Re: El Camino Real and Cannon Road Intersection Improvement Projects Update

This memorandum provides a status update on two Capital Improvement Program, or CIP,
projects: El Camino Real and Cannon Road Intersection Improvements -Phase I, CIP Project
Nos. 6042 and 6056, or Phase I; and Phase II, CIP Project No. 6042, or Phase II.
Background
Previous Council Memoranda issued on May 13, 2021, Dec. 16, 2021, and April 7, 2022,
provided the City Council with status updates on Phases I and II.
Discussion
In the Council Memorandum issued on April 7, 2022, staff forecasted the completion of Phase I
in summer 2022 and the start of Phase II in summer 2022. Since that time, Phase I has
successfully completed key interim milestone activities including placement of the new
pedestrian bridge and San Diego Gas and Electric (SDG&E)'s installation of new conduit runs
below ground and mounted to the pedestrian bridge. As a result, work activities associated
with the Phase I project are still anticipated to be completed in summer 2022 and the start of
the Phase II project is still anticipated to begin in summer 2022.
A future milestone activity includes SDG&E's relocation of power Hnes from existing poles to
newly installed conduit mounted to the pedestrian bridge. This key activity, the transfer of
power lines, is scheduled to occur Friday evening, June 3, 2022, into Saturday morning,
June 4, 2022. To facilitate the transfer in a safe manner, SDG&E has scheduled a planned power
outage starting on Friday, June 3, 2022, at 10 p.m. for a duration up to eight hours, ending by
6 a.m. on Saturday, June 4, 2022.
SDG&E's Outage Department sent notifications to all customers that will be affected by the
outage on May 23, 2022, by mail and email and followed up with notifications via outbound
phone calls on May 24, 2022. SDG&E reports that a total of nine customers will be affected by
the outage, which include inanimate customers such as traffic signals at El Camino Real and

Rancho Carlsbad Drive/Jackspar Drive. The only impacted residential customers are the homes
in the Rancho Carlsbad Owners' Association (RCOA), who received notification from RCOA.
Next Steps
Staff will continue to oversee completion of the Phase I project to ensure that construction
work activities are performed in a timely, safe manner that meets the quality standards of the
contract. The Phase II project will begin upon completion of the Phase I project work activities
and is anticipated to start in summer 2022.
