AGENDA OF: February 4, 1998 Application complete date: May 11, 1997 Project Planner: Anne Hysong Project Engineer: Mike Shirey SUBJECT: CUP 97-02/CDP 98-02 - PAGENET TRAVELODGE FACILITY - Request for a Conditional Use Permit and Coastal Development Permit to allow a telecommunications facility consisting of eight "omni" pole antennas, one dish antenna, and a small global positioning system located on the roof and an equipment facility located within the existing Travelodge located at 760 Macadamia in the C-2 zone in Local Facilities Management Zone 22. I. RECOMMENDATION That the Planning Commission ADOPT Planning Commission Resolution No. 4238 APPROVING Conditional Use Permit CUP 97-02 and ADOPT Planning Commission Resolution No. 4239 APPROVING Coastal Development Permit CDP 98-02 based on the findings and subject to the conditions contained therein. II. INTRODUCTION This application is a request for a conditional use permit and coastal development permit to allow a telecommunications facility consisting of various roof mounted antenna and a 254 square foot equipment room located within the existing Travelodge Motel at 760 Macadamia Drive. All roof mounted equipment would be screened from surrounding properties by roof parapets. Quasi public utility facilities are permitted in the C-2 zone upon approval of a conditional use permit. Since the findings necessary for granting a conditional use permit and coastal development permit can be made, staff is recommending approval of the telecommunications facility as proposed. III. PROJECT DESCRIPTION AND BACKGROUND PageNet, Inc. is requesting Planning Commission approval to locate roof mounted paging system antennas and an equipment room at the existing Travelodge located at 760 Macadamia Drive in the C-2 zone. The proposed facility would be part of PageNet's Southern California simulcast paging system supplying paging services from San Luis Obispo to the Mexican border and is necessary to improve paging coverage to coastal Carlsbad and the 1-5 area between existing facilities located in Oceanside and Encinitas. The proposed facility will consist of an approximately 254 square foot equipment room located on the third floor of the existing Travelodge motel, and eight "omni" pole antennas, one antenna CUP 97-02/CDP 98-02 - PAGENET TRAVELODGE FACILITY February 4, 1998 Page 2 dish, and a global positioning system mounted on the roof behind existing and proposed roof parapets along the northern, eastern, and southern sides of the building. The existing roof parapets were approved as part CUP 94-06 in 1994 for the purpose of screening eight roof mounted cellular antennas (U.S. West Cellular). The existing eastern parapet would be expanded in length to adequately screen the proposed antennas, however, its height would not be increased and the design would match the existing parapets which enhance the building's architectural design. The proposed project is subject to the following regulations: A. Specific Plan 186 (SP 186) and General Commercial (C-2) Zone; B. Conditional Use Permit Regulations (Chapter 21.42 of the Carlsbad Municipal Code (CMC)); and C. Local Coastal Program - Mello I Segment. IV. ANALYSIS Staffs recommendation of approval for this conditional use was developed by analyzing the project's consistency with the applicable City regulations and policies. This analysis will present in text the projects consistency with the applicable regulations listed below: A. Specific Plan 186 and C-2 Zone The project site is regulated by SP 186 which specifies development regulations and the types of uses permitted by right and as conditional uses at the subject site. Although SP 186 does not specifically allow telecommunications facilities, conditional uses permitted in the C-2 zone are also determined by Chapter 21.42 (Conditional Uses) of the Carlsbad Municipal Code which specifically allows quasi-public utility uses in all zones subject to approval of a conditional use permit. The proposed facility is consistent with all applicable development standards in that the antennas are screened by existing parapets, and no additional parking demand would be created by the proposed use beyond the one space provided for the space proposed to be converted from a hotel suite to an equipment room. B. Chapter 21.42 - Conditional Uses Conditional land uses such as PCS communication facilities possess unique and special characteristics which make it impractical to include them as permitted uses "by right" in any of the various zoning classifications (i.e., residential, commercial, and industrial). The authority for the location and operation of these uses is subject to Planning Commission review and the issuance of conditional use permits. The following required conditional use permit findings for the proposed PCS facility can be made: 1. The proposed use is a) necessary and desirable for the development of the community in that the community benefits of wireless communications include improved telecommunications service for emergency services and individuals; b) CUP 97-02/CDP 98-02 - PAGENET TRAVELODGE FACILITY February 4, 1998 Page 3 designation does not preclude the provision of quasi-public utility uses; and c) not detrimental to permitted uses in the C-2 commercial zone in that the use is integrated into the existing commercial building and requires no significant changes to the site design or function; 2. The proposed site is adequate in size and shape to accommodate the use in that the antennas would be roof mounted on an existing building and the equipment room would be located within an existing structure; 3. All features necessary to adjust the requested use to the existing use are provided in that the roof mounted antenna are screened by existing and proposed parapets which are designed to enhance the architecture of the existing structure, and both the existing structure and proposed roof mounted antenna are in compliance with all applicable SP 186 development standards; and 4. The street system serving the proposed use would not be impacted by the proposed conditional use in that additional vehicle trips are limited to occasional equipment maintenance by service personnel. C. Mello I Local Coastal Program Applicable policies of the Mello I LCP include those protecting recreation and visitor serving land uses and visual resources of the area. The proposed facility will not disrupt the operation or use of the motel, and the loss of a single suite on the third floor to house the equipment room will not significantly impact service to travelers or tourists. Visual resources in the area are protected in that all roof mounted antenna will be screened by existing and proposed parapets. V. ENVIRONMENTAL REVIEW The installation of small new equipment is a Class 3 Categorical Exemption under the California Environmental Quality Act (Guidelines Section 15303). PageNet is licensed by the FCC to receive and transmit by radio waves. The FCC requires compliance with radio frequency power density standards (ANSI/IEEE C95.1-1992) for the general public, therefore, the project would not have a significant impact on the environment.
