Farzan Dehmoubed spoke in favor of the plastic ban ordinances. Hudson Langley spoke in favor of the plastic ban ordinances and requested for the bans to be extended to retail. Jesse Langley spoke in favor of the plastic ban ordinances. City Attorney Brewer titled the ordinance. FISCAL YEAR 2021-22 PLANNING COMMISSION WORK PLAN ANNUAL REPORT AND FISCAL YEAR 2022-23 PLANNING COMMISSION WORK PLAN -Adoption of Resolution No. 2022-112 accepting the Fiscal Year 2021-22 Planning Commission Annual Work Plan Report and approving the Fiscal Year 2022-23 Planning Commission Work Plan. (Staff contact: Don Neu, Community Development) City Manager's Recommendation: Adopt the resolution. City Planner Don Neu and Planning Commissioner Alicia Lafferty presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). In response to Mayor Hall's inquiry, City Planner Neu explained that attendance of Planning Commissioners to the League of California Cities conference is optional. Mayor Hall expressed his desire for the conference to be mandatory for Planning Commissioners to continue with training and requested that City Planner Neu discuss this with the Planning Commission members. ECONOMIC AND FINANCIAL UPDATE FOR THE THIRD QUARTER OF FISCAL YEAR 2021-22 - Receive a report on the economic and financial update for the third quarter of fiscal year 2021-22. {Staff contact: Laura Rocha, Administrative Services Department) City Manager's Recommendation: Receive the report. Economic Development Manager Matt Sanford and Assistant Finance Director Roxanne Muhlmeister presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). In response to Council Member Bhat-Patel's inquiry, Economic Development Manager Sanford explained that the City of Newport Beach has more family and individual travel hotels than Carlsbad and generally has higher occupancy which is why they have a higher average daily occupancy. Council received the report. This item was continued to a date uncertain. 7. 2022 EMPLOYEE ENGAGEMENT SURVEY RESULTS-Receive a report on the results of the 2022 Employee Engagement Survey. {Staff contact: Nancy Magpusao Burke and Judy von Kalinowski, Administrative Services Department) City Manager's Recommendation: Receive the report. 8. CONFIRMATION OF APPOINTMENT OF ONE MEMBER OF THE HISTORIC PRESERVATION COMMISSION TO THE GROWTH MANAGEMENT PLAN UPDATE ADVISORY COMMITTEE - Adoption of Resolution No. 2022-113 confirming the appointment of one member from the Historic Preservation Commission to serve as an alternate on the Growth Management Update Advisory Committee. Motion carried unanimously, 5/0. PUBLIC COMMENT (CONT.): Susan Reynolds requested the Poinsettia Community Park Dog Park be named The Shaggy Dog Park in honor of her neighbor.
