Senior Living project. These are: Sizing of the domestic water system service lateral, meter, backflow preventer, and onsite private distribution system. Sizing of the fire protection system service laterals, detector check backflow preventers, and onsite private fire protection water system to ensure that the onsite private fire hydrants can deliver the necessary fire hydrant flow at. greater than 20 psi residual pressure. 0 Sizing of the three fire sprinkler service laterals serving the proposed buildings comprising the Oakmont Senior Living project. August 23, 2019 Oakmont Carlsbad Private Water Systems 4. Sizing of the recycled water system service lateral, meter, and backflow preventer. The Oakmont Senior Living project is comprised of three buildings: the Marketing Building having four dwelling units, the Assisted and Independent Living Building (Independent Living Building) having 95 units, and the Memory Care Building having 52 units. The project has a total of 151 dwelling units plus ancillary facilities as expected for senior care/assisted living housing. The project is on approximately 6.4 acres located in the eastern portion of the City of Carlsbad. The project is located northeast of the intersection of Faraday Avenue and El Fuerte Street. Access to the project will be from Faraday Avenue. Private streets and drives will provide access throughout the project. Figure 1 presents a vicinity map of the project. Water System Overview The domestic and fire protection system laterals for the Oakmont Senior Living project will be connected to the existing 16-in6h 550 Pressure Zone public water system piping in Faraday Avenue fronting the project site on its southern boundary. The domestic system will have one 6-inch water service lateral connection.: The fire protection system will have two, 12-inch connections. A recycled water system overview is provided later in this report. Based on finished floor elevations on the project site ranging from 254 feet to 261 feet, the maximum static pressure from the 550 Pressure Zone will be 128 psi; Pressure regulators will be required on all the building services to maintain building pressures below 80 psi in accordance with the California Plumbing Code. August 23, 2019 Oakmont Carlsbad Private Water Systems Public System Pressure The proposed project will be served by the Carlsbad Municipal Water District (CMWD). The available hydraulic grade line for the 550 Pressure Zone supplying domestic water for the Oakmont Senior Li',ing project is set at 550 feet HGL at the intersection of Palomar Airport Road and El Camino Real. At this intersection an existing pressure reducing station regulates the 700 Pressure Zone in Palomar Airport Road down to the 550 Pressure Zone in El Camino Real. Additional data which provides available pressure in the public water system adjacent to the Oakmont Senior Living project. is a fire flow analysis prepared by the City of Carlsbad. This Water Availability Form identifies a flow and pressure at an existing fire hydrant on the existing public water system. This fire flow analysis is provided in Appendix A. The Water Availability Form, dated August 9, 2019, indicates a residual pressure of 106 psi for a flow of 4,025 gpm at the hydrant near the project's southeast corner on Faraday Avenue. Project Water Demand The water demand for the Oakmont Senior Living project is estimated based on the building square footage instead of using the number of living units. This is done to capture the ancillary water uses for this type of a living facility which differs from a typical apartment or multi-family residential building. From the City of Carlsbad Engineering Standards, Volume 2, Potable and Recycled Water Standards, 2016 Edition, Section 3.2.1.B, the water demand factor for average daily flow is 2,300 gpdi10,000 SF. The square footage of the three buildings within the Oakmont Senior Living project was obtained from the architectural plans. The following summarizes each building's total area which includes the garage space where applicable. August 23, 2019 Oakmont Carlsbad Private Water Systems The Oakmont Senior Living project water demand is calculated as: (229,831 SF -- 10,000 SF) x 2,300 gpdl10,000 SF = 52,861.gpd Average Day Maximum Day Demand is 1.65 times Average = 87,221 gpd Maximum Day Peak Hour Demand is 2.9 tines Average = 153,297 gpd Peak Hour Domestic Demands Domestic water demands for the project were calculated based on Water Fixture Units (WFUs). The total number of WFUs in the project was estimated by counting the individual water fixtures on the preliminary architectural floor plans. The preliminary architectural floor plans were provided by the project architect via Alliance Land Planning and Engineering, Inc. After floor plans for the project are finalized, the project's water fixture unit count will need to be verified. Using the preliminary architectural plans, a total water fixture unit count of 1,662 for the project was estimated. The WFUs and are summarized in Table 1. The water fixture unit count breakdown for each building is provided in Appendix B of this report. Based on Chart A103.1 in the 2016 California Plumbing Code, a water fixture unit count of 1,662 converts to a peak flow of 288 gpm for the project. Private fire protection and recycled water system demand requirements are discussed in subsequent sections of this report. August 23, 2019 Oakmont Carlsbad Private Water Systems Private Domestic Water System Sizing The Oakmont Senior Living project's private domestic water system will consist of one domestic water meter connected to the existing 16-inch water line in Faraday Avenue. The domestic water meter will be followed by a reduced pressure principle backflow preventer. The domestic water system after the meter will be a private system and the responsibility of the project owner. Internal to the project, each building will be connected to the private domestic water main. The sizing of the project's water meter and private domestic water system distribution piping is presented in the following sections. Water Meter Sizing. One meter will provide service to the Oakmont Senior Living project. The meter size was determined based on the total demand served by the meter. Irrigation internal to the project is proposed to be connected separately; therefore, only domestic demands are being met by the domestic water service meter. The peak domestic demand for the project is 288 gpm. A 3-inch domestic water meter is recommended as the safe maximum operating capacity of a typical 3-inch turbine type or compound type meter per C700 of the AWWA Standards is 350 gpm. In either case, a 3- inch meter will be sufficient to accommodate the peak domestic demand. The meter will be followed by a 3-inch reduced pressure principle backflow preventer. Appendix C provides a copy of a candidate reduced pressure principle backflow preventer. Domestic Water System Pipe Sizing. The private domestic water system piping for the Oakmont Senior Living project has been sized in accordance with the Uniform Plumbing Code and the Installation Standard for PVC Cold Water Building Supply and Yard Piping (IAPMO IS 8-2006). The Installation Standard requires that the maximum pipeline velocity be limited to eight feet per second (8 fps). At a maximum flowrate of 288 gpm, the flow velocity in a 4-inch line is 7.4 fps. The Marketing Building's 2-inch supply lateral will experience a flow velocity of 3.3 fps at a maximum flowrate of 32 gpm The flowrate is based on the building's water fixture unit count of 58 WFUs presented. in Table 1. August 23, 2019 Oakmont Carlsbad Private Water Systems Figure 2 presents a graphic of the recommended private domestic water line sizes throughout the project. The domestic water line sizes shown on Figure 2 are the recommended pipe sizes. The pipe sizes shown comply with the 2016 California Plumbing Code and will supply adequate flow and pressure to each building within the Oakmont Senior Living project. Available Pressure at the Base of the Domestic Service Risers. The available pressures at the Base of the Risers for the domestic services are based on a 6-inch domestic service lateral connection, a 3-inch meter, a 3-inch reduced pressure principle backflow assembly, and distribution piping that is either 2-inches or 4-inches in size depending on the buildings being served. Exhibit A, located at the beginning of Appendix D, presents a Node and Pipe Diagram that shows a system schematic for the domestic water system. Using the data provided by the hydrant flow test, an extrapolation calculation determined that an available HGL of 549.2 feet in the public water main in Faraday Avenue at a peak domestic demand of 288 gpm. Pressure loss calculations were performed to determine the residual pressure at the base of each building's riser. Minor losses for pipe fittings were included in the calculations as equivalent lengths of pipe. The minor equivalent length table and the calculations for pressure loss are included in Appendix D of this report. The friction loss produced by the 3- inch meter is based on Chart A102.2 in the 2016 California Plumbing Code and a peak flow of 288 gpm. The friction loss incurred by the 3-inch backflow preventer is based on the candidate backflow 's data sheet presented in Appendix C and a peak flow of 288 gpm. The result of the pressure loss calculations is that the available domestic service pressure at the Base of the Riser for the Marketing Building is 104.4 psi. The available domestic service pressure at the Base of the Riser for the Independent Living Building is 99.8 psi. The available domestic service pressure at the Base of the Riser for the Memory Care Building is 99.7 psi. Table 2 presents a summary of the working pressures and maximum static pressures for each of the buildings. Since the static pressures are greater than 80 psi, a pressure regulator will need to be included in each of the building plans to maintain internal building service pressures below 80 psi in accordance with the Plumbing Code. This system is designed to deliver the required fire hydrant flow to the' four onsite fire hydrants as, well as supply the building fire sprinkler systems. For fire hydrant flow, minimum residual pressure in the onsite system must be greater than 20 psi. Fire Hydrant Flow Requirement. The required fire hydrant flow for the Oakmont Senior Living project is based, on the building square footage and type of construction. Table 3 summarizes the building sizes and types of construction and determines the fire hydrant flow requirements based on the 2016 California Fire Code. The fire flow requirement for the Oakmont Senior Living project is calculated to be 50 percent of the Fire Code flow based on the' allowable reduótion for having fire sprinkler systems in each building. The largest fire, hydrant flow needed for the site is 3,625 gpm. DEXTER WILSON ENGINEERING, INC.. S PAGE 9 Jason Vroom, P.E. Fitting and Valve Losses. To simulate minor losses through pipe fittings and valves, equivalent lengths of piping were added to the straight pipe lengths and included in the hydraulic model. Appendix E provides the equivalent length reference table utilized for the determination of minor losses within the computer modeling analysis. Minor losses for the fire sprinkler system piping include accounting for the PN and FDC risers. Backflow Assembly Losses. The pressure losses through the double check detector assembly devices were modeled as minor losses using a "k" value large enough to result in the expected pressure loss through these devices. A candidate double check detector assembly backflow. preventer device is presented in Appendix E. The manufacturer's literature includes charts which show pressure loss through the backflow preventer as a function of flow. These charts were used to approximate the pressure losses which were reflected in the computer modeling and show up as minor losses calculated in feet. Fire Protection System Analysis. Appendix F presents the computer modeling results for the onsite private fire protection system serving the onsite fire hydrants. Exhibit B at the back of this report shows the Node and Pipe Diagram for the onsite private fire protection system. The first hydraulic run in Appendix F presents the estimated static pressure at every computer model node modeled for the Oakmont Senior Living project. The maximum static pressure at any node within the project site is 129 psi. The maximum static pressure at a building is 128 psi as presented in Table 3. DEXTER WILSON ENGINEERING, INC. August 23, 2019 Oakmont Carlsbad Private Water Systems Next, the fire flow requirement for the Oakmont Senior Living project of 3,625 gpm was modeled at two fire hydrant locations within the project site. A total of three hydraulic runs were performed. In each of the runs the total fire flow was divided between two fire hydrants with a flow of 2,000 gpm at one hydrant and a flow of 1,625 gpm at the other fire hydrant. The results show that the residual pressure at any onsite fire hydrant for every hydraulic run is at least 79 psi,. which is well above the minimum requirement of 20 psi residual. The onsite private fire protection system is recommended to be connected to the existing 16- inch public water main in Faraday Avenue at two locations as.shown in Exhibit B. Each connection includes a fire service lateral and a double check detector assembly (DCDA) in accordance with City of Carlsbad and the Carlsbad Fire Department backflow prevention requirements. There will be two 12-inch fire service laterals. Each lateral will include an 8-inch DCDA. A 10-inch onsite private fire protection system main ioops between both DCDAS. Eight-inch, 6-inch and 4-inch piping is supplied by the 10-inch main loop as shown in Figure 3. Figure 3 presents a graphic of the recommended private fire protection system line sizes throughout the project. Available Fire Flow at 20 psi Residual. Fire flow available at each of the four fire hydrants serving the Oakmont Senior Living project was extrapolated to 20 psi residual. Table 4 shows the theoretical available fire flow at each fire hydrant when flowing individually. Appendix G presents the computer model calculation results. August 23, 2019 Oakmont Carlsbad Private Water Systems The available fire flow at each fire hydrant is qualified as theoretical because the calculated flows cannot be extracted from a single fire hydrant. It is more correct to describe the extrapolated flows at 20 psi residual to be indicative of what the water distribution system theoretically can deliver to. a certain area with the residual pressure in the water system of 20 psi. Fire Stirinkler Service Laterals to the Oakmont Senior Living Buildings The second portion of the Oakmont Senior Living project private fire system analysis is to determine the required sizes for the individual fire sprinkler service laterals to each of the three buildings in the Oakmont Senior Living project. The individual fire service laterals are to be connected to the private onsite fire protection system piping. Each fire sprinkler lateral will be installed with a PIV and FDC in accordance with the City of Carlsbad Fire Department requirements. Per the project designer, the Marketing Building has a fire sprinkler flow demand requirement of 200 gpm at a minimum pressure of 40 psi at the Base of Riser elevation. The Memory Care Building has a fire sprinkler flow demand requirement of 430 gpm at a minimum pressure of 55 psi at the Base of Riser elevation. The Independent Living Building has a fire sprinkler flow demand requirement of 430 gpm at a minimum pressure of 65 psi at the Base of Riser elevation. Email correspondence presenting the fire sprinkler system requirements is provided in Appendix H for reference. Appendix H also presents the results of the computer modeling for the fire sprinkler system laterals. Table 5 summarizes th results of the analyses. A 4-inch lateral is recommended I for the Marketing Building. Six-inch laterals are recommended for the Memory Care Building and Independent Living Building. I . . I DEXTER WILSON ENGINEERING, INC. . The available hydraulic grade line for the 550 Pressure Zone supplying recycled water for the Oakmont Senior Living project is set at 550 feet HGL by the Twin D Pump Station located near the intersection of Poinsettia Lane and Black Rail Road. The recycled water system lateral for the Oakmont Senior Living project will be connected to the existing 12-inch 550 Pressure Zone public recycled water system piping in Faraday Avenue. Project Demands. Recycled water demands for the project were provided by the Designer/Landscape Architect for the Oakmont Senior Living project. A summer peak demand of 35 gpm is estimated for the project. Water Meter Sizing. One meter will provide service to the Oakmont Senior Living project. The meter size was determined based on the total demand served by the meter. The peak recycled water demand for the project is 35 gpm. A 1-inch recycled water meter is recommended as the safe maximum operating capacity of a 1-inch displacement type or turbine type meter per C700 of the AWWA Standards is 50 gpm. In either case; a 1-inch meter will be sufficient to accommodate the peak domestic demand. The meter will be followed by a 1-inch reduced pressure principle backflow preventer. Based on a graded pad elevation of approximately 260 feet at the street, the 550 Recycled Water Pressure Zone will supply a static pressure of approximately 125 psi. Conclusion Three private system connections will be made to the existing 16-inch public water main in Faraday Avenue for the Oakmont Senior Living project. There will be one 6-inch lateral for the 3-inch domestic water meter, and two 12-inch laterals for the private fire protection system. The proposed domestic system includes a 3-inch water meter and a 3-inch backflow preventer. The proposed system layout and pipe sizing for the domestic water system is shown in Figure 2. The proposed private fire protection. system includes two 8-inch backflow preventers. The proposed system layout and pipe sizing for the private fire protection system is shown in Figure 3. Fire sprinkler service laterals are recommended to be 6-inch diameter for the Memory Care Building and the Independent Living Building, and 4-inch for the Marketing Building based on each building's expected maximum fire sprinkler flow. Available fire flow at any single one of the four proposed onsite private fire hydiants is at least 4,000 gpm at a residual pressure of 20 psi. One 1-inch recycled water lateral connection will be made to the existing 12-inch public recycled water main in Faraday Avenue for the Oakmont Senior Living project.
