The following mandatory requirements for residential construction must be included on your plans. CGC Section 101.3. The Standards apply to newly constructed residential buildings, along with additions/alterations that increase the building's conditioned area, volume or size. CGC Section 301.1.1. Provide a sheet on the plans labeled "Green Building Code Requirements" and include the following notes as applicable. 32. Recycling. Note on the plans that a minimum of 65% of construction waste is to be recycled. CGC Section 4.408.1. 33. Interior moisture control. Note on the plans that concrete slabs will be provided with a capillary break. CGC Section 4.505.2.1. 34. Interior moisture control. Note on the plans that the moisture content of wood shall not exceed 19% before it is enclosed in construction. The moisture content needs to be certified by one of 3 methods specified. It is our understanding that the proposed construction will include a two-story, single-family residence over basement. The structure will be founded on continuous footings with a slab-on- grade floor. A review of the referenced soils reports and geologic map pertinent to the area indicates that the subject site is underlain by dense fill soils to a maximum depth of approximately 8 feet and dense terrace deposits. These soils are granular and non-expansive. ALLOW ABLE SOIL BEARING V ALOE An allowable soil bearing value of 2,000 pounds per square foot may be used for the design of continuous and spread footings at least 12 inches wide and founded a minimum of 12 inches into properly compacted fill soil or dense terrace deposits as set forth in the 20 IO California Building Code, Table 1806.2. This value may be increased by 400 psf for each additional foot of width or depth to a maximum value of 4,000 lb/ft2. Another one-third (1/3) increase is allowed for wind and seismic loads. LATERAL EARTH PRESSURES Cantilevered retaining walls with a level backfill may be designed to resist an active equivalent fluid pressure of 35 pounds per cubic foot. Where the backfill is sloping at 2: 1 (horizontal to vertical), the active equivalent fluid pressure should be increased to 45 pounds per cubic foot. This pressure is based on the backfill soils being free draining and non-expansive. Backfill materials A & E CONSTRUCTION SERVICES PROJECT NO. I l-l /27C5 must be approved by the soils engineer prior to use. Cantilevered walls subject to uniform surcharge loads should be designed for an additional uniform lateral pressure equal to one-third ( I /3) the anticipated surcharge pressure. Restrained walls such as basement walls should be designed utilizing an "at-rest" earth pressure of 60 psf/ft (60 pcf EFP) for approved granular and level backfill. Restrained walls subject to uniform surcharge loads should be designed for an additional uniform lateral pressure equal to one-half (I /2) the anticipated surcharge. Lateral resistance to horizontal movement may be provided by the soil passive pressure and the friction of concrete to soil. An allowable passive pressure of 300 pounds per square foot per foot of depth may be used. A coefficient of friction of 0.35 is recommended. The soils passive pressure value may be increased by 1/3 for wind and seismic loading. Retaining wall footings should be embedded a minimum of 12 inches below the lowest adjacent grade. Retaining walls that are located on slopes should be designed to allow a minimum daylight distance of 7 feet laterally from the outside edge of the footing to the slope face. Footings should be reinforced as recommended by the structural engineer and appropriate back drainage provided to avoid excessive hydrostatic wall pressures. As a minimum, we recommend a fabric-wrapped crushed rock and perforated pipe system. At least 2 cubic feet per linear foot of free- drainage crushed rock should be provided. The remaining wall backfill should consist of approved granular material. This fill material should be compacted to a minimum relative compaction of 90 percent as determined by ASlM D1557 test method. Flooding or jetting of backfill should not be permitted. Granular backfill should be capped with a minimum 18 inches of relatively impervious fill to seal the backfill and prevent saturation. FOUNDATIONS AND SLABS a. Continuous and spread footings are suitable for use and should extend to a minimum depth of 24 inches below the lowest adjacent grade for the proposed two-story structure over basement. An embedment depth of 18 inches will be required for any non-basement portion of the building. Continuous footings should be at least 18 and 15 inches in width respectively and reinforced with a minimum of four #4 steel bars; two bars placed near the top of the footings and the other two bars placed near the bottom of the footings. Isolated or spread footings should have a minimum width of 24 inches. Their reinforcement should consist of a minimum of #4 bars spaced 12 inches on center ( each way) and placed horizontally near the bottom. The minimum reinforcement recommended is based on geotechnical considerations and is not intended to supercede the structural engineer requirements. b. The basement garage floor slab should be a minimum 5 inches thick. Reinforcement should consist of #3 bars placed at 16 inches on center each way within the middle third of the slab by supporting tjle steel on chairs or concrete blocks "dobies". The slab should be underlain by 2 inches of clean sand over a 10-mil visqueen moisture barrier. The effect of concrete shrinkage will result in cracks in virtually all-concrete slabs. The minimum steel recommended is not intended to prevent shrinkage cracks. c. Where moisture sensitive floor coverings are anticipated over the slab, the 10-mil plastic moisture barrier should be underlain by a capillary break at least 2 inches thick, consisting of coarse sand, gravel or crushed rock not exceeding 3/4 inch in size with no more than 5 percent passing the #200 sieve. 2010 CBC SEISMIC DESIGN CRITERIA A review of the active fault map pertaining to the site indicates the existence of the Rose Canyon Fault approximately 9 km to the west. Ground shaking from this fault or one of the major active faults in the region is the most likely happening to affect the site. With respect to this hazard, the site is comparable to others in the general area. Comments 1 and 3 We have reviewed the referenced geotechnical reports and structural building plans prepared by Omega Engineering Consulta..t'\ts of La Mesa California and dated July 7. 2011 for the design of the proposed mechanically stabilized earth (MSE) retaining wall located on the western propeny boundery. Based on our field observations and density testing. it is our opinion that the appropriate design Yalues were incorporated into the deign of the MSE wall including superimposed loads such as vehicle and seismic loads. Con1ment2 The proposed concrete driveway and parking is planned to be located immediately adjacent to the top of the MSE wall. Therefore, we recommend that the upper 12 inches of subgrade should be scarified. moisture-conditioned within 2 percent over optimum and compacted to at least 95 percent relative compaction (ASTM D1557). PCC pavement should be a minimum of 3,500 psi concrete. It is recommended that steel reinforcement be provided for PCC pavements which will be su~iect to heavy impact loading, such as fire trucks. Minimum reinforcement for such slabs should consist of #3 deformed rebar placed at 18-inch centers each way. Placement of concrete, control/ ex:pansion joints, and any reinforcement should be conformance w'ith ACI specifications and the Strn4:tural Engineer's design.
