AGENDA OF: July 16, 2008 Application complete date: April 1, 2008 Project Planner: Chris Garcia Project Engineer: Jacob Moeder SUBJECT: CDP 08-07 - PALOMAR AIRPORT ROAD WIDENING - Request for a Coastal Development Permit to construct an additional traffic lane on westbound Palomar Airport Road between Armada Drive and Paseo Del Norte within Local Facilities Management Zone 13 and the Mello II Segment of the City's Local Coastal Program: I. RECOMMENDATION That the Planning Commission ADOPT Planning Commission Resolution No. 6439 APPROVING Coastal Development Permit CDP 08-07 based on the findings and subject to the conditions contained therein. II. INTRODUCTION The applicant is requesting approval of a Coastal Development Permit (CDP) to allow the construction of an additional traffic lane on westbound Palomar Airport Road within the Mello II Segment of the City's Local Coastal Program (LCP). III. PROJECT DESCRIPTION AND BACKGROUND Project Site/Setting: The project area is within the approximately 160 foot existing right-of-way of Palomar Airport Road between Armada Drive and Paseo Del Norte and is not located in the appeal jurisdiction of the California Coastal Commission. The current intersection is operating at an unacceptable level of service due to a backup of traffic attempting to go northbound on Interstate 5 (1-5). The project will allow for a smoother transition of traffic into the right-turn lanes to northbound 1-5 from traffic proceeding westbound along Palomar Airport Road and through the Paseo Del Norte intersection. Proposed Construction: The project includes widening westbound Palomar Airport Road at the intersection of Paseo Del Norte to accommodate an additional "through" lane. The added lane would be designed to align with the existing "right-turn only" lane onto northbound 1-5. The existing right-turn lane from Palomar Airport Road to Paseo Del Norte would be relocated slightly north of its current location. A separate proposal to add a deceleration lane and driveway access to the "Flower Fields" adjacent to this widening project was approved by the Planning Commission on April 16, 2008. Although the two projects are planned to be built concurrently, the "Flower Fields" driveway is under the approval of SP 207(G), LCPA 07-07, CUP 98-20(B), CDP 98-91 (A). o \IRP(CDP 08-07 - PALOMAR AIRPORT ROAD WIDENING July 16, 2008 Page 2 Proposed Grading: Estimated grading quantities include 950 cubic yards (cy) to be exported off site. Impact on Coastal Resources: The development is for improvements to an existing street within the existing right-of-way. No agricultural activities, sensitive resources, geological instability, or flood hazard exist onsite and the development does not obstruct views of the coastline as seen from public lands or public right-of-way or otherwise damage the visual beauty of the coastal zone. IV. ANALYSIS The project is subject to the following regulations and requirements: A. General Plan Circulation Element; B. Coastal Development Permit Regulations for the Mello II Local Coastal Program (LCP) Segment and the Coastal Resource Protection Overlay Zone (Chapters 21.201 and 21.203 of the Zoning Ordinance); C. Growth Management (Chapter 21.90 of the Zoning Ordinance and LFMP Zone 13). The recommendation for approval of this project was developed by analyzing the project's consistency with the applicable city regulations and policies. The project's compliance with each of the above regulations is discussed in detail in the sections below. A. General Plan Circulation Element The proposed project is consistent with the policies and programs of the General Plan Circulation Element where Palomar Airport Road is designated as a Prime Arterial Street. Prime Arterials provide for regional and intra-city circulation and connections to freeways and other regional roads. This project is designed to improve circulation and connections to 1-5 as well as other city roads. General Plan Circulation Element Goals A.2 and A.4 call for providing adequate circulation infrastructure to serve the projected population as well as properly maintained, smooth functioning and safe traffic control systems. The proposed project would add an additional through lane and improve traffic circulation; therefore it is consistent with those Circulation Element Goals. The project is also consistent with Circulation Element Figure 1, Street Design Standards, in that the street is a variation of a Prime Arterial design which is typically 126' wide with sidewalks and raised medians. This is consistent with Streets and Traffic Control Policy C.3, which states the design standards in Figure 1 are to be used as guidelines for what is reasonable and desirable. \IRP(CDP 08-07 - PALOMAR AIRPORT ROAD WIDENING July 16, 2008 Page 3 B. Coastal Development Permit Regulations for the Mello II Local Coastal Program (LCP) Segment and the Coastal Resource Protection Overlay Zone 1. Mello II LCP Segment The project site is located within the Mello II Segment of the Local Coastal Program and is not in the appeal jurisdiction. The site is also located within and subject to the Coastal Resource Protection Overlay Zone (Chapter 21.203) of the Carlsbad Municipal Code. The proposed street improvements will not obstruct views of the coastline as seen from public lands or the public right-of-way, nor otherwise damage the visual beauty of the coastal zone. No agricultural uses currently exist on the site, nor are there any sensitive resources located on the property. The proposed construction is not located in an area of known geologic instability or flood hazard. Since the site is not located in close proximity to the coast, no public opportunities for coastal shoreline access are available from the subject site. 2. Coastal Resource Protection Overlay Zone The project is consistent with the provisions of the Coastal Resource Protection Overlay Zone (Chapter 21.203 of the Zoning Ordinance) in that the project will adhere to the City's Master Drainage Plan, Grading Ordinance, Storm Water Ordinance, Standard Urban Storm Water Mitigation Plan (SUSMP) and Jurisdictional Urban Runoff Management Program (JURMP) to avoid increased urban run off, pollutants and soil erosion. No development is proposed in areas of steep slopes (coastal bluff) and no native vegetation is located on the subject property. The site is not located in an area prone to landslides, or susceptible to accelerated erosion, floods or liquefaction. C. Growth Management The proposed project is located within Local Facilities Management Zone 13. According to the Local Facilities Management Plan (LFMP) for Zone 13, the buildout condition of the intersection of Palomar Airport Road and Paseo del Norte should be a Level of Service (LOS) D or better for peak hours and LOS C or better for off-peak hours. In 1998, the Traffic Monitoring Program reported that the intersection of Palomar Airport Road and northbound Interstate 5 operated at a LOS D during PM peak hours. The project was included in the City's Capital Improvement Program (CIP 3811) in 1999 due to concerns that the LOS would decline to an unacceptable level at buildout. Because the project is designed to improve existing and future LOS, it is consistent with the Local Facilities Management Zone Performance Standard and the Growth Management Ordinance. According to the 2007 Traffic Monitoring Program, the intersection is operating at a LOS C during peak hours. Once these improvements as well as the "Flower Fields" improvements are completed, the intersection is expected to meet the LFMP 13 standard of LOS D or better for peak hours and LOS C or better for off-peak hours at buildout. ENVIRONMENTAL REVIEW This project is exempt from CEQA per the exemption listed below: (1) Section 15301 of CEQA guidelines exemptions (Class 1) exempts minor alterations to existing facilities involving negligible expansion from environmental review.
