment improvements could be approved by an Amendment to this existing CUP. Pre-application Meeting SCS Engineers, with the support of Shell and our design partner, Kiewit Engineering, looks forward to an in-person meeting with City staff in order to answer any additional questions you may have regarding this specific Project and site selection. Development Services Planning Division 1635 Faraday Avenue (760) 602-4610 www .carlsbadca.gov It is an early, informal review of your project by the Planning, Land Development Engineering, Building and Fire Divisions prior to a formal application submittal. The Preliminary review is required for projects within the CommercialNisitor-Serving Overlay Zone. WHY should you do a preliminary review? • To obtain early project direction • To reduce your development costs • To shorten your processing time • To alleviate costly redesigns • Required for projects in the CommercialNisitor Overlay Zone • Required for affordable housing projects WHAT you need to give us: • Application form (signed by the owner(s) of the property unless applicant has sufficient legal interest in the property.) • Checklist • Four (4) sets of your site plan folded to 8½ x 11. Provide enough details to allow staff to adequately review your plans and answer your questions. Projects within the CommercialNisitor-Serving Overlay Zone shall provide conceptual building elevations • Fee (See current fee schedule for cost) • Other information you want to provide to explain your proposal WHEN and WHERE to submit: Your application may be submitted at the Planning Division counter at 1635 Faraday Avenue. A preliminary review application must be submitted by appointment*. Please contact the appointment specialist at (760) 602-2723 to schedule an appointment. *SAME DAY APPOINTMENTS ARE NOT AVAILABLE HOW your application is processed: After a submittal is made, a staff planner and staff engineer will be assigned to take your project to their respective staff meetings for review. You may either make a brief presentation prior to the staff meeting to discuss your project with your staff planner and engineer or after the receipt of a response letter from the City to discuss the staff comments. If you indicate this on the application form you will be contacted to set up a meeting time. Written responses to your submittal will be mailed following the staff meeting review and should be received by you within approximately 45 days after the application date. A copy of your project will be kept on file in the Planning Division for two years. Should you submit a formal application in the future, the Planning Division will make every attempt to assign the application to the same staff planner who processed your Preliminary Review Application, but it will depend on workload at the time. The preliminary review does not represent an in-depth analysis of your project. The completeness and accuracy of your submittals will dictate the quality of your project's preliminary review. Additional issues of concern may be raised after your application is formally submitted and processed for a more specific and detailed review.
