Absent: Commissioners Woolsey, Ingersoll and Stark. PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES ACTION: On a motion by Vice Chair Colby and a second by Commissioner Shotas, the minutes of the Aug. 18, 2022, Beach Preservation Commission meeting were approved. AYES: Chair Steindlberger, Vice Chair Colby, Commissioners Corrigan and Shotas. NOES: None ABSTAIN: None ABSENT: Commissioners Woolsey, Ingersoll and Stark. The approval of the minutes for the meeting of Apr. 14, 2022, were postponed due to a lack of a quorum of Commissioners who were present at that meeting. PRESENTATIONS None. CONSENT CALENDAR None. PUBLIC COMMENT None. DEPARTMENTAL REPORTS 1. SR # 1004-1 REPORT ON NORTHERN BEACH CLEAN UP EVENT Parks Planner Michael Tully reported out on the northern beach cleanup event held on Saturday, Oct. 1, at 8:30 a.m. The beach cleanup took place on the city controlled northern beach from Pine Avenue to Rue Des Chateaux. Accomplishments of the beach cleanup included collection of over 57 pounds of trash with a total of 16 volunteers contributing 36 hours of service. Participating volunteers of The Carlsbad High School Environmental Outreach Club provided information about the ‘Clean Swell App’, hosted by the California Coastal Commission and Ocean Conservancy. The app tracks and records the type of trash, as well as the amount of trash picked up for each cleanup event. 2. SR # 1004-2 CONSIDERATION OF A POSITION OF PREFERENCE ON ONE OF THE PRELIMINARY CONCEPTUAL ROADWAY OPTIONS FOR THE SOUTH CARLSBAD BOULEVARD CLIMATE ADAPTATION PROJECT Item was deferred to the next scheduled BPC meeting, due to lack of presence of one of the Commissioners who requested it be placed on the agenda. Regular Meeting Oct. 4, 2022, 4 p.m. 3. SR # 1004-3 ACTIVITIES RELATED TO STATE OF CALIFORNIA DEPARTMENT OF PARKS AND RECREATION CONTROLLED BEACHES WITHIN CARLSBAD Parks Planner Michael Tully reported on activities related to state-controlled beaches within Carlsbad. Staff provided updates and reported on anticipated schedules for four pending coastal nourishment projects: • Oceanside Harbor Maintenance Dredging  Annually, Mid-April to Mid-May • Agua Hedionda Lagoon Maintenance Dredging  Fall 2023/Early Spring 2024 • Batiquitos Lagoon Maintenance Dredging  Fall 2024/Early Spring 2025 • Regional Beach Sand Project III  Fall 2023 - Funding  2024/2025 - Permitting  2026 - Dredging Staff will advise SANDAG accordingly of the contribution to encourage sand nourishment and beach replenishment on Carlsbad beaches. 4. SR # 1004-4 UPDATE ON COASTAL MANAGEMENT EFFORTS IN THE CITY OF OCEANSIDE Oceanside Coastal Zone Administrator Jayme Timberlake provided an update on the coastal management efforts in the City of Oceanside. The City of Oceanside’s Sand Nourishment and Retention Pilot Project stems from the City of Oceanside’s Council and the City Manager’s recognition that shoreline maintenance is a priority to address increasing coastal stress from chronic erosion, climate change and sea level rise. Ms. Timberlake highlighted the City of Oceanside beach management methods and projects, which include several options for introducing new sand into the littoral cell that will come from federal, regional, and/or local efforts. The City of Oceanside Beach Sand Replenishment and Retention Device Project Goals are as follows: 1. Renew the SCOUP (Sand Compatibility Opportunistic Use Permits) which could potentially bring 150,000 cubic yards of sand to South Oceanside and along the Strand. 2. Phase 1 - Beach Sand Feasibility Study was initiated in 2020. Key factors of the study; to consider the use of retention devices to help retain sand and finding out that the use of retention structures required sand be added to the littoral cell. 3. Phase 2 – Explore Design Alternatives, which is forthcoming. This design alternatives will look into detailed options for both sand nourishment and retention. 4. The Sand Nourishment and Retention Pilot Projects main goal is to provide a buffer between the ocean and the public/private infrastructure, as well as maintaining a safe and low cost/free recreational space for locals and visitors. 5. Regional Benefits will provide new sand into the littoral cell for the region. The City of Oceanside will continue to participate in federal sand nourishment programs, like the Army Corps Engineering Study, Annual Harbor Dredging, and in the SANDAG regional sand nourishment programs (RBSP III). Staff will also pursue sand replacement opportunities under the SCOUP permits and will seek Oceanside City Council approval of Phase 2 by Jan. 2023. COMMISSIONER/COMMITTEE REPORTS None.
