PLANNING COMMISSION PUBLIC HEARING: 1. CDP 2021-0023 (DEV2021-0092) – MINICILLI RESIDENCE – Request for approval of a Coastal Development Permit to allow for the addition and remodel of an existing single-family residence within the Mello II Segment of the city’s Local Coastal Program located at 3926 Highland Drive within Local Facilities Management Zone 1. The project site is not within the appealable area of the California Coastal Commission. The City Planner has determined that the project belongs to a class of projects that the State Secretary for Resources has found do not have a significant impact on the environment, and it is therefore categorically exempt from further environmental review pursuant to CEQA Guidelines Section 15301(e) (Existing Facilities). CT 2021-0005/PUD 2021-0010/CDP 2021-0067 (DEV2021-0183) – CHINQUAPIN COAST HOMES – Request for approval of a Tentative Tract Map, Planned Development Permit and Coastal Development Permit to allow the demolition of a single-family home and the development of a nine-unit, residential air-space condominium project on a 0.44-acre site located at 330 Chinquapin Avenue, within the Mello II Segment of the Local Coastal Program and within Local Facilities Management Zone 1. The project site is located within the appealable area of the California Coastal Commission. The City Planner has determined that the project belongs to a class of projects that the State Secretary for Resources has found do not have a significant impact on the environment, and it is therefore categorically exempt from further environmental review pursuant to CEQA Guidelines Section 15332 (In-fill Development Projects). CUP2020-0003/CDP 2020-0021/(PUB 2019-0006) – Recycled Water Phase III – D-4 Reservoir - Request for approval of findings that the proposed project is consistent with the previous Mitigated Negative Declaration and Addendum to the Mitigated Negative Declaration; and approval of Conditional Use Permit and Coastal Development Permit amendments to construct a recycled water tank at an existing city water facility at 6580 Black Rail Road. The project is within the Mello II segments of the Local Coastal Program and within Local Facilities Management Zone 20. This project is not located within the appealable area of the California Coastal Commission.
