HELIX Environmental Planning, Inc. (HELIX) biologist Talaya Rachels monitored construction activities to document project activities and compliance with the various permit requirements. General construction, grading, and installation of project infrastructure continued to the south and north of Buena Vista Creek. Activities included excavation, trenching, grading, and construction of project infrastructure. Construction of model homes to the south of Buena Vista Creek continued. Crews conducted electrical work along Haymar Drive, along the northern boundary of the project site. Bundles of wire fencing were noted within restoration Area A; several native shrubs were crushed by the bundles, which should be removed immediately. BMPs (Best Management Practices) were observed throughout the site and appeared intact and functional. BMPs included, but were not limited to, erosion control blankets and straw wattles on manufactured slopes, gravel bags, and detention basins. Additional plastic sheeting and sandbags were observed in preparation for forecasted rain events. The existing orange construction fence located along Buena Vista Creek should be removed and re-installed along the top of the newly restored slopes, as it is needed to delineate and protect new restoration areas from construction impacts. Trash and debris due to construction activities continue to enter the restoration site in this area. Due to recent rain events, erosion issues were observed in several locations throughout the site (pictured below). Areas experiencing erosion should be filled in and fresh straw wattles installed where needed. All construction work occurred within the project boundaries. Representative photos are located below. Covered chain-linked fencing was installed around the construction perimeter north of Buena Vista Creek as housing pads are being prepared for construction in this area. Crews conducted road work and improvements along Haymar Drive, along the northern boundary of the project site. BMPs (Best Management Practices) were observed throughout the site and appeared intact and functional. BMPs included, but were not limited to, erosion control blankets and straw wattles on manufactured slopes, gravel bags, and detention basins. The existing fence located along Buena Vista Creek should be removed and re-installed along the top of the newly constructed slopes, as needed to delineate and protect new restoration areas from construction or sediment impacts. The existing fence located along Buena Vista Creek should be removed and re-installed along the top of the newly constructed slopes, as needed to delineate and protect new restoration areas from construction or sediment impacts. BMPs in need of maintenance were located along the northwestern and southern portions of the project site were sediment has built up within concrete culverts, along the silt fence, or within dewatering and filtering basins. Crews should remove the built up sediment with hand shovels and buckets and conduct minor repairs to the silt fencing, gravel bags, and plastic linings, as needed. Additionally, the existing silt fence along Buena Vista Creek should be removed and reinstalled along the top of the newly constructed slopes. The newly constructed and planted restoration slopes along the Buena Vista Creek channel should be delineated with from the construction site with construction fencing to prevent human instruction and accidental damage to the restoration areas. Additionally, a portion of the main road off of Marron Drive, within the southern portion of the project site, has been paved. Construction of the Buena Vista Creek bridge crossing continued. Work activities included framing, rebar placement, pouring concrete, and placement of steel plates and beams. BMP’s were observed throughout the site and appeared intact and functional. BMPs included, but were not limited to, straw blankets on manufactured slopes, straw wattles, gravel bags, and detention basins. HELIX maintenance crews extended supplemental irrigation to the native grassland restoration area located to the west of the project site within the open space preserve. This irrigation system will be functional once a point of connection has been established within the development area; this is anticipated to occur in June or July 2016. Work consisted of rebar placement, pouring concrete, and placement of steel plates and beams. BMP’s were observed throughout the site and appeared intact and functional. BMPs included, but were not limited to, straw blankets on manufactured slopes, straw wattles, gravel bags, and detention basins. All work thus far has occurred within the project boundaries. A few representative photos are below. HELIX maintenance crews completed installation of the upland restoration areas on the slopes located along Buena Vista Creek (Areas A, B, and C; see attached map) as well as the area located just south of Haymar Drive (Area D). As of April 20, 2016 the maintenance crews installed all container plantings and hydroseed on these slopes, with the exception of some areas located adjacent to the bridge construction area. These last few areas will be installed after bridge construction is completed. The two mitigation areas located along the southern project boundary (Areas E and F) still need to be installed; this work is currently scheduled to occur in June 2016. All other Master Plan wetland and upland mitigation areas have been installed. A few representative photos are located below. HELIX Environmental Planning, Inc. (HELIX) biologist Erica Harris monitored construction activities to document project activities and compliance with the various permit requirements. General construction, grading, and cut and fill operations continued to the south and north of Buena Vista Creek. Activities included excavation, grading, creation of manufactured slopes, and construction of underground infrastructure. Construction of the Buena Vista Creek bridge crossing continued. Work consisted of rebar placement, pouring concrete, and placement of steel plates and beams. The center portion of the bridge has been installed and now spans the entire creek. BMP’s were observed throughout the site and appeared intact and functional. BMPs included, but were not limited to, straw blankets on manufactured slopes, spraying of a bonded fiber matrix (BFM) slurry on manufactured slopes, straw wattles, gravel bags, and detention basins. All work thus far has occurred within the project boundaries. A few representative photos are below. HELIX maintenance crews began installation of irrigation along the upland restoration slopes to the north and south of Buena Vista Creek. Container stock was delivered to the site and inspected by HELIX’s restoration specialist, Sally Trnka. Maintenance crews began planting container stock on the southern slope of Buena Vista Creek directly upslope of the existing restoration slopes. A few representative photos are located below. HELIX maintenance crews trimmed the tops of some willow (Salix spp.) trees located within the path of the bridge. BMP’s were observed throughout the site and appeared intact and functional. BMPs included, but were not limited to, straw blankets on manufactured slopes, spraying of a bonded fiber matrix (BFM) slurry on manufactured slopes, straw wattles, gravel bags, and detention basins. Restoration activities continued within the Buena Vista Creek Tributary to the southwest of the project site. Installation of container plantings and above ground irrigation lines was completed in the month of January. A point of connection has not yet been established for this irrigation system; therefore, the tributary wetland mitigation area is not currently receiving supplemental watering. Crews began installation of the native grassland restoration area. Restoration activities included staking of the restoration area, clearing of non-native grasses within the restoration site, and installation of needlegrass (Stipa sp.) plantings.
