APPROVAL OF MINUTES:
Minutes of the Regular Meeting held Feb. 7, 2022.
Motion by Vice-Chair Linke, seconded by Commissioner Proulx to approve the minutes for the
Feb. 7, 2022, meeting as amended. Motion carried, 4/0/1/1 (Abstained: Chair Perez; Absent:
Commissioner Fowler)
Commissioner Fowler joined the T&MC meeting at 4:10 p.m.

DEPARTMENTAL REPORTS:
1.POLICE MONTHLY REPORT – (Staff Contact: Sergeant Scott Meritt, Police Department)
Staff’s Recommendation: Receive a presentation
Sergeant Meritt presented the report and reviewed a PowerPoint presentation (on file in
the Office of the City Clerk)
Commissioner Coelho asked that in addition to the collision information for the previous month
that the police report also show the collision information for the prior month and year. He
would like to see this data shown as month over month, year over year so we can compare the
statistics.
Sergeant Scott Meritt said they will provide that data going forward. They won’t have accurate
e-bike data from the past because this was no previously collected, but they will be able to
provide that going forward.

Chair Perez inquired about parking regulations for large industrial trucks that are located on
Haymar Drive. The Community has asked if enforcing the no parking regulations applies for that
location.
Sergeant Scott Merritt said they will investigate this via GPS to make sure that this location is in
the City of Carlsbad and not in the City of Oceanside as that location is right on the border of
both cities. He will report back to the T&MC.
This Item was postponed and will be heard at a future Traffic & Mobility Commission meeting.
2. SANDAG 2021 REGIONAL PLAN – (Staff Contact: Tom Frank, Public Works; Brian Lane and
Marisa Mangan, SANDAG Senior Regional Planner)

3. REVIEW A PROPOSED ORDINANCE TO AMEND TITLE 10, CHAPTER 10.56 OF THE CARLSBAD
MUNICIPAL CODE – OPERATION OF REGULATED MOBILITY DEVICES – (Staff Contact: Scott
Meritt, Police Department and Marissa Kawecki, City Attorney Office)
Staff’s Recommendation: Receive a presentation and provide input
Sergeant Meritt and Deputy City Attorney Kawecki presented the report and reviewed a
PowerPoint presentation (on file in the Office of the City Clerk)
Motion by Commissioner Coelho, seconded by Vice-Chair Linke to approve the item with the
following comments:
• Review the proposed fine amount of $50 and consider if this is sufficient for behavior
change and to encourage violators to take the e-bike safety class
• The Smart Cycling classes currently offered by the San Diego County Bicycle Coalition in
Carlsbad would be the preferred class for teaching both rules of the road and safe riding
behavior
• The sign-up process for the e-bike safety classes should be easily accessible and
prominent on the City of Carlsbad website
• The e-bike safety brochure should include instructions on how to safely utilize crosswalk
for crossing while on bikes
• Inform the public of the upcoming regulation changes through signage, city
communication channels, and incorporation into Safe Routes to School programming
• Report back to the Traffic & Mobility Commission on the selected safety class type and
class participation rates
Motion carried: unanimously 6-0
4. LOCAL ROADWAY SAFETY PLAN PROGRESS UPDATE – (Staff Contact: John Kim and Miriam Jim,
Public Works)

Senior Engineer Jim and Consultant Transportation Planner Prescott presented the report and
reviewed a PowerPoint presentation (on file in the Office of the City Clerk)
Commissioner Penseyres recommended that additional data be provided for bicycle collisions
to determine the root cause of these collisions. In addition, the collision data analysis should
distinguish between bikes involving moving motor vehicles and solo crashes.
Commissioner Penseyres further recommended that post- COVID data should be included in
the collision data set and analyzed due to increase in the number bicyclists on city streets and
the changing demographic of cyclists that have occurred due to the pandemic and prevalence
of e-bikes in our community.
Commissioner Linke recommended that the Local Roadway Safety Plan, or LRSP, program
become an ongoing safety monitoring program that is updated periodically. Commissioner
Linke asked if the collision reports could indicate if collisions were caused by distracted driving
such as cell phone use.
Commission Linke recommended that the LRSP take a closer look at the State Street
roundabout to determine cause of collisions and potential improvements which could enhance
safety at the roundabout.
Commissioner Perez asked if school locations could be added on the figures included in the
Staff Report to emphasize collisions in and around school sites.
Commissioner Penseyres had a motion on the floor but decided to withdraw his motion
because the Minutes Clerk said that all comments would be incorporated in the minutes.
Chair Perez requested a break at 6:35 p.m. and the meeting resumed at 6:42 p.m.
5. ACTIVE TRANSPORTATION MONITORING RESULTS - DRAFT REPORT – (Staff Contact: Nathan
Schmidt, Public Works)

Transportation Planning & Mobility Manager Schmidt presented the report and reviewed a
PowerPoint presentation (on file in the Office of the City Clerk)
Commissioner Penseyres inquired as to whether the camera that has been installed can see the
entire intersection.
Transportation Planning & Mobility Manager Schmidt said the camera has a wide field of view
and can capture the entire intersection. The city has the video files from the counts and city

staff can review that data as we are reviewing proposed improvements to see how people are
using the site throughout the day.
Vice-Chair Linke commented that he agrees that we need to figure out what the average
occupancy is in Carlsbad as the car ridership here is probably not the same as the county
average. He also commented that the cameras located across the city should have a way where
there are automated counts. There may be technical problems associated with that. This may
be a more inexpensive way to do counts of bicyclists. This may allow us to do more areas then
are on this list.
Chair Perez inquired as to why we didn’t survey the College area/Northeast area? He feels that
the study would show a lot of information from that area.
CITY TRAFFIC ENGINEER COMMENTS: none
TRAFFIC AND MOBILITY COMMISSION COMMENTS: Commissioner Coelho followed up on a public comment from the February meeting regarding left turn arrows and looking at where those are placed and locations where they can be eliminated so that we can take a left turn on a green light. He inquired as to whether there is an update on this item or if there is a plan going forward. Transportation Director Frank replied that this is something that the traffic signal team is looking at for a future Capital Improvement Project. Commissioner Coelho requested that future staff reports and presentations include an overview of the next steps and desired commission input and/or actions to help the commission provide appropriate discussion and feedback. Commissioner Fowler commented on the Police Report and the fatality that included a seventy-six-year-old man. He is wondering why the age of the cyclist was mentioned in the report and if this would have been done if the cyclist was thirty-five years old. He is inquiring if there is a policy to identify the age of the victim and if the rationale behind providing this data could be provided in next month’s report? Commissioner Penseyres replied to Commissioner Fowler that the age of the victims is always included in the SWITRS reports. The age is useful information as there is usually a pretty big difference with the age of the cyclist in regard to fault, more experienced versus non-experienced cyclists.
Commissioner Fowler inquired about the reasoning behind synchronize the traffic signals. He would like more detail on the different types of models, how they work and what they do.
Transportation Director Frank replied that he will include those comments in his next semi-
annual transportation report update. He commented that the short answer is that traffic

synchronization involves platooning vehicles. The objective is to reduce delays along the corridor.
Commissioner Penseyres inquired about two letters from the residents to the T&MC regarding Cannon Road Westbound to get to the beach. Last year it was discussed and there was a proposal to add sharrows from Paseo Del Norte towards the I-5 in the number two lane. The proposal was also to add sharrows in the left turn lane from Paseo Del Norte onto Cannon Road. Both letters were from citizens that wanted to improve things for cyclists. What is the status of this item? Transportation Director Frank replied that they were intending to include the sharrows in a re-striping project that would include narrowing the vehicle travel lanes and providing a wider bike lane and delineated merge area for eastbound vehicular traffic approaching Paseo Del Norte. He will check on the status and timing of the project and assess if we want to keep the sharrows as part of that project or if they should be a stand-alone project to implement them sooner. Chair Perez commented on parking issues over at Alga Norte Park on Alicante Road. Chair Perez has observed that on some nights of the parking lot is fully occupied and even the overflow is completely full. Cars are parking along Alicante Road. This is obstructing the bike lanes and starting to narrow the roadway. ADJOURNMENT:
