CALL TO ORDER: 6:00 p.m.
ROLL CALL: Ydigoras, Manzano, Cortes-Torres, Cole. Absent: Nguyen-Cleary.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held on Sept. 8, 2022.
Motion by Commissioner Manzano, seconded by Commissioner Ydigoras to approve the minutes
as presented. Motion carried, 3/1/1 with Commissioner Cole abstaining and Commissioner
Nguyen-Cleary absent.
PUBLIC COMMENT: None.
DEPARTMENTAL REPORTS:
1. CONSIDERATION OF UPDATES TO THE CARLSBAD HOUSING AGENCY’S ADMINISTRATIVE PLAN
FOR THE HOUSING CHOICE VOUCHER PROGRAM: Resolution recommending that the
Community Development Commission approve minor changes to policies and rules regarding
operational procedures (Staff contact: Todd Henderson, Interim Housing Program Manager)
Recommended Action: Approval
Commissioners asked clarifying questions. Interim Housing Manager Todd Henderson and
Director of Housing and Homeless Services Mandy Mills provided responses.
Motion by Commissioner Cole, seconded by Commissioner Cortes-Torres, to approve the
Administrative Plan. Motion carried, 4/0 with Nguyen-Cleary absent.
COMMISSION COMMENTS:
• Cortes-Torres encouraged Commissioner Ydigoras to push for public participation.
STAFF COMMENTS:
Director Mills made the following announcements:
• Reminder of Boards & Commissions Appreciation Event.
• Request to let staff know in advance if commissioners are unable to attend meetings.
• Introduction of new Housing & Homeless Services staff members.
ADJOURNMENT:
By proper motion, the Regular Meeting of the Housing Commission was adjourned at 6:47 p.m.
