AGENDA OF: June 6, 2012 Project Planner: Greg Fisher Project Engineer: David Rick SUBJECT: CDP 11-20/SUP 11-05 – EUCALYPTUS LANE – Request for approval of a Coastal Development Permit and Special Use Permit to allow for the construction of two new single-family residences (3,388 SF and 3,068 SF in area) located on two existing residential lots, generally located on the north side of Eucalyptus Lane, west of the intersection of El Camino Real and Crestview Drive, within the Mello II Segment of the Local Coastal Program and in Local Facilities Management Zone 1. I. RECOMMENDATION That the Planning Commission ADOPT Planning Commission Resolutions No. 6882 and 6883 APPROVING Coastal Development Permit (CDP 11-20) and Special Use Permit (SUP 11-05), based upon the findings and subject to the conditions contained therein. II. INTRODUCTION The proposed project is a request for approval of a Coastal Development Permit (CDP) and Special Use Permit (SUP) to construct two new single family residences on two previously subdivided existing lots generally located on the north side of Eucalyptus Lane, west of the intersection of El Camino Real and Crestview Drive. The project is in conformance with all applicable plans, standards, ordinances and policies and all required findings for the Coastal Development Permit and Special Use Permit can be made for the proposed project. The Planning Commission is the final decision making body for this project. III. PROJECT DESCRIPTION AND BACKGROUND The two vacant lots were previously-graded pursuant to Minor Subdivision (MS) 04-18, Coastal Development Permit (CDP) 04-34, Special Use Permit (SUP) 04-09 and Hillside Development Permit (HDP) 04-08. The lots are identified as Parcels 2 and 3 of Parcel Map 20369, recorded on September 26, 2007. The property is bordered on the north by El Camino Real, single family homes on the south and west, and open space to the east. Parcel 2, a 0.31 acre rectangular shaped lot has a building pad at an approximate elevation of 77 feet above mean sea level (MSL) and is situated in between a 15-foot-tall, 2:1 manufactured cut slope along the rear (northern) property line and an approximate 8-foot-tall, 2:1 manufactured fill slope along the front (southern) property line.
