This memorandum provides an update to a previous Council Memorandum dated Oct. 7, 2021,
on the status of the city's Engineering Standards update.
Background
The city's Engineering Standards guide capital improvement and private development projects to
ensure safety and consistency across the city in preparation and processing of public and private
development plans, as well as compliance with all applicable laws, codes and regulations that
create a high quality of life in Carlsbad.
For Volume 1 General Design Standards, Chapters 1-7 were last updated in 2016. For Volume 2
Potable and Recycled Water Standards, all chapters except Chapter 3 were last updated in 2008,
Chapter 3 in 2009, and Appendix C in 2016. For Volume 3 Standard Drawir:igs and Specifications,
Chapter 1 was last updated in 2012, Chapter 2 in 2008, Chapter 3 in 2017, Chapters 4 and 5 in
. 2015, and Chapter 6 in 2009. For Volume 4, Stormwater Pollution Prevention Plan (SWPPP)
Manual Construction Best Management Practices (BMPs), it was last updated in 2016. For
Volume 5 BMP Design Manual (Post-Construction BMPs), it was last updated in 2016.
Discussion
To ensure the Engineering Standards are kept current, the city contracted with a consultant to
assist in performing an update of the city's Engineering Standards, drawings and specifications in
June 2020. The consultant met with staff across several departments to complete a thorough
review of necessary updates.
Staff proposed significant revisions to Volumes 1 through 5 of the Engineering Standards. The
revisions to Volumes 1 and 3 included needed updates to comply with the Mobility Element of
the General Plan and the Sustain.able Mobility Plan guidelines.
A final draft of the Engineering Standards, drawings and specifications was prepared, reviewed
and posted on the city's website on Oct. 23, 2021, for a 30-day public comment period.
Comments received from the public were incorporated, as appropriate. Additionally, on

Nov. 1, 2021, the Traffic and Mobility Commission reviewed the proposed changes associated
with mobility-related matters, and staff subsequently addressed their comments and revised the
draft Engineering Standards accordingly.
All proposed changes were finalized on April 29, 2022. On May 3, 2022, the final updated
Engineering Standards were posted on the city's website:

Next Steps
For future updates, the City Engineer will review the city's Engineering Standards and update
them as needed with proposed changes recommended by the city's Deputy City Engineers at
least on an annual basis.
