These memoranda relate to the February 24, 2022, response to Hope Elementary School after a Carlsbad Unified School District (CUSD) contractor, Erickson- Hall Construction Company (Erickson-Hall), reported a water quality issue at Hope Elementary School. As of August 18, 2022, the CMWD completed cross-connection testing at all CUSD schools in Carlsbad. A schedule of the 2022 CUSD recycled water cross-connection test dates is provided as Attachment A. Background On February 24, 2022, CMWD staff received a call from the Project Manager for Erickson-Hall requesting assistance with a water quality issue at Hope Elementary School. CMWD staff immediately responded to Hope Elementary School and disconnected the site from the CMWD's recycled water supply. On March 10, 2022, the CMWD sent a list of actions that must be taken before reconnection to the CMWD recycled water system for irrigation at Hope Elementary School can be made. To date, the CUSD has not completed the actions required for reconnection. On March 16, 2022, CMWD staff completed an investigation and submitted an Incident Report to the State Water Resources Control Board (State Water Board) and on April 26, 2022, the CMWD submitted an Addendum to the Incident Report. On April 7, 2022, the State Water Board emailed the CMWD follow-up questions on information presented in the Incident Report and on April 22, 2022, the CMWD responded to the questions. The State Water Board has not yet formally responded to the Incident Report and additional information provided. Discussion The March 24, 2022, CMWD Board Memorandum stated that CMWD staff would work with the CUSD and the San Diego County Department of Environmental Health and Quality (DEHQ) to schedule cross-connection testing of the other Carlsbad schools that have recycled water and projects under construction. As of August 18, 2022, the CMWD completed cross-connection testing at all CUSD schools in Carlsbad. The results of these tests determined that the potable and recycled water being served at the schools meets all applicable regulatory standards. Next Steps When the CUSD completes the required steps for reconnection of the recycled water at Hope Elementary School, staff and DEHQ will perform compliance testing before recycled water can be reinstated for irrigation of the Hope Elementary School campus. Carrillo Elementary School in the San Marcus Unified School District will be tested, as required, in 2023.
