This memorandum provides a status update on the County of San Diego placed handwashing
stations located in various areas within the City of Carlsbad.
Background
On March 3, 2020, all local municipalities received a letter from the County of San Diego offering
to place handwashing stations as a preventive measure to slow the spread of COVID-19. The
number and placement of these stations were at the direction of the municipality. As of
July 2022 there are 339 County placed handwashing stations in the region.
Discussion
In the City of Carlsbad there are 19 handwashing stations located in various areas including
several parks and on properties managed by other agencies such as the State of California and
North County Transit District (NCTD). Last month, the County of San Diego (County) conducted a
utilization assessment on all the handwashing stations in the region. The County plans to remove
all low and medium handwashing stations on Aug. 30 and will remove the remaining high usage
handwashing stations on Sept. 30. In Carlsbad, there are no high use handwashing stations and
therefore they will be removed by the County on Aug. 30.
According to the County, given the progress that has been made reducing the rate of COVID-19
infections in the region this is the right time to remove the handwashing stations. Should a
municipality or agency wish to retain their current County placed handwashing stations the
County has offered to turn over the existing contract with their vendor to manage the
handwashing station program in each municipality. For the 19 handwashing stations located
within Carlsbad, the County's vendor would charge the City of Carlsbad the amount of
$10,854.51 per month to manage 19 handwashing stations. For an annual cost of $130,254.12.
Since eight of Carlsbad's handwashing stations are located on state beach or NCTD property the
actual cost to the City of Carlsbad might be slightly lower than the nearly $11,000 per month
contract.

Next Steps
Given the County of San Diego's decision to remove all handwashing stations in the region, usage
and the high per month cost of the County's contract for handwashing stations, the city will be
informing the County that they can proceed with their planned removal of the handwashing
stations they had placed in Carlsbad. Should there be an interest from the City Council to revisit
placing temporary handwashing stations within Carlsbad, that decision and expenditure would
require future council direction.
