V DCM (3) v {cityof Carlsbad Memo ID #2022106 Council Memorandum September 29, 2022 To: From: Via: Re: Honorable Mayor Hall and Members of the City Council Gary Barberio, Deputy City Manager, Community Services Mandy Mills, Director of Housing and Homeless Services Chris Shilling, Senior Program Manager, Homeless Services Jessica Klein, Program Manager, Homeless Services Geoff Patnoe, Assistant City Manager@ · Citywide Homeless Update: September 2022 (Districts -All) Homeless Services and Homeless Outreach Team Update • The Housing and Homeless Services Department is taking the lead on updating the city's Homeless Response Plan (plan) based on City Council direction from the Strategic Planning Workshop held on March 15, 2022. Staff are currently coordinating interdepartmental meetings and anticipate bringing the updated plan forward to the City Council for feedback and consideration by the end of calender year 2022. • The Community Resource Center on boarded an Employment and Benefit Specialist in August 2022 through a contract provided by the city. The new staff member is currently in training. The position is expected to begin serving clients in early October 2022. • The city's quality-of-life ordinances related to homelessness and public spaces went into effect on November 11, 2021. These ordinances and other federal, state, and local laws have helped the Homeless Outreach Team (HOT) hold the homeless community accountable while continuing to offer compassionate outreach and resources. As of September 21, 2022, Police Officer,s have issued 161 written warnings, 255 citations, and have made 86 bookable arrests. Emergency Shelter and Hotel Voucher Program • As of September 22, 2022, the HOT has placed 32 individuals and six households into the Emergency Hotel Pilot Voucher Program since November 2021. Participants are typically allowed to stay up to three nights. In rare cases, the HOT can increase the time if there are assured resources that are taking longer to secure. Of the 38 placements, 32 have been bridged to shelter, treatment, or more permanent housing, while some are still awaiting long term aid. Staff will provide an annual update on the pilot program to the City Council in Fall 2022. • Eric Kovanda was promoted to Lieutenant of the Special Investigations Division, which oversees the HOT. Lt. Kovanda has been with the Carlsbad Police Department for eight years. He was previously a HOT Sgt. for one year. • Catholic Charities Diocese of San Diego is in the recruitment process for 2 new clinicians who will support the La Posada de Guadalupe Shelter in operating as a more effective low-barrier and housing-focused shelter through an agreement provided by the city. • OrgCode Consulting Inc. completed an onsite visit to the La Posada de Guadalupe Shelter in August 2022. They are currently in the process of developing customized training and technical assistance through a contract provided by the city to provide additional support to Catholic Charities Diocese of San Diego. • City staff are pursuing a number of competitive applications for funding that could augment existing services. If funding is awarded, city staff will present funding allocation and appropriation to the City Council for consideration and approval. Community • The Housing and Homeless Services Department presented their fourth quarterly update report to the City Council on August 30, 2022. • Staff continue to work with the interdisciplinary working groups convened by the Outcomes Standards Board (PROS Board) of the San Diego Taxpayers Educational Foundation.
