HomeMy WebLinkAbout2022-12-15; Fiscal Year 2020-21 Pavement Overlay Project Update (Districts 2, 3 & 4); Gomez, PazTo the members of the: CITY COUNCIL Date l2.[aj72cA ✓ cc ✓ CMLACM~M(3}~ December 15, 2022 To: From: Council Memorandum Via: Geoff Patnoe, Assistant City Manager ( {city of Carlsbad Memo ID# 2022120 Re: Honorable Mayor Blackburn and Members of the City Council Paz Gomez, Deputy City Manager, Pubh~ rks Fiscal Year 2020-21 Pavement Overlay roject Update (Districts 2, 3 & 4) This memorandum provides an update to a previous Council Memorandum dated August 25, 2022, regarding the fiscal year 2020-21 Pavement Overlay, Capital Improvement Program (CIP) Project No. 6001-20OL (Project), which will resurface El Camino Real between Cannon Road and College Boulevard, El Camino Real between Arena! Road and Levante Street, and Batiquitos Drive between Poinsettia Lane and Camino De Las Ondas. Background On August 31, 2021, the City Council adopted Resolution No. 2021-197, awarding a contract to All American Asphalt (contractor) to construct the Project. The contract requires completion of all work within 120 working days from the date of the Notice to Proceed (NTP). The NTP established the date for commencement of work as September 6, 2022, thereby establishing the contract completion date as March 2, 2023. A Council Memorandum issued on August 25, 2022, provided the City Council with information on the Project and forecast the early completion of the Project in December 2022. Discussion With the commencement of work in September 2022, the Project has since completed all major asphalt work activities along El Camino Real between Arenal Road and Levante Street. The contractor is currently working on resurfacing Batiquitos Drive between Poinsettia Lane and Camino De Las Ondas. Following completion of the work on Batiquitos Drive, the contractor will begin resurfacing El Camino Real between Cannon Road and College Boulevard. With impacts from unforeseen conditions, weather delays and work stoppage during the holidays, the Project will not be completed early in December 2022 as previously anticipated. The Project is forecast to be completed by the contract completion date of March 2, 2023. Next Steps To minimize impacts to residents and commuters, staff will continue to seek opportunities to complete the Project as early as possible.
