Dear Mr. Soukup: In accordance with your request, we have prepared this letter to document the as-graded soil conditions beneath the bioretention basins at the subject site. During grading, Geocon Incorporated observed and tested the compacted fill placed at the subject site, including the bioretention basin areas. The compacted fill was placed at a minimum relative compaction of 90 percent (see Reference). During improvement construction, liners and subdrains were installed within the basins. At the direction of the City of Carlsbad, soil placed to bury the liner was compacted to at least 95 percent of the applicable maximum dry density at an appropriate moisture content. The test results will be provided in the forthcoming final improvement report. It is our opinion that the soil observed and tested in the bioretention basins was properly compacted and ready to receive the planned improvements.
