The city had a federal lobbyist under contract most recently from 2017 to 2019 but has not engaged one since then. The Carpi & Clay team is led by Laura Morgan-Kessler, a former legislative staff member for Senator Dianne Feinstein with more than 20 years of experience advocating for public agency clients; and David Wetmore, who has served as the chief Washington, D.C. representative for two California governors and has more than 30 years of hands-on government and congressional relations experience. Carpi & Clay will track all federal activity on issues such as health and human services, land use, energy, water and natural resources, infrastructure, transportation, economic development, environment, criminal justice, climate change, and equity, among others. They will keep the city informed and advocate on the city's behalf, as directed, on any legislation or potential legislation that could affect city operations and funding. The City Council approved an expenditure of up to $65,000 for this contract in the fiscal year 2022-23 Operating Budget. Staff released a Request for Qualifications (RFQ) for Federal Lobbyist and Government Relations Services on September 2, 2022. The RFQ submittal deadline was September 30, 2020, and the city received six submittals. After reviewing all the submittals and interviewing three firms, Carpi & Clay was the top-ranked firm in this solicitation.
