Staff anticipates bringing this forward to the City Council for feedback and consideration in Fall 2022. • City staff partnered with the County of San Diego to provide an in-depth training on the County's General Relief temporary cash assistance program. The training was provided for the collaborative partners working within the City of Carlsbad to better connect people experiencing homelessness to appropriate resources. • Following a Request for Proposals (RFP) process, the city finalized a Professional Services Agreement with Community Resource Center for Employment and Benefit Specialist Services. This is part of the Work Plan for the City Council's Homelessness Goal approved by the City Council on May 4, 2021. The Professional Services Agreement was approved by the City Council on June 14, 2022 and was effective July 1, 2022. • The city's quality-of-life ordinances related to homelessness and public spaces went into effect on Nov. 11, 2021. These ordinances and other federal, state, and local laws have helped the Homeless Outreach Team (HOT) hold the homeless community accountable while continuing to offer compassionate outreach and resources. As of June 30, 2022, Police Officers have issued 152 written warnings, 210 citations, and have made 70 bookable arrests. Community Services Branch Housing & Homeless Services Department 1200 Carlsbad Village Drive I Carlsbad, CA 92008 I 442-339-2810 t Council Memo -Citywide Homeless Update: July 2022 (Districts -All) July 14, 2022 Page 2 Emergency Shelter and Hotel Voucher Program • As of June 30, 2022, the HOT has placed 27 individuals and three households into the Emergency Hotel Pilot Voucher Program since November 2021. Participants are typically allowed to stay up to three nights. In rare cases, the HOT can increase the time if there are assured resources that are taking longer to secure. Of the 30 placements, 25 have been bridged to shelter, treatment, or more permanent housing, while some are still awaiting long term aid. • Staff are working on modifications to the policies and procedures of the Hotel Voucher Program as described to the City Council on June 7, 2022, as part of the Quarterly Report. Modifications are expected to be implemented in late July 2022. • Following an RFP process, the city finalized a Professional Services Agreement with OrgCode Consulting Inc. to provide training and technical assistance to help Catholic Charities Diocese of San Diego more effectively operate the La Posada de Guadalupe Shelter as a housing-focused low barrier shelter. This is part of the Work Plan for the City Council's Homelessness Goal approved by the City Council on May 4, 2021. Based on the dollar amount of the contract, the contract was executed at the Director level and was effective July 1, 2022. Community • On June 17, 2022, a Mobile Homeless Court and Resource Fair was held at the Library Learning Center from 8 a.m. -1 p.m. The event was a partnership between the County of San Diego and the City of Carlsbad. It was well attended by service providers and community partners. San Diego County is processing the event's outcomes and will provide the data to the city once the information is compiled. The event went smoothly and city staff received positive feedback from participants. • The Housing and Homeless Services Department presented their third quarterly update report to the City Council on June 7, 2022. • Staff continue to work with the interdisciplinary working groups convened by the Outcomes Standards Board (PROS Board) of the San Diego Taxpayers Educational Foundation. The working groups focus on macro and micro performance outcomes for homeless services based on the PROS Board Discussion Paper released in May 2022. • City staff met with Catholic Charities leadership to discuss the County's $10 Million Capital Emergency Housing Solutions Grant Program (program). The program provides capital funding for cities to develop or expand homeless shelters. Catholic Charities had concerns about the San Diego County's timeline for completion and the operating cost commitment associated with an expansion. Catholic Charities and the city will continue to work on expansion feasibility and will look at other funding opportunities in the near future.
