Discrepancies between the information presented herein and actual conditions discovered during the inspection process are the sole responsibility of MV Technical Sales. Verification of compliance with requirements and provisions addressed herein rests with the authority having jurisdiction and is outside the scope of this report. IV PURPOSE OF REPORT Our firm will demonstrate, through code references, that the storage array proposed for this facility will be in full compliance with high-piled combustible storage requirements and component diagnostic operations will be in compliance with California Fire and Building Code provisions. V REPORT ELEMENTS Provide information relative to the acceptance of technologies, processes, products, facilities, materials and uses attending the design, operation or use of the building. Set limitations or conditions of operations necessary to achieve and maintain control of hazardous materials or operations and recommend mitigation of hazards and compliance with applicable code requirements. Provide a commodity analysis in accordance with recognized standards. Detail methods of storage, and storage maintenance guidelines. Determine fire protection requirements for the rack storage of high-piled combustible materials. Outline egress and general safety procedures for occupant safety and building protection. I This room will contain computer test equipment, use to test and measure electrical standards. No Class I, II or Ill-A liquids are stored or used, 7 .5 tons air conditioning is supplied to this room. I Trillium Lab: 2,040 sq. ft. Room will contain 5 Trillium computer automated test equipment machines for diagnosing I hardware component failures. Machines each contain a Pneumatic/hydraulic accumulator. This accumulator contains '/2 gallon of automotive Antifreeze, (Class 111-B noncombustible liquid), which is stored and used within a sealed self-contained container. Aggregate amount I of anti freeze will be 2 '/2 gallons. No Class I, 11 or 111-A liquids will be stored or used. 51.6 tons or air conditioning will be supplied to this room. I Additionally, 10 Trillium machines will be stored in the warehouse, each containing 1/2 gallon of anti freeze. Aggregate amount of anti freeze stored will be 5 gallons. I Power Supply Lab: 980 sq. ft. Room will contain power supply test equipment used for diagnosing hardware component failures. No Class I, II or Ill-A liquids will be stored or used. This room will also contain a I soldering re-work station for the removal of electronic components. Small amounts of solder flux and heat are used to allow solder to flow. Soldering (Hot Work) Light soldering is performed in order to remove and replace some components. Hot work equipment to be inspected by the individual responsible prior to use to insure that: Hot-work area is clear of combustibles Exposed construction is of noncombustible materials or that combustible materials are protected Floors are kept clean There are no exposed combustibles on the opposite side of partitions, walls, ceiling and floors Fire extinguishers to be readily available in immediate hot work area. Hot work will be performed in vapor and dust free areas isolated from combustible storage. Any traces of fumes are dissipated by a fan, located at the work station. No Class I, II or Ill-A liquids will be stored or used. 10 tons or air conditioning will be supplied to this room. Nitrogen compressed gas is used to dry pack circuit board packaging. Cylinders are secured by 2 restraints and transported on a cart designed for the movement of cylinders. Warehouse storage array is considered high-pile combustible storage, as defined by CFC Section 209-11; Class I-TV Commodities above 12 feet and plastic materials stored over 6 feet in height. (double row racks) XIII CALIFORNIA FIRE CODE - HIGH-PILED STORAGE REQUIREMENTS Warehouse 16ft Rack Storage (2,501-12,000 Sq. FL Area) The high-piled storage warehouse area will be in accordance with Article 81, Section 8102.2. In accordance with Table 81-A, an automatic fire-extinguishing system is required for the storage of Class IV Commodities within an area 2,501-12,000 sq. ft. area (Option 1). Inventory Control Rack Storage (2,501 - 12,000 sq. ft. Non-public Accessible Area) The high-piled storage warehouse area will be in accordance with Article 81, Section 8102.2. (Technical Reference #5) I XIV A UTOMA TIC FIRE PROTECTION (fire extinguishing system) Warehouse Storage Area For the purpose of providing adequate fire protection for the building and occupants, fire protection design criteria is based on the highest classification, High Hazard Commodities, in accordance with NFPA 23 1C - Rack Storage of Materials. The existing sprinkler density and remote area application is designed for Extra Hazard Group 2 (.6/2000) based on existing ELO-23 isprinkler heads. As per manufacturer's specifications, the ELO-23 1 sprinkler heads are not applicable to buildings with ceiling exceeding 25 feet in height. Therefore, existing sprinkler heads will be replaced with Ultra K- 17 heads, specifically designed for this application, which will extend the lesser of 15 feet beyond the high plied storage area or to a permanent partition.' The Ultra K-17 has been proven for storage occupancies by full-scale fire testing and is designed to control high challenge fires in storage occupancies with relatively low required operating pressures.' This allows for palletized or rack storage of Class I through Class IV commodities and Group A Plastics up to 25 feet. The area per sprinkler is 100 sq. ft. maximum and 70 sq. ft. minimum. The flow for the sprinklers is calculated by multiplying the density by the area per sprinkler. Spacing: Maximum Spacing is 100 sq. ft. and the minimum is 70 sq. ft. Maximum distance between sprinklers is 12'-0". 12'-6" is allowed in 25'-0". Minimum spacing is 6'-0" apart I unless separated by baffles. Obstructions: NFPA criteria for standard spray sprinklers. Column Protection Where storage height exceeds 15 ft, and only ceiling sprinklers are installed, fire protection is required for all types of steel building columns that are located within the racks or for vertical rack members that support the building. Such protection is provided as per NFPA 231C, Section 3-2.3, Provision (d) Provision of large-drop ceiling sprinkler protection. Flue Spaces In double-row racks without solid shelves, a longitudinal flue space is not required. Nominal flue spaces between loads and at rack uprights shall be maintained in single row and double row racks. Random variations in the width of flue spaces or in their vertical alignment.is permitted as per NFPA 23 1C, Figure 4-3.1 Fire Protection - Office Areas Office areas are included in the group of Light Hazard Occupancies in accordance with NFPA 13 Section A-4.7.1 Fire Protection - Diagnostic Labs Electronic plants are included in the group of Ordinary Hazard Occupancies (Group I), in accordance with NFPA 13 Section A-l-4.7.2.1. All fire protection references are found in (Technical Reference No. 6) XV AISLES In accordance with CFC Section 8102.10.1, aisles are provided to exits. Aisles, separating storage I racks, will be in accordance with UFC Standard 81-2 (NFPA 213C). Distance from the top of storage to ceiling sprinkler deflectors will be maintained at a minimum of 36". Portable fire extinguishers will be installed and maintained. XVII FIRE EXTINGUISHERS Fire extinguishers with a minimum ratingof 2A40B will be provided within every 50 feet of foot travel of the storage areas. XVIII EGRESS The basic layout of the building is in compliance with the exiting and egress requirements of I Article 10 of the 1998 CBC, as previously approved for Certificate of Occupancy. No point of the building is there more than 250 feet travel distance to an exit. Gates to chain link fenc'e surrounding inventory area will be maintained in the "locked open" position whenever building is occupied. Aisles are less than 20 feet in length, therefore do not create dead-ends. All exit doors are at least 3 feet wide and proper exit signs over each doorway will be provided. All equipment will be maintained operable. XXI GENERAL SAFETY PROCEDURES Storage commodity, height and aisle widths will be maintained in accordance with the I terms of this report. Any change to operations shall be approved by the City of Carlsbad prior to implementation. I . All employees will receive special training on the use of portable fire extinguishers of the types to be provided in the building. I • An evacuation plan will be posted and drills will be conducted quarterly and logged for fire department review. I • Exit doors will be maintained unobstructed and will be opened weekly to ensure their operation. I • Sprinkler system will be inspected quarterly and certified every five years. I WI CONCLUSION I Based on the code research conducted in support of the development of this fire protection report, and the recommendations provided herein, it is our opinion that this building will be in full compliance with the 1998 editions of the California Fire Code and the California Fire I Code as they relate to the described use and occupancy. Health hazards include chemicals which are carcinogens, 1-16 1998 CALIFORNIA FIRE CODE toxic or highly toxic materials, reproductive toxins, irritants, cor- rosives, sensitizers, hepatotoxins, nephrotoxins, neurotoxins, agents which act on the hematopoietic system, and agents which damage the lungs, skin, eyes or mucous membranes. HEATING AND COOKING APPLIANCE is an electric, gas or oil-fired appliance not intended for central heating. HELIPORT is an area of land or water or a structure surface which is used, or intended for use, for the landing and take-off of helicopters, and any appurtenant areas which are used, or intended for use, for heliport buildings and other heliport facilities. HELISTOP is the same as a heliport, except that no refueling, maintenance, repairs or storage of helicopters is permitted. HIGH EXPLOSIVE is explosive material, such as dynamite, which can be caused to detonate by means of a No. 8 test blasting cap when unconfined. HIGHLY TOXIC MATERIAL is a material which produces a lethal dose or lethal concentration which falls within any of the following categories: I. A chemical that has a median lethal dose (LD50) of 50 milligrams or less per kilogram of body weight when administered orally to albino rats weighing between 200 and 300 grams each. A chemical that has a median lethal dose (LD50) of 200 milligrams or less per kilogram of body weight when administered by continuous contact for 24 hours, or less if death occurs within 24 hours, with the bare skin of albino rabbits weighing between 2 and 3 kilograms each. A chemical that has a median lethal concentration (LC50) in air of 200 parts per million by volume or less of gas or vapor, or 2 milligrams per liter or less of mist, fume or dust, when administered by continuous inhalation for one hour, or less if death occurs within one hour, to albino rats weighing between 200 and 300 grams each. Mixtures of these materials with ordinary materials, such as water, might not warrant classification as highly toxic. While this system is basically simple in application, any hazard evaluation which is required for the precise categorization of this type of ma- terial shall be performed by experienced, technically competent persons. HIGHLY VOLATILE LIQUID is a liquid with a boiling point of less than 68°F (20°C). HIGH-PILED COMBUSTIBLE STORAGEis storage of combustible materials in closely packed piles or combustible materials on pallets, in racks or on shelves where the top of storage is greater than 12 feet (3658 mm) in height. When required by the chief, high-piled combustible storage also includes certain high- hazard commodities, such as rubber tires, Group A plastics, flam- mable liquids, idle pallets and similar commodities, where the top of storage is greater than 6 feet (1829 mm) in height. HIGHWAY is a public street or public road. HOGGED MATERIAL is a mixture of bark, chips, dust or other pieces of natural wood by-products. HORIZONTAL EXIT is a wall which completely divides a floor of a building into two or more separate exit-access areas to afford safety from fire and smoke in the exit-access areas of inci- dent origin. HOTEL is any building containing six or more guest rooms intended or designed to be used, or which are used, rented or hired out to be occupied, or which are occupied for sleeping purposes by guests. HPM FLAMMABLE LIQUID is an HPM liquid that is de- fined as either a Class I flammable or Class II or Class ITT-A com- bustible liquid. It is available in the standard 3/4' thread in upright and pendent, and for retrofit use a /2 thread is available for upright only. Through additional full-scale fire tests at Factory Mutual, the ELO-231 has been U.L. Listed and Factory Mutual Approved to reduce the required remote area for Class I through IV commodities and Group A Plastics (see table) to 2,000 sq. ft. This represents up to a 50% decrease in area when using Centrals ELO-231 sprinkler. Never has a 5/8' orifice standard spray sprinkler received such recognition for its performance in full-scale fire testing. IiProduct Description The Model ULTRA TM K-17 TI Sprinkler incorporates the Glass Bulb actuating assembly which provides aesthetic appeal with high dependability. Glass Bulb Operation: The Model ULTRA T1 K-17 T1 now incorporates the latest in heat responsive glass bulb technology. The operating mechanism consists of a liquid-filled 5mm diameter frangible capsule that is only 2.0 cm in length. The glass bulb capsule operating mechanism contains a heat sensitive liquid that expands upon application of heat. At the rated temperature, the frangible capsule ruptures thereby releasing the orifice seal, thus operating the sprinkler. All Central Model ULTRA TM K-17 T11 sprinklers must be installed according to current NFPA Standards. Deviations from these requirements and standards or any alteration to the sprinkler itself will void any warranty made by Central Sprinkler Company. In addition, installation must also meet local government provisions, codes, and standards as applicable. The system piping must be properly sized to insure the minimum required flow rate at the sprinkler. Check for the proper model, style, orifice size, and temperature rating prior to installation. Install sprin- klers after the piping is in place to avoid mechanical damage; replace any damaged units. Wet pipe systems must be protected from freezing. Upon completion of the installation, the system must be tested per recognized standards. In the event of a thread leak, remove the unit, apply new pipe joint compound or tape, and reinstall. Installation Sequence Step 1. The unit must be installed in the upright position. Step 2. Use only a non-hardening pipe joint compound or Teflon tape. Apply only to the male threads. Teflon is a trademark of the DuPont Corp. Step 3. Hand tighten the sprinkler into the fitting. Use a wrench to tighten the unit into the fitting. A leak-tight joint requires only 7 to 14 ft.-lbs.(9.5 to 19.0 Nm) of torque; a tangential force of 14 to 28 lbs. (62.3 to 124,5 N) delivered through a 6' (150 mm) handle will deliver ad- equate torque. Torque levels over 21 ft. lbs.(28.6Nm) may distort the orifice seal, resulting in leakage. The sprinkler shall, per NFPA, be oriented so the frame arms are parallel with the branch line pipe. nCare & Ordering Maintenance ri Information Sprinklers must be handled carefully. They should not be transported or stored where ambient temperature may exceed 100°F/380C. For best results, store them in a dry, cool location in the original shipping package. Do not install sprinklers that have been dropped or visibly damaged, such as a crack in a glass bulb or a loss of liquid from the bulb. Sprinklers should never be painted, coated, plated, or altered in any other way from manufactured condition or they may not function properly. Any sprinklers altered in such manner must be replaced. The owner is responsible for the proper operating condition of all fire protection devices and accessories. The NFPA Standard 25 entitled, "Inspection Testing and Maintenance of Water-Based Fire I Protection Systems", contains guidelines and minimum maintenance requirements. Furthermore, the local Authority Having I Jurisdiction may have additional regulations and requirements for maintenance, testing, and inspection that must be obeyed. Do not attempt to reassemble or otherwise reuse a sprinkler that has operated. Be certain to match model, style, orifice, and temperature rating. A fire protection system that has been shut off after an activation should be returned to service immediately. Sprinklers that did not operate but were subjected to corro- sive elements of combustion or excessive temperatures should be inspected, and replaced if need be.
