Executive Summary As part of the North San Diego Water Reuse Coalition, the Carlsbad Municipal Water District is applying for a Proposition 1, Integrated Regional Water Management grant to fund construction, design and other related costs for the proposed D-4 recycled water tank. The tank is the final part of the Phase III recycled water expansion in the 2019 Recycled Water Master Plan. One of the conditions of the Proposition 1 grant is formal adoption of the 2019 San Diego Integrated Regional Water Management Plan. Staff recommend that the Carlsbad City Council, acting as the CMWD Board of Directors, adopts the San Diego Integrated Regional Water Management Plan. Discussion In 2002, the State Legislature passed the Integrated Regional Water Management Planning Act to encourage local entities to improve water quality and water supply reliability. Since then, the San Diego Integrated Regional Water Management has served as a local organization to bring state dollars to local water infrastructure projects. Grant programs such as this one reduce the financial burden on ratepayers to replace and construct critical infrastructure for water delivery, storage and reuse. To be eligible for the funds, water agency boards must formally adopt the Integrated Regional Water Management plans that are updated periodically. On June 17, 2014, the CMWD board adopted the San Diego Integrated Regional Water Management Plan, 2013 update, as a prerequisite for funding a portion of the recycled water July 19, 2022 Item #3 Page 1 of 6 ~.' •. MUNIC IIPAL W'ATER D IISTRIC'f '1P Staff Report system expansion. The San Diego Integrated Regional Water Management awarded $4 million to the CMWD under Proposition 84, Round 3. On Nov. 4, 2014, California voters approved Proposition 1, the Water Quality, Supply, and Infrastructure Improvement Act. Proposition 1 authorized an additional $510 million in Integrated Regional Water Management funding. The San Diego Integrated Regional Water Management awarded an additional $4 million to the CMWD from the state’s Water Recycling Funding Program, Proposition 1, to extend the recycled water pipeline. Now, the San Diego Integrated Regional Water Management is soliciting grant applications for funding under Proposition 1, Round 2. The CMWD applied for approximately $1 million in funding to pay for construction, design, and other related costs for the proposed D-4 recycled water tank, Capital Improvement Program Project No. 5210, as part of the North San Diego Water Reuse Coalition. One of the conditions of the Proposition 1 grant is formal adoption of the 2019 San Diego IRWM Plan. Staff anticipate having until Aug. 19, 2022, to adopt the plan for this round of funding. The 2019 San Diego Integrated Regional Water Management Plan incorporates stakeholder input, updated planning documents, planning studies completed since the 2007 and 2013 Integrated Regional Water Management plans, and lessons learned to identify and address the water management needs of the region. This latest update moves the region’s water resources management planning forward to address concerns such as sustainable water development, valuing stormwater as a resource, investing in marginalized communities’ water systems and optimizing regional and local infrastructure. Staff recommend the CMWD board adopt a resolution adopting the 2019 San Diego Integrated Regional Water Management Plan. This action will make CMWD eligible for state grant funds that will offset the amount of future rate increases. Staff have identified no drawbacks in adopting the plan, and not doing so will require the CMWD to use ratepayer funds for construction instead of applying for a grant from the state. Fiscal Analysis The Recycled Water Phase III Reservoir, or D-4 tank, will be funded through disbursements from a low-interest loan through the State Revolving Fund. At this time, there is sufficient budget to pay for the project, as the loan works on a reimbursement basis. Since the loan was established, the CMWD was awarded, and is eligible for, just under $1 million in grant funding from the U.S. Bureau of Reclamation in the Water Infrastructure Improvement for the Nation Act Title XVI program, also through the North San Diego Water Reuse Coalition. Olivenhain Municipal Water District is the lead agency for managing this grant disbursement. The U.S. Bureau of Reclamation must still develop the terms for the funding agreement before funds will be available. If CMWD were awarded this grant, it could further offset loan disbursements or cover anticipated project cost increases due to inflation. Next Steps CMWD staff are tentatively scheduled to bring the D-4 tank Capital Improvement Project before the Carlsbad Planning Commission in July 2022. Construction of the tank has not yet started. July 19, 2022 Item #3 Page 2 of 6 Upon the CMWD board’s adoption of the resolution, the CMWD will be eligible for the Proposition 1, Round 2 Integrated Regional Water Management grant. Environmental Evaluation This action does not require environmental review because it does not constitute a “project” within the meaning of the California Environmental Quality Act under California Public Resources Code Section 21065. It has no potential to cause either a direct physical change or a reasonably foreseeable indirect physical change in the environment. Public Notification Public notice of this item was posted in keeping with the state's Ralph M. Brown Act and it was available for public viewing and review at least 72 hours before the scheduled meeting date. NOW, THEREFORE, BE IT RESOLVED by the Carlsbad Municipal Water District Board of the City of Carlsbad, California, as follows: 1.That the above recitations are true and correct. 2.That the 2019 San Diego Integrated Regional Water Management Plan is hereby adopted.
