sign elevations containing the following information:
1. North arrow and scale.
2. Location of existing buildings or structures, parking areas, and vehicular access points to the
property.
3. Location of all existing and proposed signs for the property.
4. Distance to the property line(s) for all proposed freestanding sign(s).
5. Provide an elevation for all proposed sign(s) which specifies the following:
A. Dimensions and area for all existing and proposed sign(s).
B. Materials the sign(s) will be constructed of.
C. Source of Illumination.
D. Proposed sign copy.

APPLICATIONS
The following example illustrates the information that is required for all pole, monument, and
freestanding sign permit applications. Prior to approval, all such proposed signs must be reviewed
for potential issues by the Transportation Department, which will not allow signs to be approved
over the counter. Additional time will be required for on-site inspection.

unobstructed clear view of the public right-of-way and nearby traffic regulatory signs of any

MODIFIED SIGN PROGRAM EXPLANATION AND JUSTIFICATION
A. Please clearly explain what the proposed sign program modifications include (use additional
sheets or exhibits if necessary).
6021-6023 ll'movation way is a Multi-Tenant property that will need the Modification to allow each
tenant the signage required under the current Municipal Code. Tenant signage was not increased by
more than 15% within code allowance under the "modified minor program."
B. A Modified Sign Program may be approved only if certain findings can be made. Please read
these findings (from Section 21.41.060.H. of Chapter 21.41 of the Carlsbad Municipal Code)
carefully and explain how the proposed project meets each of these findings. Use additional
sheets if necessary.
1. Explain why the standards established by the modified sign program do not exceed any
applicable rules or limits in the General Plan or Local Coastal Program.
All signs comply with the area, number, height, location and other sign standards as set forth in this
chapter. The Modified sign program limits the increase in sign area to 15% of the allowable sign
area, as provided for by the city's sign code and the city's General Plan.
2. Explain why the modified sign program is necessary to ensure that signs are proportionate
to and compatible with the number, size, height, scale and/or orientation of project
buildings.
The signs have been integrated with the project's building, site and landscaping design to form a
unified architectural statement. The allowable increase in sign area will allow tenants to be in scale
and proportion to the building wall location for these signs.
3. Explain why the modified sign program is necessary to ensure the visibility of the overall
development to pedestrians and motorists.
Under the current Sign Program, many tenants are not allowed signage because the property has
been divided after the original Sign Program was approved. The new Modification will ensure
visibility to all pedestrians and motorists throughout the development. The allowable increase in sign
area Is necessary m some circumstances to provide sufficient sign area to 1dent1fy tenants given the
sizeable distance of the commercial building from the public streets.
4. Explain why the modified sign program is necessary to enhance the overall project design,
and the aesthetics and/or directional function of all proposed signs.

The Modified Sign Program will allow each tenant signage based on the tenant frontage. The
overall project design will have similar aesthetics, this will provide a clean and uniform look for
the development. The modified program minimally impacts overall design aesthetics but enhances
tenant visibility for business.

LIST OF ITEMS NEEDED
TO COMPLETE THE APPLICATION
Planning:
0
1. The sign program still references wall sign types based on design and whether tenants are considered
major or minor. Instead, the wall sign types need to be based on the types of signs allowed for the
Planned Industrial zone per Section 21.41.095 Table B of the Sign Ordinance. The types are wall signs
for buildings less than 50,000 square feet, wall signs for office/industrial businesses with a separate
building entrance in a multitenant building, and wall signs for ground floor commercial business
(restaurants, bakeries, etc.) with a separate building entrance in a ·multitenant building. Later
comments provide more details on sign types. Please revise the sign program to follow the specific
sign types. The Sign Ordinance may be referenced on the city website at:

ISSUES OF CONCERN
Planning:
1. I had requested floor plans for the buildings to review in conjunction with the sign program. I did not
receive them. Please ensure those are submitted to me as soon as possible or no later than the next
submittal. Typically, floor plans are included in conjunction with elevations in sign programs to show
the tenant suite spaces and call out which and where specific sign types are to be located so these
should be added into the sign program, especially typical elevations and not larger elevations are
provided -see Comment 14 below.
2. Per Form P-ll(D), a table with the computation of the proposed total number of signs (broken down
by sign type and ideally by building, then suite for tenant wall sign types), the allowable and proposed
sign area for tenant wall sign types per building, and the total proposed sign area for all signs on the
site needs to be provided. Please include this table on the site plan sheet or one of the other sheets
within the first few pages (1 through 6) of the sign program. Please also add below the table a list of
the other modifications requested by the sign program (number of signs, location of some signs such
as Buildings <50,000 SF signs, location of Office or Industrial wall signs that are not directly above an
entrances, and location of Ground Floor Commercial wall signs above the plate height elevation of the
ground floor-these are at two or three locations on 6021 east and west elevations -etc.).
3. Please add to (or replace) references to Building A and Building B in the text, site plan, and elevations,
etc., with address references (6021 and 6023).
4. The revised sign program has not been designed to follow all of the Sign Ordinance requirements for
signs on this site. The comments below indicate specific issues of concern.
5. The sign program does not follow the Sign Ordinance sign types for the light industrial zone. The sign
program combines all proposed wall signs into one category of "Tenant Building Identification Wall
Sign." The sign program only includes one sign type for wall signs based on the type of sign (channel

letters) rather than the sign types listed in the Sign Ordinance. The criteria still refers to tenants as
either minor or major depending on the size of the leased floor space. Leased floor space is not the
criteria used in the city's Sign Ordinance for determining signage for tenants in the PM zone. Please
revise the sign program so that it is consistent with the Sign Ordinance's specified sign type criteria,
and only allows the maximum of what can be allowed per the Sign Ordinance for a Minor Modified
Sign Program. Please refer to the following specific comments.
6. There can only be a total of three of what the sign program refers to as "major" tenant wall signs for
each Building A (6023) and Building B (6021) (total of six for the sign program). The Sign Ordinance
notes these as "Office, Industrial and Commercial Uses" wall signs for Buildings <50,000 SF. Only one
of these signs is allowed per elevation, unless you are requesting a modification to the location
criteria. Each of these signs can have a letter height of 27 .6" and a sign square footage based on 1.15:1
lineal feet of leased frontage where the suite's main entrance is located, up to a maximum of 57.5 SF
for each sign. If you desire to split the square footage to achieve an additional sign, then the sign area
for each sign would be halved. However, please see the next comment regarding signs facing Palomar
Airport Road. The sign program needs to identify and describe these signs as a distinct sign type,
indicate which tenants/tenant spaces are allowed these signs, and show where these signs are
proposed to be located on the site plan/floor plan and elevations keyed to the sign type.
7. Regarding the above wall signs for buildings <50,000 SF, please also refer to note 4 to Table B within
Section 21.41.095, Permitted permanent signs, of the Sign Ordinance which has additional criteria
that must be met and shown on the site plan and elevations for the north-facing (Palomar Airport
Road) elevations of 6021 and 6023, as follows:
"Building elevations which front along or are within three hundred feet of the right-of-way and
visible from ... Palomar Airport Road ... shall not have more than one wall sign along those
elevations. ·
Notwithstanding the above, two wall signs along a building elevation that fronts the above~noted
corridors may be permitted under the following circumstances:
(a) A building elevation must have a minimum ofone hundred fifty lineal feet in order to have
more than one wall sign along that elevation. [6023 meets this. 6021 does not, so only
one sign is allowed on 6021's north elevation and the rest of these criteria do not apply
to that sign.]
(b) The minimum spacing between wall signs along an elevation shall not be less than
seventy-five feet. [The sign program needs to show this.]
(c) The cumulative length of all wall sign(s) along any building elevation shall not exceed one-
third of the length of that same elevation. [This means a cumulative total of
approximately 55.5 feet for these signs on 6023.)"
8. Due to the limitations on signage facing Palomar Airport Road, staff will not be able to approve
office/industrial signs located on the elevations facing Palomar Airport Road. Only the wall signs for
buildings <50,000 square feet may be located on these elevations of 6021 and 6023 Innovation Way
as described in Comments 6 and 7 above.

9. The rest of the office/industrial business tenants would be allowed up to two per each business of
what the sign program refers t9 as "minor'' tenant wall signs. The Sign Ordinance notes these as wall
signs for "Office or lndustriaLEstablishment with a Separate Building Entrance in a Multitenant
Building." These signs are only allowed directly above the business' entrance, unless you are
requesting a modification to the location criteria for these signs. Each of these signs can have a
maximum letter height of 13.8" and a sign square footage based on 1.15:1 lineal feet of leased
frontage where the suite's main entrance is located, up to a maximum of 9.2 SF for each sign. The sign
program needs to identify and describe these signs as a distinct sign type, indicate which
tenants/tenant spaces are allowed these signs, and show where these signs are proposed to be
located on the site plan/floor plan and elevations keyed to the sign type.
10. The ground floor commercial businesses in 6021 would be allowed up to two signs per business. The
Sign Ordinance notes these as Wall Signs for "Ground Floor Commercial Establishment with a Separate
Building Entrance in a Multitenant Building." These signs must be below the plate height, unless you
are requesting a modification to the location criteria for these signs. I belatedly realized that I had
typos in my first review letter's comment 4 regarding these signs in the table under the prior. The
maximum sign area and letter height for these signs would be 23 SF sign area and 20.7" letter height.
The sign program needs to id~ntify and describe these signs as a distinct sign type, indicate which
tenants/tenant spaces are allowed these signs, and show where these signs are proposed to be
located on the site plan/floor plan and elevations keyed to the sign type.
11. The city only has a record of three sign permits issued for the site, for Eureka!, Ezoic, and a single
monument sign near the driveway. There are other illegally installed signs existing on site including
wall signs, directory signs and temporary banners. Signs that are not proposed or will not be allowed
in the sign program must be removed or addressed in the sign program if appropriate:
a. There is a sign installed on the trellis/patio cover in front of Eureka! restaurant. This sign was
specifically not approved with the Eureka! sign permit because it is a prohibited sign type. This
sign must be removed as it will not be allowed in the sign program. Staff will reinspect the site in
30 days after the date of this letter to confirm that the sign has been removed, or else turn the
matter over to the Code Enforcement Division for follow-up.
b. There is a second ground-mounted sign that has been installed along the Palomar Airport Road
frontage near the corner of Innovation Way that appears to be a pole sign because it is not on a
solid base. Pole signs are prohibited by the Sign Ordinance for this type of development. If this
sign is desired to be a second monument sign, which could be allowed under the modified minor
sign program, then it will need to be included in the sign program with a design that meets the
definition of a monument sign. Additionally, it will need to be physically modified to be consistent
with the sign program and meet the definition of a monument sign. Please refer to the definition

c. Several temporary banners have been installed without a permit. The city allows temporary
banners with a sign permit for up to 45 days once a permanent sign permit is issued and during
sign fabrication. Per Carlsbad Municipal Code Section 21.41.100, Permitted temporary signs, one
banner up to 30 SF in size is allowed per business. Staff will allow the banners to be on the site

during the processing of this sign program, but only in the locations that will allow signs per the
sign program and all banners must obtain sign permits. Please have the tenant(s) with the non-
permitted banner signs contact the city at 760-602-2723 or devappt@carlsbadca.gov immediately
to schedule an appointment(s) to submit and obtain a banner sign permit(s).
12. On Sheet 6, the sheet name is still Sign Type 4 Directional and needs to be changed to Site Plan. The
site plan should also include the numbered sign types keyed to locations for monument sign(s),
directional signs and the three wall sign types. The specific locations for the up to six (three per
building, one per elevation or other requested modified locations) Wall Signs for Buildings <50,000 SF
need to be called out. Also note on the site plan how these signs that will face Palomar Airport Road
meet the "note 4" criteria in Comment 7 above for the 75' minimum spacing between the signs, the
cumulative length allowed for these signs facing Palomar Airport Road, and show no more than one
of these signs on 6021's north-facing elevation.
13. On Sheet 12, which is another sheet labeled Sign Type 1, Monument, there is an exhibit titled Overall
Look of Proposed Signage with a rendering of 6023 and color/material swatches above it. What is the
purpose of the color/material swatches -are they related to the signs or the buildings? Please add
text to clarify.
14. As noted previously and currently in the redlines, provide larger elevations, or at least typical suite
elevations to show the typical dimensioned location for the wall sign types, as well as the specific
locations for the buildings <50,000 square feet signs. If larger elevations are not provided, then a few
typicals should be provided for the general wall sign types to address smaller and larger lease
frontages, and second floor tenant areas.
15. Please address all red line comments on the enclosed copy of the sign program. In addition, please
refer to the city's Sign Ordinance for all other specific requirements that need to be addressed in a
sign program. Please return the red lined copy with the next submittal.

Planning:
1. When the application was submitted, we unfortunately missed the fact that the particular application
form required for this request was not included with the submittal package. Please complete the
other application form (Form P-ll(D) -enclosed) and submit it when you submit revised plans to
address the rest of the comments in this letter. You may also access a fillable PDF form on the city's
website at http://www.carlsbadca.gov/civicax/filebank/blobdload.aspx?B1ob1D=25632.
2. The application type received is stated to be a Modified Minor Sign Program, which means it is a
request for the City Planner to approve a sign program with modifications of up to 15 percent
above/beyond the standards of the city's Sign Ordinance for allowable sign area, number of signs,
locations, and sign size and letter height dimensions. Completion of the above-requested application
form will help staff understand the nature of the modifications being requested. Should any of the
sign program's criteria and specifica~ions exceed the 15 percent increase, a regular Modified Sign
Program application would need to be submitted instead of this application and would need to be
considered by the Planning Commission. Modified Sign Programs are limited to a 30 percent increase
to the standards listed above.
3. Comment 4 in the issues of concern comments starting on the next page includes calculations of what
can be approved under this modified minor sign program per the sign types and overall sign area
allowed for this site by the Sign Ordinance. Please revise the sign program to align the proposed sign
types to the sign types allowed and modify the sign criteria to not exceed the overall sign area,
numbers of signs, sign square footages and letter heights stated in the comment below.
4. Per Section 21.41.020.A(lG) of the Sign Ordinance, buildings only have one "building frontage." The
submitted sign program shows two building frontages/dimensions for Building B. Please revise the
site plan to show only one building frontage and dimension for Building B.

text that is not readable because there is no contrast. Please revise the sign program so that all sheets

INTRODUCTION
The purpose of this sign program is to ensure the design and production of
quality signage which reflects the integrity of the architecture and the intent
of the Landlord, and the City of Carlsbad for this project. This sign program
has been developed to communicate the particular parameters each tenant
is to follow so their signage will be e!ective and also compliment the project
as a whole. Performance will be strictly enforced and any non-conforming
signs will be removed and the signage area repaired by the Landlord at the
Tenant's sole expense.
This sign program has been written in sections with numbered articles for
easy reference. The program establishes maximum and minimum letter sizes,
sign area allowances, locations, color and fabrication standards, all of which
are subject to the sole discretionary approval of the Landlord within the
context of this sign program and the lease.
Any issue or stipulation not addressed within this sign program must comply
with the City of Carlsbad sign ordinance and be approved in writing in
advance by the Landlord.
SECTION 1: APPROVAL PROCEDURE
Tenant shall submit to the Landlord through the Tenant's sign company, three
(3) copies of detailed drawings for approval. These drawings are to be in
scale and are to include a location plan indicating the sign location on the site
(for exterior signs), building elevation drawing with the proposed sign layout
and dimensions of the letter and/or logo height along with the overall
building elevation dimensions. Specifications for color and materials must be
indicated along with a mechanical section drawing for fabrication and
mounting details.
Upon a dated signature of approval by the landlord, it shall be the tenant's
responsibility to submit the sign drawings to the Planning Division and Building
Division for approval. All permits for signs and their installation shall be obtained
by the Tenant or their representative at the tenant's sole expense.

SECTION 2: PROHIBITED SIGNS
1. Abandoned signs, including their structures and supports;
2. A-frame signs, as defined herein;
3. Animated signs including, but not limited to signs that move, blink, flash, change color, reflect revolve or make noise;
4. Balloons or other inflatable signs or devices, as defined herein;
5. Beacons, as defined herein;
6. Billboards, as defined herein;
7. Bus stop bench/shelter signs, as defined herein;
8. Digital display signs;
9. Exposed neon lighted signs on any building elevation that faces and is within five hundred feet of any property line that adjoins
residentially zoned property;
10. Commercial mascots and hand held or sandwich board signs carried by a person on city property or in the public right-of-way
and displaying a commercial message;
11. Marker boards, as defined herein;
12. Mobile billboards or any other type of vehicle that is moving or parked on city streets whose primary purpose is displaying general advertising;
13. Off-site commercial signs excluding real estate for sale signs per Civil Code 713;
14. Portable signs with commercial messages; except for temporary signs as indicated in Sections 21.41.040 and 21.41.100;
15. Roof signs;
16. Signs attached to trees, plants, rocks, fences, utility poles/cabinets or other objects, the primary function of which is not to support a sign;
17. Signs physically blocking or impeding the free passage of persons through doors, firescapes or public rights-of-way;
18. Signs erected on or over city property including public easements and public rights-of-way, except those needed for traffic and
public safety regulation and those erected pursuant to other provisions of the Carlsbad Municipal Code;
19. Signs simulating in color or design a traffic sign or signal or using words, symbols or characters in such a manner as to be reasonably
likely to interfere with, mislead or confuse pedestrian or vehicular traffic;
20. Signs that do not conform with applicable Uniform Building Code as adopted by Carlsbad and National Electric Code as adopted by Carlsbad;
21. Temporary signs, including but not limited to banners (i.e.; feather banners) and pennants, except as provided for in Sections 21.41.040
and 21.41.100; and
22. Unsafe signs, as defined in this chapter. (Ord. CS-261 § 11, 2014; Ord. CS-226 § I, 2013)
SECTION 3 -GENERAL SIGN CRITERIA
1. Tenant identification signage shall include only the business name as
registered in the lease agreement, nationally or regionally established
trademark logo symbol may be considered, upon written approval by the
Landlord.
2. All Tenant signage is to utilize the project type-style Houschka Black
for Exterior Channel Letters, except Tenants may use their nationally or
regionally established logo graphics upon written approval by the
Landlord.
3. The installation and maintenance of each sign is the sole responsibility of
the Tenant. Letter or logo forms which require repair will be replaced or
repaired within thirty (30) days of written notice from the Landlord.
4. Signs will be free of all labels and manufacturer's advertising with the
exception of code requirements.

5. Except as provided within the context of this sign program, no advertising
placards, banners, pennants, names, insignia, trademarks or temporary
signs may be displayed on any portion of the project, building, landscape
areas, or in the parking areas.
6. Tenant will be fully responsible for the operation and acts of its' sign
contractor and will indemnify and hold harmless the Landlord and its'
agents from damages or liabilities resulting from its' contractors work.
Tenant will also provide Landlord with adequate evidence of Tenant sign
contractor's insurance coverage naming the Landlord as additionally
insured prior to approval and commencement of work.
7. Tenant shall immediately remove all signs representing a discontinued or
relocated business within ten (10) days of vacating the premises. Upon
removal of any sign, any damage to the building will be repaired, to the
Landlord's satisfaction, at Tenants sole cost.
8. Landlord shall provide written approval of all signs prior to ordering any
sign.
9. Landlord shall direct the placement of all Tenant signs and the method of
attachment to the building.
10. Tenant shall purchase all signage through Landlord's designated sign
vendor to ensure conformity to this criteria and continuity of manufacture
and appearance.
11. The sign location and specifications are to be approved by the landlord, in
writing, in advance of fabrication and/or installation.
12. All signs shall be fabricated as shown in the pages of this Sign Program
depending on the installation location. See Page 16 for each sign type and
for fabrication details for each sign type.
13. All illuminated signs must be connected to a Tenant supplied dedicated sign
circuit (not the house panel) with an Astronomical Time Clock, and disconnect
switch in sight of the sign.
14. In no case will there be any exposed: conduit, transformers, junction boxes,
conductors, or crossovers. Exposed hardware will be finished in a manner
consistent with quality fabrication and installation practices and the proposed
installation will be subject to Landlord's written approval in advance of
fabrication and/or installation.
SECTION 4 -WALL SIGN TYPES FOR THIS SIGN PROGRAM
1. The (3) sign types are labeled as: Sign Type A/ Sign Type B / Sign Type 3.
Sign Type A: Wall Signs for Buildings less than 50,000 SF.
Sign Type B: Wall Signs for Office/Industrial Businesses with a Separate Entrance in a
Multi-Tenant Building.
Sign Type C: Wall Signs for Ground Floor Commercial Businesses with a Separate
Entrance in a Multi-Tenant Building.
A Tenant may be allowed (2) signs, refer to illustrations within this Sign Program for lease
spaces that allow a second sign and for placement. The install location must follow the
guidelines in this Sign Program.
2. Wall Signs shall be Channel Letter per Criteria and styles on Page 19.
3. Tenant signs are to be Font: Houschka Black, unless you have a Nationally or Regionally
recognized Logo and Type Style, upon written approval of the Landlord.
4. Sign Type A: Wall Signs for Buildings less than 50,000 SF
The sign area for Sign Type A may not exceed (1.15) SF per Lineal Foot of
Leased Frontage, where the main entrance is located. Up to (3) Sign Type A
Signs are allowed for each Building, (1) per elevation for (3) elevations as
shown on pages 7-14. Each sign shall not exceed 57.50 SF per sign.
Square Footage may be split between (2) signs for different tenants per
elevation, provided the total sign square footage fo that elevation does not
exceed 57.5 SF, and all other criteria of this Sign Program is met. The maximum
letter height shall not exceed 27 .6"
5. Sign Type B: Wall Signs for Office/Industrial Businesses with a Separate Entrance in a
Multi-Tenant Building.
The sign area for Sign Type B may not exceed (1.15) SF per Lineal Foot of
Leased Frontage, up to 9.20 SF per sign. The maximum letter height is 13.80".
6. Sign Type C: Wall Signs for Ground Floor Commercial Businesses with a Separate
Entrance in a Multi-Tenant Building.
The sign area for Sign Type C may not exceed 23.00 SF. The maximum letter
height is 20.70".

SECTION 5 -PROJECT MONUMENT
1. Tenant sign rights on The Project Monument are based solely upon the
discretion of the landlord as stipulated within the Tenant Lease Agreement.
2. The Project Monument is not to exceed Forty Eight inches (48") in
height and the sign area shall not exceed 40 square feet.
Square footage does not include support or decorative elements of the sign.
Refer to the design drawing contained within this sign program, titled
"Project Monument" for general design layout and fabrication intent.
3. Tenant identification Panels to be 2" deep aluminum pans with Matthews
Paint Brushed Aluminum Finish. Copy routed out of face and backed with

SECTION 6 -DIRECTIONALS
1. Tenant sign rights on The Directional Signs are based solely upon the
discretion of the landlord as stipulated within the Tenant Lease Agreement.
2. The Project Directionals are not to exceed Sixty inches (60.00") in height
and (11.00") in width. The Sign Area shall not exceed 5 square feet.
Refer to the design drawing contained within the sign program, titled
"Directional Sign" for general design layout and fabrication intent.
3. Tenant Identification Panels to be 1/8" Thick Aluminum with Faux Cor-Ten Painted

GENERAL INSTRUCTIONS: TO SIGN CONTRACTOR
1. Prior to the installation of any signage, the sign contractor shall carefully and
thoroughly review this criteria and examine the building to field verify all
conditions, dimensions and other factors regarding the installation of the
proposed sign. Discrepancies and/or conditions which are found to be
different from those found in this criteria shall be reported in writing to the
Landlord prior to commencement of fabrication or installation.
2. The Landlord relies on the fact that the sign contractor is a licensed
specialist in his trade and shall, therefore, use best efforts to protect the
building from damage. Furthermore, contractor shall notify the Landlord in
writing regarding work to be performed according to drawings or
specifications previously approved by the Landlord for the signage which in
the contractor's opinion cannot be fully guaranteed or constructed as
designed according to this criteria or the Landlord's written approvals.
3. In the event the installation detail is not clearly shown for any portion of the
work, materials and procedures shall be equivalent to professional standards
for high quality work. The Landlord shall be notified in writing ten (10) days in
advance of any alternate non-standard or untested methods proposed.
6. The sign contractor shall comply with all State of California Safety Codes.
7. The Tenant shall obtain all required permits for the signage work and pay
for the same in advance of any signs being installed and provide written
proof to the Landlord.
8. Sign contractor shall be responsible for scheduling with the Landlord's
representative for access to the building -project.
9. All work shall be performed when weather conditions permit satisfactory
results and protect the building project from damage of any kind.
10. Contractor to field verify all dimensions at signage locations prior to
commencement of installation.
11. Tenant is responsible for the correct repair to the building, post directional,
and gate directional when any sign is removed.
