AGENDA OF: December 1, 1999 Application complete date: October 6, 1999 Project Planner: Christer Westman Project Engineer: Bob Wojcik SUBJECT: CDP 99-51 - SOUTH CARLSBAD VILLAGE STORM DRAIN - A request for approval of a Coastal Development Permit for the replacement of storm drain and sewer interceptor transmission pipelines including the construction of a below grade storm drain pipeline as replacement for an existing open dirt channel from Oak Avenue to the Agua Hedionda Lagoon within the North County Transit District right-of-way. I. RECOMMENDATION That the Planning Commission ADOPT Planning Commission Resolution No. 4671 APPROVING Coastal Development Permit CDP 99-51 based on the findings and subject to the conditions contained therein. II.INTRODUCTION The project will implement the City of Carlsbad Master Drainage Plan and involves the construction of a 63 and 72 inch reinforced concrete pipe (RCP) as a replacement for an unlined ditch which runs parallel to and east of the railroad tracks. The new pipe will run from Oak Avenue south to the Agua Hedionda Lagoon. III. PROJECT DESCRIPTION AND BACKGROUND The Master Drainage and Storm Water Management Plan was commissioned by the City Council in February 1988. The purpose of the plan in part was to reassess the storm drain facility needs of the City and update the 1980 Master Drainage Plan. The Plan also created four fee areas and established fee categories. Once collected, fees are allotted to projects within each of the four areas. The project is located within Planned Local Drainage Area (PLDA) "B". Replacement storm drains identified in PLDA "B" are located along and within the railroad right-of-way from Oak Avenue to Agua Hedionda Lagoon. The Master Plan indicates the use of a concrete channel from Oak Avenue to Chestnut Avenue and an earthen channel from Chestnut Avenue to Tamarack Avenue. The remaining stretch of storm drain is shown as 63 and 72 inch RCP. IV. ANALYSIS The project implements the Drainage Master Plan by proposing replacement storm drains along the railroad right-of-way. The project has modified the Master Plan recommendations by providing RCP for the entire length from Oak Avenue to the Agua Hedionda Lagoon. The RCP o :AKCSICDP 99-51 - SOUTH CARLSBAD VILLAGE STORM DRAIN December 1, 1999 Page 2 versus a concrete channel will be more aesthetically pleasing in that the surface above the RCP can be planted. The projected capacity of the storm drain will not be reduced by the use of RCP versus above-ground channels. In addition, the above-ground swale design and planting will serve to replace "waters of the U.S." as defined by the Clean Water Act which will be removed by the storm drain construction. Because the project is the underground replacement of existing above-ground storm drains and the replacement of existing underground sewer and storm drains, there will be no adverse impacts or conflicts with Coastal Program policies since the project will not hinder public access . to or from the coast and will not affect the ability to provide public recreation within the coastal zone. V. ENVIRONMENTAL REVIEW A Mitigated Negative Declaration was issued for the project in June 1998 because implementation of the project will result in the loss of 0.63 acres of waters of the U.S. and must be reviewed by the Army Corps of Engineers through a 404 permit. No species of plants or animals recognized as rare, threatened, endangered, or otherwise sensitive by the United States Fish and Wildlife Service (USFWS), California Department of Fish and Game (CDFG), or Native Plant Society are present within or adjacent to the drainage area. Impacts to the waters of the U. S. will be mitigated to a level of less than significant through a .67 acre wetland revegetation as proposed in the City's application to the Army Corps of Engineers for a 404 permit. ATTACHMENTS: 1.
