PLEDGE OF ALLEGIANCE: Mayor Pro Tem Blackburn led the Pledge of Allegiance. City Manager Scott Chadwick declared a recess at 9:03 a.m. City Manager Chadwick reconvened the meeting at 9:25 a.m. PUBLIC COMMENT ON AGENDA ITEM ONLY: Kris Wright (representing a group consisting of Linda Schlesinger, Jan Neff-Sinclair and Carl Pope) presented and reviewed a PowerPoint presentation expressing her concerns with the Monroe Street pool (on file in the Office of the City Clerk). Michael McMahon spoke on sustainability and urged the city to enact all electric reach codes. Lance Schulte requested a new park in the Ponto area. Paige DeCino urged the City Council to create a sustainability commission. Kelly Le Berthon expressed her concerns with gender identity and fluidity. Sam Ward expressed his concerns with the Monroe Street pool and urged the City Council to properly fund infrastructure maintenance. He also requested the city make more walkable and sustainable community. Barbara Diamond spoke about her difficulty in navigating the city’s website and different ways to provide residents with information. Katie Taylor expressed her concerns with the current economy. Kathy Steindlberger expressed her concerns with the Monroe Street pool and transparency regarding coastline planning. DEPARTMENTAL AND CITY MANAGER REPORTS: 1. CITY COUNCIL STRATEGIC PLAN WORKSHOP – Engage in a discussion, facilitated by Dr. Sommer Kehrli of The Centre for Organization Effectiveness, regarding the development of the City Council’s 5-year strategic plan. March 16, 2022, 9 a.m. Minutes March 16, 2022 Carlsbad City Council Special Meeting Page 2 This workshop will continue the planning process, including: • Reviewing and discussing the community’s input • Reviewing, discussing and providing feedback on work plan progress to date • Engaging in a facilitated discussion of the city’s homeless response effort and community feedback about quality of life and safety • Discussing the status of the city’s Capital Improvement Projects in preparation for a future meeting where staff will seek direction of CIP priorities. (Staff contact: Jason Haber, City Manager’s Office and Kristina Ray, Communications & Engagement) City Manager Chadwick gave opening remarks and gave an update on the 5-Year Strategic Plan Process. Intergovernmental Affairs Director Jason Haber gave opening remarks and introduced The Center for Organization Effectiveness’ Chief Executive Officer Sommer Kehrli. Facilitator Krehli presented and reviewed a PowerPoint presentation on the Strategic Planning Process (on file in the Office of the City Clerk). Communication and Engagement Director Kristina Ray presented and reviewed a PowerPoint presentation on the Community Engagement Public Input survey (on file in the Office of the City Clerk). Chief Innovation Officer David Graham presented and reviewed a PowerPoint presentation on the Economic Vitality Public Input survey (on file in the Office of the City Clerk). Council Member discussion ensued regarding the survey results. Facilitator Krehli declared a recess at 10:50 a.m. Facilitator Krehli reconvened the meeting at 11:00 a.m. Facilitator Kehrli presented and reviewed a PowerPoint presentation on the five Goal Themes (on file in the Office of the City Clerk). Council Member discussion ensued regarding priority goal themes and community vision values. Facilitator Krehli declared a recess at 12:08 p.m. Facilitator Krehli reconvened the meeting at 12:15 p.m. Facilitator Kehrli continued the PowerPoint presentation on the five Goal Themes (on file in the Office of the City Clerk). Facilitator Kehrli reviewed goal priorities within the Homeless Response Effort. In a response from Council Member Bhat-Patel, Housing & Homeless Services Director Mandy Mills explained that there are a variety of metrics used to measure staff’s success in response to the goal. In a response from Council Member Bhat-Patel, Housing & Homeless Services Director Mills and Police Chief Mickey Williams explained that staff can come back with a variety of different tools that would successfully measure staff’s response to this goal. Council Member discussion ensued regarding priorities within the Homeless Response Effort. Deputy City Manager, Public Works Paz Gomez and Deputy City Manager, Administrative Services Laura Rocha reviewed a PowerPoint presentation on the Capital Improvement Program (on file in the Office of the City Clerk). In a response from Council Member Acosta, Deputy City Manager, Public Works Gomez and Deputy City Manager, Administrative Services Rocha explained which Capital Improvement Projects would require a vote. In a response from Mayor Pro Tem Blackburn, City Attorney Brewer explained that voters have previously rejected increasing Proposition H from $1 million to a higher monetary amount. Council Member discussion ensued regarding the Capital Improvement Program. Facilitator Kehrli reviewed the priorities discussed during the meeting and next steps for finalizing the 5-year strategic plan. City Council gave final comments and thanked staff as well as Facilitator Kehrli. ANNOUNCEMENTS: None. CITY MANAGER COMMENTS: City Manager Chadwick expressed staff appreciation for the feedback and will be working on providing updates for the next City Council meeting. CITY ATTORNEY COMMENTS: None.
