These are: Sizing of the fire protection system service laterals, detector check backflow preventers, and onsite private fire protection water system to ensure that the onsite private fire hydrants can deliver the necessary fire hydrant flow at greater than 20 psi residual pressure. Sizing of the three fire sprinkler service laterals serving the proposed buildings comprising the ViaSat Phase 2 building project. May 30, 2017 The ViaSat Phase 2 building project is located in the central portion of the City of Carlsbad. The project is in the northeast corner of the intersection of El Camino Real and Town Garden Road. Three fire protection system laterals for the ViaSat Phase 2 building project will be connected to the existing 12" 550 Pressure Zone public water system piping in Town Garden Road. Private Fire Protection System Sizing An onsite private fire protection system is being designed for the ViaSat Phase 2 building project in order to provide fire flow service to the two onsite private fire hydrants. This system is designed to deliver the required fire hydrant flow to the two onsite fire hydrants as well as supply the building fire sprinkler systems. For fire hydrant flow, minimum residual pressure in the onsite system must be greater than 20 psi. Fire Hydrant Flow Requirement. The required fire hydrant flow for the ViaSat Phase 2 building project is based on the building square footage and type of construction. Table 1 summarizes the building sizes and types of construction and determines the fire hydrant flow requirements based on the 2016 Fire Code. The fire flow requirement for the ViaSat I Phase 2 building project is calculated to be 50 percent of the Fire Code flow based on the allowable reduction for having fire sprinkler systems in each building. The largest lire - hydrant flow needed for the site is 3,375 gpm. The available hydraulic grade line for the 550 Pressure Zone supplying the ViaSat Phase 2 building project is set at 550 feet HGL at the intersection of Palomar Airport Road and El Camino Real. At this intersection an existing pressure reducing station regulates the 700 Pressure Zone in Palomar Airport Road down to the 550 Pressure Zone in El Camino Real. Additional data which provides available pressure in the public water system adjacent to the ViaSat Phase 2 project is a fire flow analysis prepared by the City of Carlsbad. This Water Availability Form identifies a flow and pressure at a given existing fire hydrant on I the existing public water system. This fire flow analysis is provided in Appendix A. How this is used in the hydraulic analysis for the ViaSat Phase 2 site will be discussed later in i this report. Fitting and Valve Losses. To simulate minor losses through pipe fittings and valves, I equivalent lengths of piping were added to the straight pipe lengths and included in the hydraulic model. Appendix B provides the equivalent length reference table utilized for the I determination of minor losses within the computer modeling analysis. Minor losses for the Lire sprinkler system piping include accounting for the PIV and FDC risers. I Backflow Assembly Losses. The pressure losses through the reduced pressure principle detector check assembly devices were modeled as minor losses using a "k" value large I enough to result in the expected pressure loss through these devices. Appendix B presents a candidate reduced pressure principle detector check assembly backflow preventer device. The manufacturer's literature includes charts which show pressure loss through the I backflow preventer as a function of flow. These charts were used to approximate the pressure losses which were reflected in the computer modeling and show up as minor losses calculated in feet. Fire Protection System Analysis. Appendix C presents the computer modeling results for the onsite private fire protection system serving the onsite fire hydrants. Exhibit A at the back of this report shows the Node and Pipe Diagram for the onsite private fire protection system. I DEXTER WILSON ENGINEERING, INC. PAGE 3 I I I Li I I L] I Dan Loss, P.E. May 30, 2017 The first hydraulic run presented in Appendix C is to check the hydraulic computer model created for the ViaSat Phase 2 analysis against the data presented in the City of Carlsbad's Water Availability Form. The results correlate adequately. The City Water Availability Form, dated May 15, 2017, indicates a residual pressure of 105 psi for a flow of 8,000 gpm at the third existing hydrant east of El Camino Real on Town Garden Road. In Exhibit A at the back of this report, this existing hydrant is identified as Node 28. The computer model results in Appendix C indicate a residual pressure of 96.7 psi for a flow of 8,000 gpm. Thus, the computer model prepared for the ViaSat Phase 2 analysis provides a conservative representation of the existing water system as compared to the Water Availability Form data provided by the City of Carlsbad. Next, the fire flow requirement for the ViaSat Phase 2 building project of 3,375 gpm was modeled at two adjacent fire hydrant locations within the project site. The total fire flow was divided between two fire hydrants with a flow of 1,875 gpm at one hydrant and a flow of 1,500 gpm at the adjacent fire hydrant. Minimum residual pressure at either of the onsite fire hydrants under the fire flow scenario is 80 psi, well above the minimum requirement of 20 psi residual. Finally, a 3,375 gpm fire flow was analyzed at the existing public water system fire hydrant on Town Garden Road fronting the ViaSat Phase 2 Building 14. The residual pressure under this fire flow analysis as shown in the computer model output in Appendix C is 105 psi. Under each of the fire hydrant flow scenarios, the fire flow requirement is met with greater than 20 psi residual pressure at all locations within and around the proposed project. The onsite private fire protection system is recommended to be connected to the existing 12" public water main in Town Garden Road at three locations as shown in Exhibit A. Each connection includes a fire service lateral and a reduced pressure principle detector check assembly (RPDA) in accordance with City of Carlsbad and the Carlsbad Fire Department backflow prevention requirements. An 8" onsite private fire protection system pipe loops between two of the fire service laterals from Town Garden Road. Each of these connections include an 8" RPDA. The third fire service lateral supplies Building V.2 with fire sprinkler service via a 6" line and a 6" RPDA. DEXTER WILSON ENGINEERING, INC. PAGE 4 I I I I I I I I I Dan Loss, P.E. May 30, 2017 Available Fire Flow at 20 psi Residual. Fire flow available at each of the four fire hydrants serving the ViaSat Phase 2 project was extrapolated to 20 psi residual. Table 2 below shows the theoretical available fire flow at each fire hydrant when flowing individually. Appendix D presents the computer model calculation results. It is more correct to describe the extrapolated flows at 20 psi residual to be indicative of what the water distribution system can deliver to a certain area with the residual pressure in the water system of 20 psi. Fire Sprinkler Service Laterals to the ViaSat Phase 2 Buildings The second portion of the ViaSat Phase 2 building project private fire system analysis is to determine the required sizes for the individual fire sprinkler service laterals to each of the three buildings in the ViaSat Phase 2 building project. The individual fire service laterals are to be connected to the private onsite fire protection system piping. Each fire sprinkler lateral will be installed with a PIV and FDC in accordance with the City of Carlsbad Fire Department requirements. DEXTER WILSON ENGINEERING, INC. PAGE 5 Dan Loss, P.E. May 30, 2017 At the time of the preparation of this report, the design of the fire sprinkler systems for the ViaSat Phase 2 buildings had not commenced yet. Thus, this report will make a conservative estimate of the expected fire sprinkler flow and provide preliminary results which will need to be confirmed by the fire sprinkler systems designer. Similar ViaSat buildings recently constructed elsewhere in Carlsbad had fire sprinkler flow requirements ranging from 400 to 700 gpm. For the ViaSat Phase 2 building project, we will estimate a fire sprinkler flow requirement of 800 gpm and prepare our calculations and lateral size recommendations accordingly. Appendix E presents the results of the computer modeling for the fire sprinkler system laterals. Table 3 summarizes the results of the analyses. Six-inch laterals are recommended for all the ViaSat Phase 2 buildings at this time. When fire sprinkler system design flows for the buildings are established, a review of the fire sprinkler lateral sizing may be conducted if the laterals have not yet been constructed. There will be two 8" laterals and one 6" lateral. The proposed system layout and pipe sizing is shown in Exhibit A at the back of this report. DEXTER WILSON ENGINEERING, INC. PAGE 6 Dan Loss, P.E. May 30, 2017 Fire sprinkler service laterals are recommended to be 6-inch diameter for Buildings 14 and P-2, and 8-inch for Building 15 based on an expected maximum fire sprinkler flow at any one building of 800 gpm. Once the fire sprinkler requirements are established for the ViaSat Phase 2 buildings, a review of the fire sprinkler lateral sizes can be conducted by the fire sprinkler system designer. Available fire flow at the two proposed onsite private fire hydrants is at least 6,700 gpm at a residual pressure of 20 psi. For the two existing public fire hydrants connected to existing 12" public water mains in Town Center Road, the available fire flow at 20 psi exceeds 17,700 gpm.
