Norby – Absent. ANNOUNCEMENT OF CONCURRENT MEETINGS: Mayor Hall announced that the City Council is serving as the Carlsbad Municipal Water District Board of Directors on Consent Calendar Item No. 3. PLEDGE OF ALLEGIANCE: Mayor Pro Tem Blackburn led the Pledge of Allegiance. INVOCATION: None. PUBLIC REPORT OF ACTION TAKEN IN CLOSED SESSION: Assistant City Attorney Cindie McMahon announced that there was no reportable action. APPROVAL OF MINUTES: None. PRESENTATIONS: Proclamation in recognition of Fred Briggs for Service on Beach Preservation Commission Mayor Pro Tem Blackburn read and presented the proclamation to Fred Briggs who shared a few words. PUBLIC COMMENT: Mary Lucid expressed her concerns with the Senior Center. Bob Embree expressed his concerns about traffic speeds on Tamarack Avenue. Mark Kerwin expressed his concerns about traffic speeds on Tamarack Avenue. Tim Morgan expressed his concerns with the safety of the traffic signal being installed in his neighborhood. REPORT ON CITY INVESTMENTS AS OF MAY 31, 2022 – Accept and file Report on City Investments as of May 31, 2022. ADVERTISE FOR BIDS FOR THE STREET LIGHTING REPLACEMENT PROGRAM PHASE II PROJECT (CIP PROJECT NO. 6062) – Adoption of Resolution No. 2022-181 approving the plans, specifications and contract documents and authorizing the City Clerk to advertise for bids for the Street Lighting Replacement Program Phase II Project. ADOPTION OF THE 2019 SAN DIEGO INTEGRATED REGIONAL WATER MANAGEMENT PLAN – Adoption of Carlsbad Municipal Water District Board of Directors Resolution No. 1680 adopting the 2019 San Diego Integrated Regional Water Management Plan to be eligible for grant funding. ACQUISITION AND RESALE OF 571 LAGUNA DRIVE AND 2669 LEIGHTON CIRCLE, AS PART OF THE AFFORDABLE HOUSING RESALE PROGRAM – Adoption of Resolution No. 2022-182 authorizing the City Manager to execute all required documents to complete the purchase and resale of 571 Laguna Drive and 2669 Leighton Circle as part of the Affordable Housing Resale Program and authorizing the Deputy City Manager, Administrative Services to appropriate up to $590,000 from the Community Development Block Grant Special Revenue Fund for related costs. FISCAL YEAR 2021 URBAN AREA SECURITY INITIATIVE GRANT PROGRAM – Adoption of Resolution No. 2022-183 accepting funds for fiscal year 2021 Urban Area Security Initiative Grant Program, authorizing the City Manager to execute an agreement with City of San Diego for the distribution of 2021 Urban Area Security Initiative Grant Funds and authorizing the Deputy City Manager of Administrative Services to appropriate $64,924 to the Public Safety Special Revenue Fund. DECLARING THE RESULTS OF THE JUNE 7, 2022, MUNICIPAL ELECTION – Adoption of Resolution No. 2022-184 reciting the facts of the municipal election held on June 7, 2022, declaring the results and such other matters as provided by law. SUMMARY VACATION OF A PUBLIC UTILITIES EASEMENT AT 965 HOME AVE (PD 2022- 0002/VAC 2022-0001) – Adoption of Resolution No. 2022-185 approving a summary vacation of a public utilities easement over a portion of Lot 14 of Map No. 4032. SUMMARY VACATION OF A PUBLIC UTILITIES EASEMENT AT 3950 HIBISCUS CIRCLE (PD 2022- 0013/VAC 2022-0003) – Adoption of Resolution No. 2022-186 approving a summary vacation of a public utilities easement over a portion of Lot 12 of Map No. 4751. (Staff contact: David Rick, Community Development) ORDINANCES FOR INTRODUCTION: 9. CALIFORNIA PUBLIC EMPLOYEES’ RETIREMENT SYSTEM CONTRACT AMENDMENT – CLARIFICATION TO LIFEGUARD EXCLUSION – 1) Adoption of Resolution No. 2022-187 July 19, 2022 Carlsbad City Council Regular Meeting Page 3 approving a resolution of intention to approve an amendment to the contract between the City of Carlsbad and the Board of Administration of the California Public Employees’ Retirement System; and 2) Introduction of Ordinance No. CS-428 authorizing an amendment to the contract between the City Council of the City of Carlsbad and the Board of Administration of the California Public Employees’ Retirement System. CS-426 – DENSITY BONUS ORDINANCE AND LOCAL COASTAL PROGRAM – Adoption of Ordinance No. CS-426 acknowledging receipt of the California Coastal Commission’s resolution of certification including suggested modifications for LCPA 2020- 0005, and approving the associated suggested modifications to the zoning ordinance and local coastal program (Case Name: Density Bonus Amendments 2020, Case No. ZCA 2020- 0001/LCPA 2020-0005). (Staff contact: Faviola Medina, City Clerk’s Department) City Manager’s Recommendation: Adopt Ordinance No. CS-426. Assistant City Attorney McMahon titled the ordinance. CS-427 – ZONING ORDINANCE AND LOCAL COASTAL PROGRAM – Adoption of Ordinance No. CS-427 acknowledging receipt of the California Coastal Commission’s Resolution of Certification including suggested modifications for LCPA 2020-0006, and approving the associated suggested modifications to the Zoning Ordinance and Local Coastal Program (Case Name: Accessory Dwelling Unit Amendments 2020; Case No.: ZCA 2020- 0002/AMEND 2020-0005/LCPA 2020-0006). DEPARTMENTAL AND CITY MANAGER REPORTS: 12. ANNUAL CARLSBAD SISTER CITY PROGRAM UPDATE – Receive the annual update on the programs, relationships and finances of Carlsbad’s Sister City Program as required by City Council Policy No. 77. (Staff contact: Sheila Cobian, City Manager’s Department) City Manager’s Recommendation: Receive the update. Sister Cities Ambassador Program President Tom Hersant presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). Council received the update. 13. 2022 EMPLOYEE ENGAGEMENT SURVEY RESULTS – Receive a report on the results of the 2022 Employee Engagement Survey. (Staff contact: Nancy Magpusao Burke and Judy von Kalinowski, Administrative Services Department) City Manager’s Recommendation: Receive the report. City Manager Scott Chadwick gave opening remarks. Chief Innovation Officer David Graham and Human Resources Director Judy Von Kalinowski presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). In response to an inquiry from Council Member Bhat-Patel, Human Resources Director Von Kalinowski explained that the survey results have been shared with department directors and will be sent to supervisors and managers as well. In response to an inquiry from Council Member Bhat-Patel, Human Resources Director Von Kalinowski explained that the pulse surveys will be conducted by staff and will not be as costly or in depth as this engagement survey. City Manager Chadwick added that the staff position responsible for conducting the pulse surveys was adopted in the most recent budget and will be filled in the near future. In response to an inquiry from Council Member Bhat-Patel, Chief Innovation Officer Graham explained that the main reason for employees potentially leaving the organization was for career advancement opportunities. July 19, 2022 Carlsbad City Council Regular Meeting Page 5 In response to an inquiry from Council Member Acosta, Chief Innovation Officer Graham explained that the benchmark statistics were determined by the average of 55 other government agencies surveyed by the same firm. In response to an inquiry from Council Member Acosta, City Manager Chadwick explained that the survey results included the benchmark results, as well as the results from the 2018 survey so that impacts from the COVID-19 pandemic could be considered. In response to an inquiry from Mayor Hall, Human Resources Director Von Kalinowski explained that the new Let's Connect program will allow for one-on-one development meetings between employees and supervisors to happen on an annual or semi-annual basis.
