The purpose of this review was to form an opinion of the geotechnical suitability of the plans to support the proposed improvements and for inclusion of geotechnical design parameters provided in our Preliminary Geotechnical Evaluation, dated October 18, 2019. PLAN REVIEW Grading plans prepared by Armstrong & Brooks, Sheets I and 2, were reviewed. Based on our review of the grading plans, they have been prepared in general accordance with the geotechnical recommendations contained within the referenced report by this firm. Foundation plans prepared by PCSD, Sheets SN I, SI, and SD I, were reviewed. Based on our review of the foundation plans, the plans appear to have been prepared in general accordance with the geotechnical recommendations with the following exception: • The foundation stem wall/retaining wall may be suitable to support retained earth, however no earth pressure parameters have been identified on the plans. The plans should be modified to reflect the use of proper earth pressures or a letter may be provided by the structural designer stating the stem wall/retaining walls are suitable to support design earth pressures provided in our referenced report. As provided, the excerpt appears to be Item 20 from Carlsbad CBR2019-3529 with comment text as follows: Provide a letter from the soils engineer confirming that the foundation plan, grading plan and specifications have been reviewed and that it has been determined that the recommendations in the soils report are properly incorporated into the construction documents (when required by the soils report). Also please clarifil whether the foundation supporting 2 floors and the roof walking deck should meet the requirements for the 3-story condition. The 'Plan Review' portion of this letter has been provided as our review of the foundation and grading plans, with exceptions noted. The foundation design criteria provided in our referenced report are provided in consideration of Section 1809 of the California Building Code. This section of the Code allows for design of footings to support a roof in addition to the stipulated number of floors. The proposed design of 2 floors and a roof walking deck may be sized using the recommendations for a 2-story condition. The 3-story condition need not apply unless the design is modified to include three stories and a roof/roof walking deck. We appreciate the opportunity to be of service on this project.
