Staff anticipates bringing this forward to the City Council for feedback and consideration in Fall 2022. • City staff partnered with the Regional Task Force on Homelessness (RTFH) to provide an in-depth training on the Coordinated Entry System (CES). The training was attended by all the collaborative partners working within the City of Carlsbad. Effective understanding and use of CES by service practitioners provides more housing opportunities for people experiencing homelessness. • The Point in Time Count (PITC) data was received from the RTFH on May 19, 2022. City staff will incorporate results in the quarterly report tentatively scheduled for June 7, 2022. • The city received 2 qualified proposals in response to the Request for Proposals period for Employment and Benefit Specialist Services within the City of Carlsbad. This is part of the Work Plan for the City Council's Homelessness Goal approved by the City Council on May 4, 2021. The proposals were evaluated, and the best value proposal was identified. Based on the dollar amount of the anticipated contract, contract approval will be brought forward to the City Council for approval. This is expected to be placed on a City Council agenda in June 2022. • The city's quality-of-life ordinances related to homelessness and public spaces went into effect on Nov. 11, 2021. These ordinances and other federal, state, and local laws have helped the Homeless Outreach Team (HOT) hold the homeless community accountable while continuing to offer compassionate outreach and resources. Emergency Shelter and Hotel Voucher Program • The HOT has placed 25 individuals and two households into the Emergency Hotel Pilot Voucher Program since November 2021. Participants are typically allowed to stay up to three nights. In rare cases, the HOT can increase the time if there are assured resources that are taking longer to secure. Of the 27 placements, 23 have been bridged to shelter, treatment, or more permanent housing, while some are still awaiting long term aid. • Staff will be including an update on the Hotel Voucher Program to the City Council in June 2022 as part of the Quarterly Report. Staff will be recommending a modification to current policies and procedures within the current funding allocation. • The city received 2 qualified proposals in response to the Request for Proposals period for consultants interested in providing training and technical assistance to help Catholic Charities Diocese of San Diego more effectively operate the La Posada de Guadalupe Shelter as a housing-focused low barrier shelter. This is part of the Work Plan for the City Council's Homelessness Goal approved by the City Council on May 4, 2021. The proposals were evaluated, and the best value proposal was identified. Based on the dollar amount of the anticipated contract, the contract can be executed at the Director level. This is expected to be executed in June, 2022. • On May 24, 2022, the City Council approved a Grant Agreement with Catholic Charities Diocese of San Diego to fund additional clinician services at the La Posada de Guadalupe Shelter as part of the Work Plan for the City Council's Homelessness Goal approved by the City Council on May 4, 2021. Community • After attending a public funder stakeholder meeting with the new Public Regional Outcomes Standards Board (PROS Board) of the San Diego Taxpayers Educational Foundation in April 2022, city staff were invited to join interdisciplinary working groups convened by the PROS Board . The first of these meetings will be held in June 2022. The working groups will focus on macro and micro performance outcomes for homeless services based on the PROS Board Discussion Paper released in May 2022. • On May 2, 2022, city staff met with Catholic Charities leadership at the La Posada de Guadalupe Shelter to tour the property and discuss the city's ongoing support of the shelter operations and possible expansion. • The City of Carlsbad Mayor, City Manager, and staff attended the virtual Regional Task Force on Homelessness (RTFH) Intergovernmental Roundtable on May 9, 2022. The meeting allows jurisdictions and the RTFH to share information and concerns. Council Memo -Citywide Homeless Update: May 2022 (Districts -All) May 26, 2022 Page 3 • On May 12, 2022, city staff attended the quarterly membership meeting for the Alliance for Regional Solutions. • On May 12, 2022, city staff attended the Regional Task Force on Homelessness Monthly General Membership Meeting. During the meeting the membership approved changes to the RTFH charter, which included expanding the Executive Committee to increase board diversity. • City staff attended the quarterly Regional Homeless Outreach Meeting on May 16, 2022. The meeting is hosted by the RTFH and the County of San Diego and brings together all homeless outreach workers throughout the County of San Diego to promote best practices, sub-regional coordination, and tools to support effectively conducting housing-based outreach. • City staff is working with the County of San Diego to collaborate on a mobile Homeless Court and Resource Fair the County of San Diego would like to host in the City of Carlsbad on June 17, 2022. The County of San Diego has previously hosted successful events in South and East County.
