Dear Ms. Horodyski:
LOS Engineering, Inc. is pleased to present this Vehicle Miles Traveled (VMT) screening
analysis for the proposed Children's Paradise Day Care located at 3335 Marron Road Carlsbad,
California. The project site of approximately 2.1 acres is currently undeveloped.
PROJECT DESCRIPTION
The proposed Children's Paradise Day Care will provide care for up to 196 students ranging in age
from approximately 6 weeks to 12 years old. The drop-off and pick-up routines require the
parents/guardians to park and walk into the Center for a sign-in and sign-out procedure. The Center
has planned operating hours from 6 AM to 6 PM. The project locati on is shown in Figure 1. A
preliminary site plan is shown in Figure 2.

A VMT analysis is required to satisfy the California Environmental Quality Act (CEQA)
guidelines that utilize VMT as the measure of effectiveness for determining transportation
impacts. The California Governor's Office of Planning and Research (OPR) Technical Advisory
developed guidance on implementing Senate Bill 743 (SB 743) that shifts the transportation
impact measure of effectiveness from Level of Service (LOS) to VMT. In compliance with SB
743 and OPR guidance, the City of Carlsbad has developed Draft Vehicle Miles Traveled (VMT)
Analysis Guidelines, June 2, 2020 to evaluate impacts under CEQA using a VMT metric.
The screening criteria to determine if a detailed transportation VMT analysis is required is based
on the City of Carlsbad Draft Vehicle Miles Traveled (VMT) Analysis Guidelines. A project that
meets at least one of six (6) screening criteria would be presumed to have a less than significant
transportation impact due to the project characteristics and/or location. The City of Carlsbad
Draft Vehicle Miles Traveled (VMT) Analysis Guidelines define Local-Serving Public Facilities
on page 7 as follows:
"Similar to retail land uses, local-serving public facilities are presumed to have
a less than significant impact on VMT. This would include governmental
facilities intended to serve the local public, parks, and public elementary
schools, public middle schools, and public high schools. A study evaluating the
user capture area may be required in order to demonstrate that a public facility
is local-serving. Typically, private schools, charter schools, or public facilities
with unique uses will be required to provide a user capture area study ... "
The proposed day care location is unique and is consistent with the characteristics of Local-
Serving Public Facilities as follows:
1) The existing operations are expanding to capture new local clients and to provide existing
clients the ability to select a closer day care. The existing Children's Paradise locations
and proposed location are shown in Figure 3.
2) The project location is providing additional day care options when compared to other
near-by day care facilities without significant overlap as shown in Figure 4. Based on
the applicant experience, most parents/guardians desire to have a day care close to their
home.
3) The project is located within the Quarry Creek Master Plan thereby providing a source of
near-by clients. The project location with the Quarry Creek Master Plan will effectively
reduce vehicle miles traveled as shown in Figure 5.
Based on the unique project location, the proposed project is considered to be consistent with the
characteristics of Local-Serving Public Facilities. Therefore, the project would be presumed to
have a less than significant transportation impact.

As shown in the above example, the total miles are reduced when a day care is located closer to
homes that now have a choice of selecting a near-by location, thereby reducing vehicle miles
traveled.

This analysis was prepared to determine if a detailed transportation VMT analysis would be
required for a proposed 196-child day care project.
Based on the unique project type and location, the proposed project is considered to be consistent
with the characteristics of Local-Serving Public Facilities. Therefore, the project would be
presumed to have a less than significant transportation impact and a detailed transportation VMT
analysis should not be required.
