ROLL CALL: Blackburn, Bhat-Patel, Acosta, Norby.
Absent: Hall.
City Manager Scott Chadwick welcomed the students to the Fall 2022 Citizens Academy and
shared the background of the Academy.
Manager Chadwick introduced Mayor Pro Tern Blackburn. Each Council Member then introduced
the next Council Member, and they each provided opening comments and expressed their
support of the students for taking the time to attend the Academy.
The City Council Members left the meeting at 5:47 p.m.
City Manager Chadwick gave a presentation on the role of the City Manager's office and Carlsbad
City Government.
City Attorney Cindie McMahon gave a presentation on the role of the City Attorney and Legal
Foundations of Government.
City Manager Chadwick called a recess at 6:47 p.m.
City Clerk Services Manager Faviola Medina reconvened the meeting at 6:53 p.m.
City Clerk Services Manager Medina provided an overview of the services and resources offered
by the City Clerk and Records Management offices.
Intergovernmental Affairs Director Jason Haber gave an overview of the Clean Energy Alliance
and Legislative Affairs.
Executive Assistant Shelby Nelson thanked the residents for attending the academy and
reminded the group of Session #2 to be held the following week.
ADJOURNMENT:
The Special Meeting of Sept. 15, 2022 was adjourned at 7:40 p.m.
