AGENDA OF: March 3, 1999 Application complete date: Decembers, 1998 Project Planner: Christer Westman Project Engineer: Sherri Howard SUBJECT: CDP 98-39fA^ - FARADAY ROAD EXTENSION BORROW SITE - Request for approval of a Negative Declaration and Coastal Development Permit Amendment for a borrow site to be used for the 5,400 foot extension of Faraday Avenue from its existing terminus to future Cannon Road in Local Facilities Management Zone 8. I. RECOMMENDATION That the Planning Commission ADOPT Planning Commission Resolution No. 4477 APPROVING a Negative Declaration, and ADOPT Planning Commission Resolution No. 4478 APPROVING CDP 98-39(A) based upon the findings and subject to the conditions contained therein. II. INTRODUCTION The improvement to Faraday Avenue is a City Capital Improvement Project. Because the road segment is located within the Coastal Zone and the Mello II segment Carlsbad Local Coastal Program, a City of Carlsbad issued Coastal Development Permit is required. A Coastal Development Permit amendment is required because the 1.8 acre borrow site was anticipated but not identified in the project description of the previous approvals. Approximately 50,000 cubic yards of earth will be borrowed from this site to provide a surcharge to the Faraday Road bed. After a period of 3 - 6 months the surcharge will be complete, and approximately 80 - 85% of the earth will be returned to its original location. III. PROJECT DESCRIPTION AND BACKGROUND The project is a borrow site for the construction of Faraday Avenue for approximately 5,400 linear feet as shown on the location map. The borrow site will be used to provide 50,000 cubic yards of earth to the construction site. For reference, 50,000 cubic yards is approximately a 17 foot cut over the entire 1.8 acre borrow site. The entire site is within an area that has been used for agricultural production. The improvements which have already been approved include the road, sidewalks on the east side, two pedestrian under passes, a landscaped median and adjacent grading. Faraday Avenue is designed so that the roadway is split and at two elevations. The travelway heading towards Cannon Road and adjacent to the future Veteran's Memorial Park is at a higher elevation than the travelway adjacent to the future Carlsbad Municipal Golf Course. The median will therefore be sloped in some areas. The roadway will also carry a 12" water, CDP 98-39(A) - FARADAY ROAD EXTENSION BORROW SITE March 3, 1999 Page 2 reclaimed water, and sewer lines. The sewer line will be in the south lane and water and reclaimed water in the north. IV. ANALYSIS Construction of the improvements to Faraday Avenue are consistent with the Circulation Element of the General Plan and is therefore consistent with the Local Coastal Program's designation for land use. Improvement of the right-of-way implements the goal of the circulation element for Faraday Avenue to be improved as a collector street. The borrow site facilitates the construction of the road per previous approvals. The borrow site grading will not obstruct views or otherwise damage the visual beauty of the coastal zone in that there are no significant visual resources associated with the area of disturbance. The cut will be contoured into the existing slope. In addition, spreading the acquisition of the earth over a 1.8 acre area significantly reduces the visibility of the earth removal. The borrow site is located entirely on agricultural land, with no impacts to wildlife habitat or other sensitive coastal resources. The agricultural area is not designated as significant. The borrow site is within Veterans' Memorial Park and the proposed grading is fully consistent with current plans for future park development. There are no geologic instability issues existing onsite. The project will implement the City's Master Drainage and Storm Water Quality Management Plan as well as the City's grading ordinance to avoid increased runoff and soil erosion. V. ENVIRONMENTAL REVIEW An analysis of the site was conducted and no impacts were identified. A Negative Declaration was issued by the Planning Director and published for public comment dated December 9, 1998. No comments were received from the public notification of the Negative Declaration.
