PLANNING COMMISSION PUBLIC HEARING:
1. CUP2022-0010/SUP2022-0006 (DEV2022-0139) – CARLSBAD DESALINATION PLANT INTAKE AND
DISCHARGE MODIFICATIONS – Request for approval of findings that the proposed project is
consistent with the previous addendum, as supplemented by the technical memorandum, to
Environmental Impact Report EIR 03-05; and approval of a Conditional Use Permit and Special Use
Permit to modify the intake and discharge systems of the Carlsbad Desalination Plant. The project is
at 4590 Carlsbad Boulevard about 0.4 mile north of Cannon Road, within the boundaries of the
former Encina Power Station, and within Local Facilities Management Zone 1. The project is within
the Agua Hedionda Lagoon segment of the city’s Local Coastal Program, a segment in which the
California Coastal Commission has retained Coastal Development Permit authority.
