APPROVAL OF MINUTES:
Minutes of the Regular Meeting held March 14, 2022
Subcommittee Member Bhat-Patel made the motion to pass the minutes. Mayor Hall seconded the
motion. The motion passed unanimously.

NEW BUSINESS:
Item 1.Carlsbad Business Organization and Business Updates
Recommendation: Receive an informational report from Carlsbad business
organizations and businesses, discuss and provide recommendations.
The subcommittee received informational reports from Carlsbad Chamber of
Commerce CEO Bret Schanzenbach and Visit Carlsbad President Kim Sidoriak.
Item 2. Micro Enterprise Home Kitchen Operations Update
Recommendation: Receive an informational report regarding MEHKOs from San
Diego County staff, discuss and provide recommendations.
San Diego County Department of Environmental Health and Quality, Food and
Housing Division Chief of Operations Ryan Johnson presented the report and
reviewed a PowerPoint presentation (on file in the Office of the City Clerk).
Tracy Carmichael expressed her concerns with MEHKO operations and the impact
they might have on the community.
The subcommittee received the report.
Item 3. Carlsbad Mobility Program Update
Recommendation: Receive an informational report regarding city mobility efforts,
discuss and provide recommendations.
Traffic Planning and Mobility Manager Nathan Schmidt presented the report and
reviewed a PowerPoint presentation (on file in the Office of the City Clerk).
The subcommittee received the report.
Item 4. Economic Development Strategic Plan Update
Recommendation: Receive an informational report rega rding progress on the
Economic Development Strategic Plan, discuss and provide recommendations.
Economic Development Manager Matt Sanford and RSG Group Director Lynn
Kelly-Lehner presented the report and reviewed a PowerPoint presentation (on
file in the Office of the City Clerk).
The subcommittee received the report.
Item S.Economic Development Program and BEAR Update
Recommendation: Receive an informational report regarding city economic
development activities, discuss and provide recommendations.
Chief Innovation Officer David Graham and Economic Development Manager
Matt Sanford presented the report and reviewed a PowerPoint presentation (on
file in the Office of the City Clerk).
The subcommittee received the report.
