AYES: Chair Briggs, Vice Chair Steindlberger, Commissioners Colby and Stark NOES: None ABSTAIN: Commissioners Prietto ABSENT: Commissioners Woolsey and Ingersoll PRESENTATIONS None. CONSENT CALENDAR None. PUBLIC COMMENT None. DEPARTMENTAL REPORTS 1.SR # 1109-1 NOMINATION OF COMMISSIONERS TO SERVE GROWTH MANAGEMENT PLAN ADVISORY COMMITTEE Principal Planner, Eric Lardy provided a report and sought nominations to serve on the Growth Management Plan Update Advisory Committee. The city’s current Growth Management Plan was established in 1986 and consists of the Growth Management ordinances, citywide facilities improvement plans, and the voter approved Proposition E. The plan limited the number of homes that could be built and had a number of public facility components and performance standards included in it, such as parks, open space circulation and fire services. The plan has been an important tool to date in maintaining the quality of life in the City of Carlsbad and limiting residential growth. However, there are several factors converging that lead the city to need a new plan. First, the City of Carlsbad is about 90% built out, so there’s less development that’s being constructed paying into facility financing districts. Also, recent state laws have Special Meeting Nov. 9, 2021, p.m. changed on how the Growth Management Plan can be managed. In April 2021, the City Council adopted the City’s Housing Element and it also suspended certain housing caps that were preempted by state law. Due to these factors, it is important to create a new plan and the City Council recognized that the first step for that is by doing community outreach. On Sept. 28, 2021 the City Council approved the charter for the Growth Management Update Advisory Committee. It identifies the committee’s mission to promote balanced consideration of a range of perspectives on issues affecting the future growth and quality of life in Carlsbad, and to identify the key elements of a new plan to manage growth in a way that maintains an excellent quality of life, while also complying with state law. The committee is formed by two different types of representatives. The first set are members and alternatives, representing the various boards and commissions that touch on the quality of life issues. Then there are two members and two alternates representing each of the City Council districts, and two members and two alternates representing the city at large. It is anticipated that over the next year, the committee will meet 12 times to recommend key elements of the plan and ultimately will be presenting a report to the City Council asking for direction on how to move forward with the multi-year plan update process. The recommended action was to nominate commissioners to serve on the Growth Management Update Advisory Committee: ACTION: On a motion by Chair Briggs and a second by Vice Chair Steindlberger commissioners appointed Chair Briggs as primary representative to the Growth Management Update Advisory Committee, and Commissioner Stark was appointed as the alternate representative. AYES: Chair Briggs, Vice Chair Steindlberger, Commissioners Prietto, Colby, and Stark NOES: None ABSTAIN: None ABSENT: Commissioners Woolsey and Ingersoll 2. SR # 1109-2 REPORT ON NORTHERN BEACH CLEAN UP EVENT Parks Planner, Michael Tully reported on the beach clean-up event held on the city controlled northern beach on Saturday, Oct. 2, 2021. A total of 24 volunteers joined the Beach Preservation Commission and city staff, contributed over 47 hours of service time and filled two 96-gallon containers with trash. Patrons received environmental educational material about the Carlsbad watersheds and actions they can take to be good environmental stewards to our beaches. The City of Carlsbad is very thankful to Beach Preservation Commission and volunteers for making this event a success. 3. SR # 1109-3 STATE OF CALIFORNIA DEPARTMENT OF PARKS AND RECREATION ACTIVITIES Parks Planner, Michael Tully reported on behalf of Sean Homer, Lieutenant, California State Parks, San Diego Coast District, on the State of California Parks & Recreation Activities Report: • The bluff restoration is progressing at the South Carlsbad State Beach and South Ponto Beach, both areas are establishing well. • The California State Parks will notify the city if charcoal graffiti is spotted on the seawall, the city will handle removal of the graffiti. • The California State Parks is responsible for addressing the illegal fires on state beaches including the leftover charcoal. • The erosion at Terramar Beach is monitored by the California State Parks on a regular basis, state made minor repairs to the existing chain link recently. • The outfall structure at the Ocean Street parking lot was replaced due to poor condition. The replacement began Sept. 27 and was completed by Oct. 8. During the construction process, the coastal bluff and native vegetation was protected in place. 4. SR # 1109-4 OPTIONS TO PRESERVE OPEN SPACE AND RECREATION ALONG THE CARLSBAD COAST Due to technical difficulties the commission agreed to move this item to watch independently at their own time. ACTION: On a motion by Chair Briggs and a second by Vice Chair Steindlberger, commissioners agreed to watch the recording of the City Council meeting held on July 13, 2021 independently on their own time. AYES: Chair Briggs, Vice Chair Steindlberger, Commissioners Prietto, Colby, and Stark NOES: None ABSTAIN: None ABSENT: Commissioners Woolsey and Ingersoll COMMISSIONER/COMMITTEE REPORTS None.
