According to the information provided to us, the changes include the proposed expansion of the school site and the removal of the church and day care uses, while the RV storage use would remain. The school expansion would be limited to an increase in building square-footage and acreage; the maximum student enrollment would remain at 540 students. The previous and current proposed uses within Bressi Ranch Planning Area 13 are listed below: Previously Analyzed Uses . Middle School and High School (540 students) RV Storage Lot (1.0 acre) Exhibit I illustrates the project site plan for the Pacific Ridge School campus at full build-out of the proposed expansion area. Since the previous traffic analysis report prepared by Urban Systems Associates in November 2006, the Conditional Use Permit (CUP) for Pacific Ridge School was approved, and the school subsequently opened in September 2007. At the time of this revised study (September 2008), Pacific Ridge School has increased their enrollment to a total of 225 students, comprised of 7th grade through 10th grade students. FAX 760.476.9198 Offices located throughout California, Mzona & Nesada 0 w,RBF,corn Phil Hitch JN: 55-100534.001 September 19, 2008 Page 2 September 2008 Update on Pacific Ridge School At this time this revised traffic analysis update letter was initiated (September 2008), Pacific Ridge School began its 2008-2009 school year with new 7th grade and 9th grade students, while last years 7th and 9th grade students moved up to 8th grade and 10th grade, respectively. As of September 2008, the total enrollment has increased to 225 students. The maximum enrollment of 540 students is projected to occur at the beginning of the 2013-2014 school year. The start and end schedule for Pacific Ridge School has been modified slightly from the 2007-2008 school year. As of September 2008, thö school begins classes at 8:00 a.m. rather than at 8:15 am., and the school lets out for the day at 3:00 p.m. rather than at 3:15 p.m. Pacific Ridge School has added another bus to provide transportation service for the students, with a total of two buses now operating for the school. School administration staff estimates that approximately 35% of enrolled students ride the two buses, which is consistent with the 2007-2008 school year estimate. Beginning in the 2008-2009 school year, Pacific Ridge School modified the arrival schedule of the buses during the afternoon pick-up time to avoid conflicts with vehicles parking along the drop-off/pick-up zone to pick up students. The two school buses now arrive approximately 15 minutes after school lets out for the day. It was observed that the vehicular queues during the afternoon pick-up time had dissipated prior to the arrival of the school buses. As of September 2008, Pacific Ridge School began enforcing a one-way circulation plan during the drop-off and pick-up peak periods. Parents are directed to use the north driveway only to enter the school site, and to exit using the south driveway. Cones and portable signs have been set up blocking access into the south driveway and into the east parking aisle from the north driveway in an effort to direct one-way traffic along the drop-off/pick-up zone. Staff was also observed directing vehicles to the front of the drop-off/pick-up zone to improve the flow of traffic and provide a continuous queue. The City of Carlsbad Fire Marshal also approved the use of approximately 345 feet of the on-site campus road south of the existing campus to be used for school drop-off and pick-up queuing. The additional queuing space would provide the school with a total of 920 feet for queuing during the peak drop-off and pick-up periods. The school intends to use this area if future conditions show that the additional queuing space will be needed. New assessments of queuing and parking conditions have been conducted based on these changes that have occurred with the beginning of the 2008-2009 school year. The results of the new queuing and parking assessments have also been used in determining the future queuing and parking needs upon the build-out of the school and maximum student enrollment of 540 students. Phil Hitch JN: 55-100534.001 September 19, 2008 Page 3 Project Trip Generation For the purposes of this traffic update letter, the total trip generation of the school (current and future) is included in the following trip generation calculations. The revised trip generation for Bressi Ranch Planning Area 13 is summarized in Table 1, which was estimated based on SANDAG trip generation rates. As summarized in Table 1, the removal of the day care and church and replacement of these uses with the school expansion results in a reduction of 255 trips per day for the site, with approximately 31 fewer trips during the am. peak hour, and approximately 35 fewer trips during the p.m. peak hour. Year 2030 Forecast Traffic Volumes and Level of Service Analysis Year 2030 forecast traffic volumes were derived from the SANDAG Series 10 Combined North County Sub-area Model. Exhibit 2, which follows this letter, illustrates the forecast Year 2030 daily and peak hour traffic volumes on El Fuerte Street, daily and peak hour driveway trips for the school at full enrollment, driveway lane geometrics and traffic controls, and the directional distribution percentages for the project trips. Phil Hitch JN: 55-100534.001 September 19, 2008 Page 4 As shown in Exhibit 2, both driveway intersections are unsignalized, with left-turn lanes provided for the inbound vehicles, and stop signs controlling the exiting vehicles. A dedicated right-turn lane is also provided for inbound traffic at the north school driveway intersection. Left-turning and right-turning vehicles share one lane exiting the school driveways. The north and south driveway intersections with El Fuerte Street are approximately 1,200 feet apart. According to Pacific Ridge School staff, approximately 50% of school trips currently arrive from the north of the site, and the other 50% arrive from the south of the site. This is based on the current enrollment of 225 students, and is assumed to be the distribution of trips when the school reaches its maximum student enrollment. This distributional split is consistent with the findings of the previous traffic report prepared by Urban Systems Associates in November 2006. The previous traffic analysis (prepared by USA) for the Pacific Ridge School evaluated the two school driveway intersections during the a.m. and p.m. peak hours using the forecast Year 2030 traffic volumes and the trips generated by the previous Bressi Ranch Planning Area 13 land uses. The traffic volumes used in the previous traffic analysis is provided in the technical appendix following this letter. The results of the previous traffic analysis showed that both driveways would operate at acceptable levels of service (LOS D or better) during the peak hours. A traffic signal warrant analysis was also performed, which showed that neither of the two driveways met any of the signal warrants that were used in the analysis. Based on the changes in the peak hour driveway trips from the previous analysis, an analysis of the two school driveway intersections during the peak hours is included in this updated traffic letter. The 2000 Highway Capacity Manual (HCM) operation methodology for Unsignalized Intersections was used to determine the operating Levels of Service (LOS) of the school driveway intersections. The TRAFFIX software package was used to evaluate the driveway intersections using the HCM methodology. Table 2 summarizes the results of the HCM level of service analysis of the two school driveway intersections during the morning and afternoon peak hours with the full school enrollment under Year 2030 conditions. Detailed HCM calculation worksheets are provided in the technical appendix following this letter. The p.m. peak period of traffic (4:00 p.m. —6:00 p.m.) occurs approximately 1-2 hours after the school pick-up time (2A5 p.m. —3:15 p.m.). As shown in Table 2, the two school driveways are forecast to operate at acceptable levels of service during the peak hours under Year 2030 conditions. These results are consistent with the findings of the previous traffic analysis for Pacific Ridge School. It must be noted that the p.m. peak hour of traffic occurs 1-2 hours after theafternoon pick-up time at the school. Phil Hitch JN: 55-100534.001 September 19, 2008 Page 5 On-Site Circulation Plan At the time of this revised study in September 2008, Pacific Ridge School had established a one-way circulation plan for the morning drop-off and afternoon pick-up periods. The one-way circulation plan was implemented and enforced in the following manner All parents and staff were notified over the summer of the one-way circulation that would be enforced in the beginning of the 2008-2009 school year. All inbound vehicles are now required to enter the north driveway, and all outbound vehicles are now required to exit the south driveway during the peak drop-off and pick-up times. Vehicles heading to the east parking aisle must drive along the drop-off/pick-up zone, then loop around and head north into the east parking aisle. Vehicles exiting the east parking aisle during the drop-off and pick-up times must exit the north driveway. During non-peak drop-off and pick-up times, all vehicles are required to enter the north driveway, but may exit using either the north or south driveways. The two school buses enter and exit the north driveway. Cones and portable signs have been set up to block inbound access at the south driveway, and also at the north end of the east parking drive aisle to direct traffic toward the drop- off/pick-up zone. School staff has been out monitoring and directing traffic during the peak drop-off and pick-up times. Pacific Ridge School has also required vehicles to drive up toward the front of drop- off/pick-up zone at the south end of the existing campus. Exhibit 3 following this letter illustrates the on-site circulation plan as described above. Field observations during the peak drop-off and pick-up times reveal that the one-way circulation plan is operating efficiently, and staff was consistently directing vehicles to the front of the drop-off/pick-up zone to minimize the total length of queued vehicles. School Busing Operations As of September 2008, Pacific Ridge School uses two buses to transport between 70 and 80 students daily to and from the school. The bus drivers have been informed to use the north driveway to both enter and exit the school. The two buses arrive simultaneously to drop off students at approximately 7:45 am., 15 minutes prior to the school start time. In the afternoon, the two buses arrive at approximately 3:15 p.m. to pick up students, 15 minutes after the school end time. The buses park near the rear of the designated drop-off/pick-up zone. According to school staff, approximately 35% of currently enrolled Pacific Ridge School students ride the two buses. This is consistent with the 2007-2008 school year estimate with 104 students enrolled. The school plans to provide one additional bus per year as enrollment increases, with at least four buses operating upon the full enrollment of 540 students. Phil Hitch JN: 55-100534.001 September 19, 2008 Page 6 Assessment of Existing Queuing and Parking Conditions During School Peak Periods As of September 2008, Pacific Ridge School began its second year in operation with an enrollment of 225 students and 40 faculty and staff members employed. This traffic update letter includes an assessment of the current queuing and parking conditions during the peak school drop-off and pick- up times. An assessment of queuing and parking conditions had previously been performed at the end of the 2007-2008 school year when Pacific Ridge School had an enrollment of 104 students. But since last June, Pacific Ridge School has more than doubled its enrollment and has implemented its one-way circulation plan during the school drop-off and pick-up times. This updated existing queuing and parking assessment will supersede what had been previously evaluated in the June 2008 assessment. A thorough field investigation of on-site school operations was conducted during the morning drop-off and afternoon pick-up times on Monday, September 15th. RBF visited the school site during the following time periods for the on-site evaluations: Monday, September 15. 2008 School drop-off period: 7:30 a.m. to 8:15 a.m. (school start time — 8:00 a.m.) School pick-up period: 2:30 p.m. to 3:15 p.m. (school end time - 3:00 p.m.) During the drop-off and pick-up times, vehicles were observed entering only the north driveway and all vehicles exiting the school used the south driveway. The one-way circulation plan was enforced through the uses of cones, portable signs, and school staff directing the traffic flow toward the front of the queuing area. The queuing area that is provided for the drop-off and pick-up times is approximately 575 feet in length, extending front to back from the existing fire road on the south end of the campus to the RV storage entrance immediately north of the campus. Compared with the assessment of on-site school operations in June 2008, conditions during the peak drop-off and pick-up appeared to have improved. Although the student enrollment numbers have more than doubled and queue lengths were observed to be longer than in June, the queues existed for shorter periods of time due to the efficient flow as a result of the one-way circulation plan. Existing Queuing Assessment An assessment of the current on-site queuing was conducted during the peak drop-off and pick-up times described above. The results of the existing queuing assessment are summarized in Table 3 in five-minute intervals. Table 3 shows the maximum queue length that was observed during each five minute interval. Exhibit 5 illustrates the maximum queue length that was observed under current conditions. As shown in Table 3, field observations of on-site queuing revealed that during the morning peak drop-off period, a maximum queue of 11 vehicles was observed within the designated drop-off zone, which occurred at approximately 7:50 a.m. Table 3 also shows that during the afternoon peak pick- up period, a maximum queue of 21 vehicles was observed within the assigned pick-up area, which occurred at approximately 3:05 p.m. The observed maximum vehicle queue did not extend beyond the limits of the designated drop-off/pick-up zone. The school buses arrived simultaneously at 7:45 p.m. to drop off students, and departed within 2-3 minutes after arriving. The parked buses did not interfere with queuing operations during the morning drop-off time, as this queue was constantly moving and the buses departed by looping around to the east parking drive aisle and exiting the north driveway. Different queuing characteristics were observed during the drop-off and pick-up periods. During the morning drop-off time, vehicles were parked for very short periods of time, and queuing appeared in platoons of vehicles that were likely formed at the signalized intersections on El Fuerte Street to the north and south of the school site. Each platoon of queued vehicles exited the site within 60 seconds and be followed by another platoon that queued up after the previous queue dissipated. Unlike conditions during the June 2008 assessment, very few parents parked to drop off students. Phil Hitch JN: 55-100534.001 September 19, 2008 Page 8 During the afternoon pick-up period, the first parent vehicle arrived about 20 minutes prior to the school end time and parked in the designated pick-up zone to wait to pick up the students. The majority of vehicles observed began arriving after 2:50, approximately ten minutes before the school dismissal time. This observation differs significantly from the June 2008 assessment, in which parents began arriving earlier and waiting for longer periods of time. The result is much shorter-lived queues during the afternoon pick-up period, despite the increase in enrollment. In addition, very few parents were observed to be parking in the parking spaces to wait for their children, unlike the observations from the June 2008 assessment. The maximum vehicle queue occurred immediately after the school dismissal time at 3:00 p.m. School staff was consistently directing vehicles toward the front of the queuing area to improve traffic flow once the queue started moving. The maximum queue dissipated rapidly as the students were picked up, and by the time the school bus arrived at 3:15 p.m., only four vehicles were queued near the front of the pick-up zone. Existing Parking Assessment A field inventory of the existing on-site parking spaces revealed that there are currently 97 parking stalls available for student drop-off/pick-up, student drivers and staff. As of September 2008, there were 40 faculty and staff members at Pacific Ridge School, and two 10m grade students driving to school. It was also observed that some students currently ride bicycles to school. A total of eight bicycles were counted parked in the provided bike racks. The number of occupied and available parking spaces was surveyed in 10-minute intervals during the peak student drop-off and pick-up periods on Monday, September 15th, 2008. Table 4 summarizes the results of the parking survey during the peak drop-off and pick-up times. It was observed that staff or parent volunteers continued to arrive following the start of classes at 8:00 a.m. The parking survey results showed a maximum of 39 occupied parking spaces during the morning drop-off period. During the afternoon pick-up period, peak parking occupancy occurred during the ten-minute interval leading up to the school end time at 3:00 p.m. It was observed that most parents have stopped the practice of waiting in the parking stalls to pick up their children, and instead queue up along the designated pick up zone. The parking survey results showed a maximum of 50 occupied parking spaces during the afternoon pick-up period, and an observed surplus of 47 parking spaces. Current observations show that there are enough parking spaces to accommodate the peak parking demand. Future Queuing and Parking Assessment at Maximum Student Enrollment Based on the current assessment of queuing and parking conditions at Pacific Ridge School with the recent changes implemented during the 2008-2009 school year, a future assessment of queuing and parking conditions at maximum student enrollment was performed in this, revised traffic analysis update letter. Factors taken into account in the future projections of queuing and parking conditions include: A maximum of 540 students enrolled at school build-out; A total of 65 faculty I staff members employed at school build-out, with approximately 80% of staff on campus at any one time; Approval by Fire Marshal for 345 feet of additional queuing space along the school expansion area south of the existing campus, which would provide the school with a total of 920 feet for queuing during the peak drop-off and pick-up periods. School expansion includes addition of 31 parking spaces, a total of 128 parking spaces will be provided; ITE Parking Generation peak parking demand ratios for a high school and middle school were used to estimate the total parking demand for the school; Based on the total future parking demand estimates for Pacific Ridge School, it was estimated that 50 high school students would drive themselves to school; At least four school buses will be operating by the time the school reaches maximum enrollment, with approximately 35% of students riding the buses; and Based on current observations, it was estimated that at maximum enrollment approximately 20 students would regularly ride bicycles to school. Future Queuing Assessment The future assessment of queuing conditions during the peak drop-off and pick-up times at the maximum school enrollment is summarized in Table 5, which is largely based on the observations of current queuing conditions. Exhibit 6 illustrates the maximum projected queue length once the school reaches full enrollment. Phil Hitch JN: 55-100534.001 September 19, 2008 Page 11 As shown in Table 5, consistent with current conditions, the maximum queue is projected to occur during the afternoon pick-up period, with an estimated queue length of 35 vehicles, or 875 feet. Based on this future queuing assessment at full student enrollment, the proposed 920 feet of queuing space will be sufficient to accommodate the estimated maximum queue length during the afternoon pick-up period. Future Parking Assessment The proposed Pacific Ridge School expansion will include the addition of 31 parking spaces, with the school providing a total of 128 parking spaces at school build-out. The future assessment of peak parking demand at the maximum school enrollment is based on ITE Parking Generation (3' edition, 2004) peak parking demand ratios, which were derived from surveys of schools across the nation. The surveys indicated that on average the peak parking demand at a high school occurs between 9:00 am. and 11:00 a.m., and between 11:00 a.m. and 12:00 p.m. for a middle school. The ITE peak parking demand ratios for a high school and middle school are listed below: High School: 0.26 vehicles per enrolled student Middle School: 0.11 vehicles per enrolled student Based on the peak parking demand ratios listed above, a peak parking demand for 113 parking spaces would occur at the maximum student enrollment. The future parking demand for Pacific Ridge School is summarized in Table 6, which also includes estimates of parking demand per user type. (2) Parking surplus estimate does not include the four disabled parking spaces. As shown in Table 6, a peak parking demand for 113 spaces was projected when the school reaches its maximum enrollment. Table 6 also shows that this parking demand projection includes 52 faculty/staff members, 50 student drivers, and 11 uother drivers, which include parents, maintenance workers, and other visitors to the school. Based on this future parking assessment at maximum student enrollment, the proposed 128 parking spaces for the school will be sufficient to accommodate the projected peak parking demand. Phil Hitch JN: 55-100534.001 September 19, 2008 Page 12 Pacific Ridge School Parking Management Plan As indicated previously, the school expansion will include the addition of 31 parking spaces, with a total of 128 parking spaces that will be provided for the school. In order to maximize the efficiency and safety of on-site school operations during the peak drop-off and pick-up periods, a parking management plan is recommended to be implemented upon the completion of the school expansion. The parking management plan should designate separate parking spaces for faculty/staff, student drivers, and parents/visitors. Based on the results of the future parking assessment, it is recommended that the following parking assignments be provided: Faculty / Staff Only Parking: 55 parking spaces Student Driver Parking: 45 parking spaces Other (parents, visitors, etc.): 24 parking spaces Disabled: 4 parking spaces (currently provided per City Code requirement) Faculty and staff parking would need to be located along the existing parking spaces adjacent to the drop-off/pick-up zone to prevent parents from parking in these spaces to drop off or pick up the students. In addition, the eight new parking spaces located within the school expansion area south of the existing campus would be more suitable for staff parking. Based on the parking demand projection for staff, and since some staff members works part-time, one parking space per employee would not be needed. Student driver parking would be located in the 23 new parking spaces on the north end of the campus, plus an additional 22 parking spaces located along the east parking aisles. Although it is estimated that there would be approximately 50 student drivers when the maximum enrollment is achieved, it is recommended that fewer spaces be provided to encourage carpooling among students. The remaining 24 parking spaces would be provided for use by parents during student drop-off and pick-up times, parent volunteers, maintenance workers, and other visitors. While the staff and student driver parking would be designated as such, the other remaining parking spaces would be open to all other uses. Exhibit 7 illustrates the recommended Pacific Ridge School parking management plan as described above. Proposed Community Facility Uses The City of Carlsbad is requiring that 3.92 acres must be reserved for Community Facilities within the Bressi Ranch Planning Area 13 site. Along with the expansion of the school campus, Pacific Ridge School must also make their campus available for use as a Community Facility. Pacific Ridge School anticipates the following Community Facility uses would be most compatible with the school use: Phil Hitch JN: 55-100534.001 September 19, 2008 Page 13 Charitable service organizations Civic associations Clubs (non-profit, business, civic, or professional) Social clubs (non-commercial) Youth organizations (e.g. YMCA, Girt/Boy Scouts, Pacific Ridge School youth camps) Pacific Ridge School will begin coordinating Community Facility uses this year by providing open- enrollment youth camps this summer. Pacific Ridge School plans to open up several campus facilities for Community Facility uses as the school expands its campus, which are listed below with probable dates and times that these facilities would open for public use: Athletic field: June through August, 8 a.m. to Sunset Classrooms/meeting rooms: All year, Monday through Friday, 6 p.m. to 10 p.m. Gymnasium: June through August, 8 a.m. to Sunset Icon Building (theater, dance studio): All year, Monday through Friday, 6 p.m. to 10 p.m. Outdoor space: June through August, 8 a.m. to Sunset Parking: available for above uses Please note that these Community Facility uses would be available either during the school breaks (particularly the summer break) or during the weekday evening hours when school is not is session. The traffic associated with the Community Facility uses would not occur concurrently with the school uses; therefore the above-listed Community Facility uses would not result in additional traffic on the school site during the weekday school peak periods. Conclusions and Recommendations The following summarizes the findings of this traffic analysis update letter for Pacific Ridge School: The proposed school expansion will be limited to expansion of school facilities, with a maximum enrollment of 540 students. The proposed removal of the church and day care uses and replacement with the school expansion results in fewer daily and peak hour trips generated by the Bressi Ranch Planning Area 13 site. Pacific Ridge School began its 2008-2009 school year in early September with a total of 225 students and 40 faculty and staff members. Beginning in the 2008-2009 school year, Pacific Ridge School implemented its one-way circulation plan during the drop-off and pick-up times. Phil Hitch JN: 55-100534.001 September 19, 2008 Page 14 The two school driveways were analyzed during the a.m. and p.m. peak hours using the HCM methodology for unsignalized intersections. The analysis results showed that both school driveways are forecast to operate at acceptable levels of service (LOS D or better) during the peak hours under Year 2030 conditions. New field assessments were conducted to observe current queuing and parking conditions with the increase in enrolled students and the enforcement of the one-way circulation plan. A maximum queue length of 21 vehicles was observed during the afternoon pick-up period. The observed maximum vehicle queue did not extend beyond the limits of the designated drop-off/pick-up zone. An assessment of existing on-site parking characteristics revealed that peak parking occupancy occurred during afternoon pick-up period, with a maximum of 50 occupied parking spaces. Current observations show that there are enough parking spaces to accommodate the peak parking demand. An assessment of future queuing conditions was conducted in this revised traffic update letter. The findings of the future queuing assessment revealed that consistent with current conditions, the most significant queuing is projected to occur during the afternoon pick-up period. A maximum queue length of 35 vehicles, or 875 feet, was projected during the afternoon pick-up period. The existing queuing zone plus the additional queuing space that was approved by the City Fire Marshal will be sufficient to accommodate the estimated maximum queue lengths during both the morning drop-off and afternoon pick-up periods. Based on ITE parking demand ratios (ITE Parking Generation, 3 Id ed., 2004) for a high school and middle school, a peak parking demand for 113 spaces was projected when the school reaches its maximum enrollment. The proposed 128 parking spaces will be sufficient to accommodate the projected peak parking demand. Based on the assessment of existing and future on-site circulation, queuing and parking, RBF recommends the following measures for Pacific Ridge School: Physically convert the south school driveway to an exit only driveway. Remove the existing northbound left-turn bay through striping. Install an "Exit Only - Do Not Enter sign on each side of the driveway facing El Fuerte Street. Remove the existing inbound lane at the south driveway and restnpe with two exit lanes consisting of one left-turn lane and one right-turn lane. Remove existing stop sign where the inbound driveway lane intersects with the on-site campus road. Phil Hitch JN: 55-100534.001 September 19, 2008 Page 15 Provide one-way pavement arrows along the west drive aisle adjacent to the drop-off/pick-up zone to reinforce the one-way southbound circulation route through the campus. It is also recommended that northbound one-way pavement arrows be provided along the east parking drive aisle to direct traffic parked in the east parking aisles to exit the north driveway. Increase the number of staff to direct traffic flow during the student drop-off and pick-up periods as the school increases its student enrollment numbers. Monitor the peak queue lengths during the drop-off and pick-up periods and utilize the additional queuing area south of the existing campus if future observed queues extend beyond the rear of the existing drop-off/pick-up zone. Due to excessive downhill speeds and the projected future increase in traffic on El Fuerte Street, it is recommended that the school buses make a right-turn only to exit the north school driveway. When additional buses are added in subsequent school years, monitor queuing during the morning drop-off period at the time the buses arrive and depart to ensure that queuing is not extending back to the bus zone while the buses are parked. Should this occur, it is recommended to either utilize the additional queuing area to the south of the existing campus, or, consider an earlier arrival time for the buses in the morning (such as five minutes earlier). If queuing following the school dismissal time does not dissipate within the bus zone by the buses arrive, then consider a later amval time (such as five minutes later) for the buses to pick up students. Provide assigned parking for faculty/staff and student drivers as described in the Parking Management Plan section of this report.
