These three areas are located along the Calavera Creek floodplain mapped by the Federal Emergency Management Agency (FEMA). The grading plans were prepared by O'Day Consultants and are included at the back of this report. The Flood Insurance Rate Map (FIRM) containing Calavera Creek is Map Number 06073C 0768 F dated June 19, 1997 (see Figure 1). The grading plans propose creation of mass graded pads in PA- 12 and -13. These will ultimately support a park (PA-12) and possibly school site (PA-13). In addition, slope grading is proposed west of PA-12 and -13 to create the Habitat Corridor. Since the mass graded pads in PA-12 and PA- 13 can support structures, this CLOMR-F has been prepared to show that the pad grades are above the 100-year base flood elevation in Calavera Creek. The Habitat Corridor will not contain insurable structures, but its grading plan has been included in this CLOMR-F since the grading is part of the overall Robertson Ranch project. HYDRAULIC ANALYSES A detailed hydrologic and hydraulic analysis of Calavera Creek has been performed for the Federal Emergency Management Agency's Flood Insurance Study, San Diego County, California and Incorporated Areas. The Calavara Creek 100-year floodplain/floodway limits and water surface elevation contours from this study are shown on the FIRM in Figure 1. PA-12, PA- 13, and the Habitat Corridor are within FEMA's 100-year floodplain, but not the floodway. O'Day Consultants has added the FEMA 100-year floodplain onto the grading plans, included at the back of this report, for reference. The floodplain is a thin red line. The floodplain adjacent to PA-12, PA-13, and the Habitat Corridor is affected by backwater from the El Camino Real road embankment. An 8-foot wide by 8-foot high reinforced concrete box culvert currently conveys storm runoff westerly through El Camino Real The 100-year water surface elevation on the FIRM is a constant 45 feet mean sea level at the project site due to the backwater condition. As a result, the fill proposed by the project will have a minimal impact on the 100-year water surface elevations. CONCLUSION The grading for Robertson Ranch PA-12, PA-13, and the Habitat Corridor will occur within the Calavera Creek 100-year floodplain, but outside the floodway. This meets the City of Carlsbad and FEMA criteria for floodplain development. The potential development pads created within PA- 12 and -13 will be elevated several feet above the adjacent 100-year water surface elevation, which is 45 feet mean sea level. Therefore, future insurable structures constructed within these two Planning Areas will be outside of the floodplain. The Habitat Corridor grading has been included in this CLOMR-F although the Habitat Corridor primarily creates a slope near the westerly edge of the floodplain to assist with wildlife passage. Development of insurable structures will not occur within the Habitat Corridor. The required Conditional Letter of Map Revision based on Fill forms are included on the subsequent pages. The PA-12 and -13 lowest lot elevations on Form 2 are based on the lowest proposed pad elevation shown on the grading plans. The lowest lot elevation for the Habitat Corridor is based on the lowest proposed elevation in the graded area west of the constructed slope. This area is being graded as part of the overall Habitat Corridor grading to generate fill material for the slope.
