Background A Council Memorandum issued on Feb. 10, 2022, provided City Council with information on the Project and forecast the start of work for summer 2022. As a matter of practice, staff review traffic collision data in developing pavement overlay projects and look for opportunities to do different striping or bicycle lane treatments, such as use of green paint, in high-conflict areas. A similar effort is done for slurry seal projects as well. Recent projects along El Camino Real have included green bicycle lane treatments. Additionally, some projects have included narrowing of vehicular lanes to allow for more buffering of bicycle lanes. Additionally, in developing pavement overlay and slurry seal projects, staff review volume data of different modes of travel including vehicles, bicycles and pedestrians to balance all needs. Discussion City staff and contractor representatives have initiated pre-construction activities for this Project, which is scheduled to begin in September 2022. Major work activities are expected to be complete by November 2022. All remaining work, including punch list items, are expected to be complete by December 2022. Next Steps . Staff will continue to coordinate with the contractor and the city's Communications team to provide residents and commuters with notice before work begins in their neighborhood and along travel corridors so that they can anticipate and plan for potential delays. Background On Sept. 15, 2020, the City Council adopted Resolution No 2020-186, approving plans and specifications and authorization to advertise for construction bids for the project. The associated staff report discussed the city's Pavement Overlay Program, or program, and how it leverages a set of ongoing activities and practices to maintain the city's roadway pavement conditions. Depending on the pavement conditions, the program uses various treatment methods to extend the life of the roadway system. The report also identified that design of the project would use cold in-place recycling, or CIR, technology. In many applications, projects utilizing CIR may achieve environmental and economic benefits over projects utilizing conventional hot mix asphalt. These benefits are primarily achieved through a reduction in material heating and greenhouse gas, or GHG, emissions associated with trucking of materials. On Aug. 31, 2021, the City Council adopted ResoJution No. 2021-197, awarding a contract to All American Asphalt for construction of the project, which includes resurfacing certain streets utilizing a combination of CIR and conventional hot mix asphalt. These streets include El Camino Real between Cannon Road and College Boulevard, El Camino Real between Arenal Roacl and Levante Street, and Batiquitos Drive between Poinsettia Lane and Camino De Las Ondas. Discussion Following award of the contract, staff engaged the contractor to discuss the project schedule as well as goals and strategies for a successful project delivery. During these pre-construction discussions, the contractor provided information that raised concerns regarding the application of CIR on the proposed roadways. Given constraints inherent to the CIR process and specific attributes of the identified roadways, the CIR process would likely impose significant traffic impacts on El Camino Real. Upon further analysis, including discussions with other public agencies that have recently used (IR, staff have determined that the application of CIR on the two segments on El Camino Real and one segment on Batiquitos Drive would not be in the city's best interest at this time. Working within the existing contract, staff will direct the contractor to replace all CIR services with a conventional asphalt concrete process that utilizes a warm mix additive. The warm mix additive will support the long-term performance of the pavement by facilitating an improved compaction operation while also allowing the asphalt production process and pavement construction to be performed at reduced temperatures, as compared to a conventional hot mix asphalt. Consistent with the city's Climate Action Plan objectives, the use of warm mix additive will require less energy consumption and produce less GHG emissions, resulting in a lower lifecycle environmental burden as compared to a conventional hot mix asphalt process. Though it will not be used in this project, CIR technology remains a viable pavement rehabilitation tool. Staff will continue to evaluate roadways exhibiting characteristics that qualify them as good candidates for this process in future projects. Qualifying characteristics include those roadways with lower traffic volumes and lower speeds. Staff have reviewed the proposed change to the contract scope of work with the City Attorney's Office, who has concurred that the change is within the parameters of the project bid documents and executed contract. The contractor has indicated support for this change and suggested postponing the start of the project until summer 2022 to allow for improved ambient temperatures and completion of the ongoing El Camino Real and Cannon Road improvement projects, which are currently or will soon be under construction. Postponing the start of work will allow for completion of the El Camino Real and Cannon Road Phase 1 and Phase 2 projects prior to starting an overlay along the same corridor, which will help minimize traffic congestion. Next Steps Staff will engage the contractor and revise the contract scope of work in accordance with Section 3 of the contract's general provisions via a contract change order. Additionally, staff will postpone issuing the notice to proceed and target the start of construction in summer 2022 to mitigate additional congestion by allowing for completion of improvements currently underway at the intersection of El Camino Real and Cannon Road. Background Staff are currently working on seven trai:isportation-related CIP projects along El Camino Real that are in either des'ign or construttion phases, as shown on location maps provided as , Attachments A and B. Staff provided upd'ates on some of these projects through a Cpurn;il nqu\ry earlier this month (Council Inquiry of Nov. 15, 2021, Reference# CO0lS00-111521). This memo(andum provides further detail_ on these projects. Staff also provided a Council Memorandum dated May 13, 2021 (Attachment C), on the El Camino Real and Cannon Road Intersection Improvements, CIP Project Nos. 6042 and 6056. Discussion The _El Camino Real corridor generally runs north and south through the city. Seven transportation projects are currently in tje~ign or construction along this .corridor. The summary below provides a brief description c1nd status update for each of these projects: CIP Project Nos. 6042 ahd 6056, Phdse I -El Camino Real Bridge Improvements at Cannon Road On Feb. 16, 2021, the City-Council adopted Resolution No. 2021-044, awarding a contract to Hazard Construc:tjon Company for construction of Phase I of the project. Phase I is currently under construction and provides improvements-to enhance pedestrian mobility on El Camino Real at Cannoii Road in both directions. Phase I includes constructio,n of a new separate pedestrian bridge on northbound El Camino Real over the Agua Hedionda Creek to provide new access for pedestrians. It al_so includes construction ofa new sidewalk, curb and gutter on both northbound and southbound sic;les of the road, and a bc1rrier wall on northbound El Camino Real. The contractor anticipates installing the new pre-manufactured pedestrian bridge on northbound El Camino Real (ec;1stside of the road) by the enqof January 2022. Cl.[' Proiect No. 6042, Phase II -El Camino Real and Cannon Road Intersection Improvements On Aug. 31, 2021, the City Council adopted Resolution No. 2021-198, approving the plans and specifications and authorizing advertisement for pids for Phase II of the EIC:amino Real and CannonRoad Improvements proje·ct. Phase II will realign the median. and re-stripe northbound El Caminp Real near the Cannon Road intersection. This re-striping wiil provide an additional northbound vehicle through lane and an enhanced northbound dedicated bike l,Jhe. In addition, the pro1ect will maintain the existing left-an.d right-turn only la~nes onto Cannon Road . .Staff have reviewed the bids received and Will return to the City Council in January 2022 with a retommendation to award a construction contract to the lowest responsible and responsive bidder. To reduce potential construction conflicts d.ue to overlapping construction activities, construction of Phase 11 will begin upon completion of Phase I, which is expected to be in March 2022. CIP Project No. 6094.,... El Cdmino Real Widening from Sunny Creek Road to Jacks par Drive This widening project is ih the design ancl land acquisition phase. The project will prov.ide completestreetTmprovements matching adjacent, multi-modal roadwaysegrnents along northbound El Camino Rec1I fr9m just south of Sunny Creek Road to Jackspar Drive. It includes creating a complete street with buffered bike lanes, sidewalk.sand a consistent six-lane arterial roadway facility for this segment. Additional project improvements include installation of additional streetiights, storm drain improvements; retaining Wi:!lls, striping modifications and utility relocations. Staff have been coordinating. closely with adjacent property owners., including those involved in right~of-way acq!)isition, and keeping them ,apprised of the project's progress. CIP Project No. 6071,-El Camino Real_and college Boulevard Intersection Improvements On Oct. 13, 2020, the City Council ado,:ited Resolution No. 2020-201, a\i,,arding a contract to ~lue Pacific Engineering for construction of the project. Construction for this project has recently been completed. The project was designed and consfrutted tp improve mobility for ped-estrians and bicyclists and upgrade existing curb ramp.sand crosswalks to meet current Americans with Disabilities Act (ADA) standards. The improvements included enh,mced bik.e lan~s and pedestrian access, high- visibility crosswalksfor all legs qf the intersection and traffic signc1I timing modifications to improve traffic.flow.These improvements upgraded the existing bike lanes and pedestrian ramps to current design standards . . The improveme·nts also included. modification to the El Camino Real medi,m to accommodate a left-turn only lane on southbound El Camino Real onto eastbound College Boulevard, three southbound vehicle through lanes on El Camino Real, a southbound dedicated bike lane on El Camino Real with green paint approaching the intersection and a southbound right turn-only lane on El Camino Real onto westbound College Boulevard. C/P Proiect No. 6072 -El Camino Real Widening from Poinsettia Lane to Camino Vida Roble this project is ih th_e final design and right-of-way acquisition phase. The project is partially. funded by a federal earmarked repurposed fund program. The project will provide an additional northbound veJ,ic:le threugh lane frohi Poinsetfia Lane to Camino Vida Roble. In addition, th~ project will construct a sidewalk along northbound El Cam'irio Real to address a sidewalk gap north of Cinnabar Way. AdditionaJ project improvements will include installation of streetlights, storm drain improvements; retaining walls, striping modifications, median langscaping and ut[lity relocations. The final design and right-of-way acqµisition are expected to be completed in summer 2022. Cle Project No. 6051 -El Camino Real Widening from-Arena/ Road to La Costa_Avenue This project is in the design .and environmental phase and addresses operational segments along El Camino Real from Arenal Road to La Costa Avenue .. Th:is project includes widening southbound El Camino Real to a six-lane arterial with buffered bike lanes and separated pedestrian bridges over San Marcos Creek. The project also involves utility relocat.ions and right-of-way acquisition. Staff have c1lso been coordinating closely with the Batiquitos Lagoon · Foundation to include two new observation desks oh the west side of El Camino Reai.
