Box 1461 Carlsbad, CA 92018 Ccityof Carlsbad SUBJECT: APN: PRE 2022-0032 (DEV2022-0114) -CORREA -REMODEL AND GARAGE ADDITION 167-123-07-00 Thank you for submitting a preliminary review for an addition and remodel project proposed at 3537 Ridgecrest Drive. The project site, an approximately 12,283-square-foot lot, is currently developed with a single-family residence. In response to your application, the Planning Division has prepared this comment letter. Please note that the purpose of a preliminary review is to provide you with direction and comments on the overall concept of your project. This preliminary review does not represent an in-depth analysis of your project. It is intended to give you feedback on critical issues based upon the information provided in your submittal. This review is based upon the plans. policies, and standards in effect as of the date of this review. Please be aware that at the time of a formal application submittal, new plans, policies, and standards may be in effect and additional issues of concern may be.raised through a more specific and detailed review. Planning: General 1. General Plan and zoning designations for the property are as follows: a. General Plan: R-4, 0-4 units/ac. Growth Management Control Point of 3.2 units/ac. b. Zoning: R-A-10000 2. The project requires the following permits: a. Grading Permit (see Land Development Engineering item 6 below) b. Building Permit 3. New requirements related to the city's goals to reduce greenhouse gas (GHG) emissions will likely impact development requirements of this project. A formal application submittal will need to include a completed Climate Action Plan Checklist (Form P-30) to determine what requirements will apply to the project. New GHG reduction requirements are related to energy efficiency, photovoltaic, electric vehicle charging, water heating and traffic demand management requirements, as set forth in the California Green Building Standards Code and in Carlsbad Municipal Code Chapters 18.21, 18.30 and 18.51 which is available on the city's website at the following address: http:ljwww.geode.us/ codes/ ca rlsbad/view. php 7topic=18&frames=o n Community Development Department Planning Division I 1635 Faraday Avenue Carlsbad, CA 92008-7314 I 442-339-2600 www.carlsbadca.gov PRE 2022-0032 (DEV2022-0114) -CORREA -REMODEL AND GARAGE ADDITION July 20, 2022 Pa e 2 To the extent that new GHG reduction requirements are in effect at the time of application for grading or building permits, the project will be required to comply with the effective requirements even if different than what is proposed in the project's planning approvals. GHG reduction requirements may impact, but are not limited to, site design and local building code requirements. If incorporating new GHG reduction requirements results in substantial modifications to the project after planning approvals are obtained, then prior to issuance of grading or building permits, the applicant may be required to submit and receive approval of a Consistency Determination or an Amendment application for the project through the Planning Division. 6. As described in the scope of work, this preliminary review is for the construction of a 492-square-foot detached two-car garage and kitchen remodel of an existing two-story-single-family residence. The existing two-car garage is proposed to be converted to storage area. Staff supports the proposed project subject to compliance with all applicable standards and policies. 7. Retaining walls within the required setbacks shall not exceed a maximum height of 6 feet. 8. Per Table D of CMC Section 21.44.060, the interior clearance dimensions of the garage shall be a minimum of 20 feet by 20 feet. 9. Per 21.08.l00(A)(l), the proposed garage shall be architecturally integrated with and have an exterior similar to the existing dwelling unit. 10. Per CMC Section 21.08.060(A)(2)(f)(i), the maximum building area for detached structures shall not exceed a building coverage of four hundred forty square feet. The proposed garage exceeds the maximum allowed. All necessary application forms, submittal requirements, and fee information are available at the Planning counter located in the Faraday Building at 1635 Faraday Avenue or online at https:ljwww.carlsbadca.gov/departments/community-development/planning. You may also access the General Plan Land Use Element and the Zoning Ordinance online at the website address shown. Please review all information carefully before submitting. Land Development Engineering: 1. Complete a Stormwater Standards Questionnaire, form E-34. This questionnaire will guide you and the City in determining what type of reports and storm water mitigation must be completed to satisfy state and City storm water quality requirements. Preliminary analysis suggests that the project is a Standard Project and subject to installing site design and source control BMPs per Chapter 4 of the Carlsbad BMP Design Manual and per the Standard Project Requirement Checklist (E36) that will also need to be completed. Please identify on the site plan the location of the applicable BMPs, with BMP codes, on the checklist. 2. List the grading quantities which includes cut, fill, export, import and any remedial quantities needed to prepare the foundation for the garage. 3. Delineate existing and proposed contours on the site plan and delineate the method of drainage away from the proposed improvements, per soils recommendations and/or CBC1804.4. Based on a review of the GIS database there is an existing slope that appears to be steeper than 2:1 from the adjacent property to the east. Provide a cross section on the northeast corner of the proposed garage and show the existing building and property line to the east along with any grading and remedial excavation required to construct the garage. 5. Delineate all top of wall and bottom of wall elevations and maximum height, clarify if a retaining wall will be incorporated into the proposed garage. 6. If the grading is exempted per CMC15.16.060 then a grading permit will not be required for this project. 7. Provide a title report within 6 months of the date of the application, delineate any existing easements or encumbrances affecting the property. Please note that the public utility and access easement shown on the site plan has been quitclaimed per document number 79-058709, recorded January 18, 1979. 8. Delineate right-of-way width for Ridgecrest Drive. 9. Submit a soils report with your development application. The report shall include recommendations for excavation adjacent to the existing slope and what is required to prepare the foundation. 10. Per CMC18.40.040 if the improvement of this project exceeds $75,000 (for garage construction), street frontage improvements will be required which include, and not limited to replacement of cracked rolled curb and gutter at project frontage, including the easterly portion of cross-gutter at the intersection with Seacrest Drive.
