Box 129261 San Diego, California 92112-9261 Attention: Mr. David Felix Subject: Detailed Agricultural Chemical Residue Survey, APN 208-010-36, Planning Area 12-13.44 Acres, and Planning Area 13-6.92 Acres, Robertson Ranch West, Carlsbad, San Diego County, California 92010, Voluntary Assistance Case H39700-001 Dear Mr. Felix: At the request and authorization of Mr. Ken Cablay, representing Robertson Family Trust, the requirements of the City of Carlsbad Planning Department as set forth in their letter dated October 2, 2006 (Appendix A), and per our work plan dated December 27, 2006 (Appendix A), GeoSoils, Inc. (GSI) has prepared this report for a detailed agricultural residue survey on the subject property in Carlsbad, San Diego County, California. The purpose of the detailed agricultural chemical residue survey is to generally satisfy the requirements of the controlling authorities and to provide conclusions and recommendations relative to proposed park and tentative school development of the site. The scope of our work has included a review of the referenced documents in Appendix A (the GSl and Rosenberg reports are part of the public record, as they are in possession of the controlling authority), field sampling and laboratory analyses, analysis of data, and preparation of this report. It should be noted that if the site is proposed for a school site, it is our understanding that the County-assigned field representative from the School Facilities Planning Division should be contacted for a written evaluation of the site. As required by the City of Carlsbad Planning Department, the purpose of this survey was to evaluate the historical agricultural use(s) of the. subject property, addressing the potential presence of restricted agricultural residues. SITE CONDITIONS AND PROPOSED DEVELOPMENT The irregularly shaped, contiguous planning areas consist of generally vacant, undeveloped property. The Assessor's Parcel Number for the property is 208-010-36. The property is located on the northwest corner of El Camino Real and Cannon Road, in Carlsbad, San Diego County, California (see Figure 1, Site Location Map). The former Robertson family ranch house (constructed in 1958 or 1959) still exists on Planning Area 13, and property surrounding the farm house was formerly utilized for agriculture, such as beans, squash, strawberries, etc. Planning Area 12 was formerly a palm tree nursery (Parkway Nursery) from January 1997 until August 2006. Site elevations range from about 35 to 102 feet Mean Sea Level (MSL). The site slopes gently to moderately to the southwest. It is our understanding that the existing house and the swimming pool will be demolished. Based on our conversations with the Client, GSI understands that currently proposed development of the site will consist of construction of a park site with a restroom facility on Planning Area 121 A school site, with associated parking and utility improvements, is tentatively proposed on Planning Area 13. As indicated above, if Planning Area 13 is approved for a school site by the Carlsbad Planning Department and the developer proposes a school site, the County-assigned field representative from the School Facilities Planning Division should likely be contacted for a written evaluation of the site. Further investigation may thus be required at that time. BACKGROUND Based upon our review of our update environmental site assessment (GSI, 2006b), the subject site appears to have been utilized for agriculture from at least 1928 until possibly 2005. The type of agriculture around the Robertson family ranch house included beans, squash, strawberries, etc. Parkway Nursery leased a portion of Planning Area 12 from January 1997 until August 2006. Based upon our recent limited chemical testing of near-surface soils onsite (GSI, 2006b), detectable concentrations of restricted agricultural residues exist within Planning Area 12 in the location of the former nursery. It is our understanding that a growing area is a land unit that has been planted, worked, chemically treated, and irrigated uniformly. Additional research performed by GSI indicated the following: The property has generally been utilized for the same type of agriculture since at least 1928 until 2005, with the exception of the palm tree nursery between 1997 and 2006. The property was owned by the Robertson family for over 50 years, thus, the same general method of application of pesticides was likely utilized, with the exception of the palm tree nursery. E5247.1 -Sc SITE LOCATION MAP Figure !J Drainage is by sheet flow at a gradient of approximately 10 percent within the higher elevation cultivated areas, and approximately 5 percent in the flat cultivated areas. There are generally two soil types on each planning area: alluvium, consisting of sandy clay in the flat areas; and elevated terrace deposits, consisting of clayey silty sand. Based upon this information, it is GSI's opinion that there are three growing areas: the nursery with the alluvial soil type, and the cultivated area with the alluvial soil type and the terrace deposits. SURFACE WATER AND GROUNDWATER The subject site is located within the Los Monos Hydologic Subarea (HSA 904.31) of the Agua Hedionda Hydrologic Area (HA 904.30) of the Carlsbad Hydrologic Unit (HU 904.00) within the San Diego Region of the State of California Regional Water Quality Control Board (CRWQCB) Hydrologic Basin Planning Area (SA 9.00). Groundwater within this subarea is designated as having beneficial uses for municipal and domestic supply, agricultural supply, and industrial service supply (CRWQCB, 1995). The relative distance from the subject property to Calavera Creek is approximately 200 feet (approximate distance between the eastern limits of the site at Cannon Road to Calavera Creek). Calavera Creek flows to the Agua Hedionda Lagoon. The Agua Hedionda Lagoon is located approximately 6,500 feet southwest of the subject property, following the Calavera Creek route. Reported beneficial uses of Agua Hedionda Lagoon include industrial service supply; contact and non-contact recreational use; commercial and sport fishing; estuarine habitat; wildlife habitat; rare, threatened, or endangered species; marine habitat; aquaculture; and migration, spawning, reproduction and/or early development of aquatic organisms. Groundwater beneath the site (in the lower elevations) was encountered at a depth of 10 feet below existing ground surface (GSl, 2007), or an approximate elevation of 27 feet Mean Sea Level (MSL). The local shallow groundwater gradient is to the south/southwest toward Agua Hedionda Lagoon. Surface flow is to the southeast toward Calavera Creek. A well is located on a United States Geological Survey (U.S.G.S.) quadrangle topographic map (San Luis Hey, California, 7.5 minute quadrangle sheet, 1968, photorevised 1975). The 1968 topographic map indicated a well was located approximately 50 feet northeast (up groundwater gradient) of the subject site. According to recent conversations with Mr. Gary Robertson, property owner, the well is capped and has not been in use for more than 10 years to the best of his knowledge. An additional four wells are located within a 1,500 foot radius of the site. As discussed in Rosenberg (2003), these wells are registered with the County and/or State. These wells are all reported to be screened at relatively County of San Diego W.O. None of these wells are known to be used for domestic supply. SOIL PARAMETERS Cone penetrometer soundings and sieve analysis (ASTM D422-63) performed on soil during our subsurface geotechnical evaluation of the subject property (GSI, 2007) indicated site soil in the alluvium in former growing areas may be classified as sandy clay based upon the Unified Soil Classification System (USCS). Similarly, the soil in the terrace deposits may be classified as clayey silty sand. It is GSI's opinion that the soil type is generally uniform and does not vary significantly in texture and composition. Permeability of this soil type is typically low. In addition, previous testing for leachability of pesticide affected soil on the Robertson property, in the near vicinity, with similar USGS classifications, indicated that they were not leachable into the underlying groundwater (GSI, 2003; and Rosenberg, 2003). SCOPE OF WORK FOR SAMPLING In light of the above, the three growing areas were sampled at two sampling locations each, randomly selected, for a total of six sample locations. An additional two sampling locations have been identified as equipment/chemical storage locations, for a total of eight sample locations. Each sample location was sampled at 0.5, 2, and 4 feet below grade, for chemical analysis of pesticides. This generated a total of 24 samples. The "hot spots" included the equipment storage area in proximity to the Robertson Ranch house located on Planning Area 13, and also near the former above-ground pesticide storage tank area located on Planning Area 12. The approximate location of the eight pesticide soil sampling areas is provided on Figure 2. Statistically valid random sampling in the agricultural growing areas was performed in the following way. The three growing areas were outlined utilizing AutoCAD. These respective areas were then divided into a grid. Each square within the grids were then numbered -consecutively, and a random number, generated from a statistical random number calculator, provided the sample location in that area. A diagram of the three growing areas with grid patterns is provided as Figure 3. Holes were excavated utilizing a hand auger. Samples were collected, stored, and transported to a California Department of Health Services (DHS) certified laboratory the following day, following generally accepted quality assurance/quality control protocol and procedures (QA/QC) during all soil sampling activities. A Chain-of-Custody record was recorded with the laboratory. Chemical testing included analysis of 24 soil samples tested for chlorinated pesticides utilizing EPA test method 8081A. I LABORATORY CHEMICAL TEST RESULTS Based upon the laboratory test results, concentrations of DDE were detected in four of the 24 soil samples collected (at three of the eight sample locations) on the subject property. Concentrations of DDT were detected in one of the 24 samples collected (at one of the eight sample locations). In our previous pesticide residue survey at the subject site (GSl, 2006b), DDE, ODD, DOT, and toxaphene concentrations were detected in one of the four samples collected. For comparison purposes, the regulatory action level for hazardous waste criteria (i.e., Total Threshold Limit Concentration or TTLC) for DDE, DOD, and DOT is 1.0 mg/kg and 5.0 mg/kg for toxaphene. The Preliminary Remediation Goal (PRG) for residential soil (Smucker, 2002) for DDE and DDT is 1.7 mg/kg, 2.4 mg/kg for DDD, and 0.44 mg/kg for toxaphene. Hazardous concentrations of pesticides were not detected in this survey. All concentrations of pesticides encountered during this survey and our previous survey are well below the TTLC and PRGs, with the exception of toxaphene. One sample from our previous survey (GSl, 2006b), was reported with a concentration of 0.46 mg/kg of toxaphene, which is slightly higher than the PRG for toxaphene. Laboratory test results were reported as "not detected at or above the laboratory detection limits" for the remaining 20 soil samples collected during this recent survey and for the remaining three soil samples collected during our previous survey (GSl, 2006b). The results of the laboratory data are presented in the following table and on Figure 2. Both laboratory reports are provided in Appendix B. Based upon the information obtained during the course of this study and our previous study (GSI, 2006b), as well as information provided in the referenced reports (see the Appendix), GSI presents the following summary of findings, conclusions, and recommendations: To evaluate the potential for restricted agricultural chemical residues, surficial soil samples were collected at depths of 0.5 feet, 1 foot, 2 feet, and 4 feet within the subject property. Sampling of earth materials within the subject property, consisted of a total of 28 soil samples collected from 12 random locations during this survey and our previous survey (GSI, 2006b), based upon soil type and agricultural activity. Soil samples collected were analyzed for Chlorinated Pesticides (EPA test method 8081A). Sample locations are shown on the Soil Sample Location Map, Figure 2. Except for DDE, DDD, DDT, and toxaphene, no constituents of the Chlorinated Pesticides were reported above the laboratory detection limits (i.e., non-detect). Concentrations of DDE, ranging from 0.016 mg/kg to 0.073 mg/kg, were detected in five of the 28 samples. A concentration of 0.011 mg/kg of ODD was detected in one of the 28 samples. Concentrations of 0.023 mg/kg and 0.056 mg/kg of DDT were detected in two of the 28 samples. A concentration of 0.460 mg/kg of toxaphene was detected in one of the 28 samples. For comparison purposes, regulatory action levels for hazardous waste criteria (i.e., Total Limit Threshold Concentration - TTLC) in soil are 1.0 mg/kg for DDE, DOD, and DOT, and 5.0 mg/kg for toxaphene. Detected concentrations of DDE, DDD, DDT, and toxaphene onsite are considerably lower than the TTLC criteria. Thus, hazardous concentrations of pesticides were not detected in this survey nor our previous survey (GSI, 2006b). Preliminary Remedial Goals (PRGs), which combine existing USEPA toxicity values with generally accepted exposure factors to estimate concentrations in residential soil that do* not represent a cancer risk to humans greater than one-in-one million (i.e., 1 x 101, are 1.7 mg/kg ODE and DDT, 2.4 mg/kg DDD, and 0.44 mg/kg toxaphene. Reported concentrations were found to be less than the criteria established as a potential risk to human health (Smucker, 2002), with the exception of one sample from our previous survey (GSI, 2006b), which was reported with a concentration of 0.46 mg/kg of toxaphene, slightly higher than the PRG for toxaphene. This soil sample was collected on the proposed park site property. E5247.1-SC March 22, 2007 Page 10 Recommendations Based upon the scope of work completed, GSI concludes that the concentrations of DDE, ODD, and DOT detected in earth materials on the subject property generally are sufficiently below PRGs so as not to represent a significant risk to human health. The concentration of toxaphene reported at one location on the proposed park site is slightly elevated above the PRIG, and appears to be an isolated occurrence, in light of data collected to date. Based upon the information obtained during the course of this assessment, GSI presents the following recommendations: All other recommendations contained in GSI (2006b) should be implemented. If required, the appropriate regulatory agencies should be provided with a copy of this report for their review and comment. Pesticide impacted soil with concentrations reported in this study may be selectively utilized onsite as artificial fill. The isolated area in the vicinity of Soil Sample S-i, located on the park site, may be utilized onsite as artificial fill at locations and depths which will effectively eliminate future human contact, as well as eliminate potential impacts to surface water. and groundwater, in accordance with the approval of the governing agency, as warranted. Recommendations for this are summarized below: Based upon the grading plans prepared by O'Day Consultants for Robertson Ranch, dated February 23, 2007, cut areas are proposed in the higher elevations, and fill is proposed in the lower elevations. The existing 100-year flood zone is presented on the plans at an approximate elevation of 42 feet MSL. After grading, the proposed flood zone is presented on the plans at an approximate elevation of 40 feet MSL and located south of the subject property. Based upon these grading plans, GSI recommends placing the toxaphene affected soil located at Soil Sample S-i, plus an area of 40 feet x 40 feet x 1 foot deep surroündiñg S-i, on the proposed park site at an elevation of 48 feet MSL (after the recommended 2-foot removal depth is performed, as recommended in GSI, 2007), in the approximate location provided on Plate 1 and as indicated on Figure 4. Based on our calculations, there appears to be sufficient available volume to place the affected soil. This location will thus provide a fill cap of approximately 6 feet over the affected soil. The affected soil will thus be located greater than 20 feet above groundwater (groundwater elevation is 27 feet MSL), and 8 feet above any potential flooding, more than 900 feet west of Calavera Creek, and more than 800 feet north of the proposed 100-year flood zone after completion of grading. This will effectively eliminate potential impacts to surface water and groundwater, similar and consistent with approved mitigation on adjoining property. County of San Diego W.O.
