The project will include a 2,875-square-foot canopy expansion (8,690 square feet total), the installation of four (4) new multi-product dispensers (MPDs), one (1) 30,000-gallon underground storage tank, four (4) remote fills, new controller enclosure, the re-location of an existing approximately three (3)-foot high retaining wall, and associated site improvements such as directional ground painting, parking and landscaping. The expansion will result in shorter queue wait times and provide a more efficient fuel purchasing experience for Costco members. The canopy architecture will match the existing canopy design and will include a metal wrapped canopy fascia and concrete-masonry-unit (CMU) wrapped canopy columns. The under-canopy lighting will continue to be CREE LED lighting fixtures for the existing canopy and expansion. The existing canopy signs are approximately 20 square feet in size and will be replaced with in-kind 20-square-foot "Costco Wholesale" signs located and centered on each fac;ade of the canopy. Signage lighting will also be LED. The project will re-locate three (3) existing parking stalls within the fuel facility queue area. The Site Plan shows a current total of 7 45 parking stalls for the site. City parking standards require a minimum of one (1) parking stall for every 300 square feet of gross floor area for retail uses. The existing warehouse measures 149,657 square feet in size, and, therefore, a minimum of 499 stalls is required for the site. Off-street parking for the overall Costco development will continue to exceed the City's minimum requirements after the fueling facility is expanded. The project will remove approximately 900 square feet of landscape area for an overall total of 9 percent of landscaping for the parking lot and the site will continue to provide a 50-foot landscape setback along Palomar Airport Road. City landscape standards require a 50-foot landscape setback along Palomar Airport Road and a minimum of 3% of the parking lot to be planted and maintained. The overall Costco development will continue to exceed the City's minimum landscape requirements after the fueling facility is expanded. Construction of the fueling facility expansion and site improvements will be completed in a single phase and will commence after approval of the applicable permits. The existing fuel facility may remain open during construction, depending on construction sequencing. Preliminary Review Questions: A. Planning 1. Please verify that a CUP Amendment, Site Plan Development Amendment, and Coastal Dev. Permit Amendment are required for the project and that the timeframe for the process is approximately eight (8) to ten (10) months. 2. Please provide any additional review processes and timeframes required for the project. 3. Please confirm that the fueling facility expansion will be exempt from CEQA review. 4. Please confirm that the canopy expansion design will satisfy City Design Requirements, as it is designed consistent with the existing fuel facility. 5. Please provide any landscape planter design requirements for the parking area. 6. Please provide any additional development standards applicable to the project within the Coastal Zone Overlay. 10853.012-Project Narrative.docx 7. Will any new studies be required for the project (e.g., traffic impact analysis, soils report, stormwater report, noise)? 8. Will community outreach be required for the project? 9. Please identify any permit fees and development impact fees that would apply to the project (e.g., traffic impact). 10. Please confirm that the City's gas station parking standards are not applicable to the Costco fuel facility, as it is an accessory use to the main Warehouse and no additional goods, other than fuel, are sold at the facility. B. Architectural/Building 1. Will the replacement of the canopy signs require a separate sign permit? If so, please provide the process and associated timeframe. 2. Please describe any additional sign standards and permit requirements. 3. Please list adopted Building and Fire Codes by the City, along with any applicable local amendments. 4. What permit and plan reviews will be required by each department for this project? 5. Please verify that the Building Permit application can be processed concurrent with the land use approval process. 6. Please confirm that an additional restroom will not be required at the expanded fuel facility. 7. Please verify that the LED lighting for the canopy and signage is consistent with City lighting standards. Is a Photometric Plan required? C. Fire Marshal 1. Please confirm that a suppression system or a fire alarm system will not be required for the expanded fuel canopy. 2. Please describe any permit requirements for the project. 3. There is an existing on-site fire hydrant approximately 275 feet northeast from the furthest point of the new fueling canopy. Please confirm that an additional fire hydrant is not required for the project as the existing fire hydrant is located within code distance standards. 4. Please provide any special requirements for emergency vehicle access. D. Engineering/Stormwater 1. Does the City of Carlsbad follow any special water quality/LID requirements for retail fueling facilities? 2. Is a Drainage Report required for the project? If so, does a Preliminary Drainage Report need to be included with the land use application? 8. The project includes an oil/water separator for oil control at the fuel facility. Does the City allow the oil/water separator to connect to the storm system as it does in the existing condition? 9.
