(AGS), presents herein our observations and test results pertaining to the recently completed slope repair project at 3367 Appian Road in Carlsbad, California. Recommendations for the design and construction of the project were provided in the referenced reports (AGS 2020 and 2021). Based on the results of the testing and observations by representatives of AGS, the work described herein is considered to be in substantial conformance with the California Building Code, the approved project drawings (DWG 530-1A), the Carlsbad Grading and Drainage Ordinance, and approved soils reports (AGS 2020 and 2021). The grading plan prepared by BHA, Inc., shows the repair and drainage improvements. Included in the plan set are the soil nail wall plans by Geostructural Engineering Inc. The soil nail and shotcrete wall was installed at the top of the slope in order to repair the more significant erosion that had occurred. Shotcrete was used to fill into the large erosion hole that was present behind the wall. The wall was installed to match the inclination of the slope in order to match surrounding grades and avoid having to grade the area around the wall. Drainage improvements were installed that include new area drains at the top of the slope and a discharge pipe that discharges via a curb outlet drain on El Camino Real. Construction of the wall and drainage improvement was conducted June through October of 2022. Soil engineering observations and special inspection observations collected during grading and wall construction are summarized in the text of this report. Test data and daily field observation/inspection reports have been appended. ~GS October 28, 2022, Revised December 6, 2022 Page 2 P/W 2005-01 Report No. 2005-01-C-4R ADVANCED GEOTECHNICAL SOLUTIONS, INC. 1.0 MATERIALS TESTING AND INSPECTION Special inspectors with AGS performed the following special inspections during construction of the soil nail wall:  Wall Excavations - Based upon our observations, the wall excavations for the proposed wall extended into a suitable bearing strata and embedment depth as shown on the plans;  Drilling and placement of soils nails.  Reinforcement of the shotcrete wall;  Inspection and sampling of shotcrete;  Placement of shotcrete. Representatives of AGS reviewed delivery tickets and observed the construction of panels for testing.  Observe and verify proof testing of test soil nail. The placement of shotcrete was inspected, sampled and found to be in general conformance to the approved plans, specifications and building code. Shotcrete panels were taken and the compression test results of cored samples have been appended and indicate that the compression strength of the shotcrete meets or exceeds the minimum strengths specified on the plans. 2.0 GRADING The intent of the proposed design was to limit the amount of disturbance of the existing slope and repair the previous erosional scarp at the top of the slope. The contractor removed the roughly 12-inch deep gravel filled trenches at the top of the slope and backfilled with native materials. The materials were moisture conditioned, placed in thin lifts, and compacted with a Wacker type tamper. Vegetation and loose and previously failed materials were removed from the slope within the project limits to expose the underlying undisturbed formational materials as recommended in the geotechnical report. These materials were hauled offsite. Line and grade was determined by others. Based upon our observations, it is our opinion that the subject slope repair was constructed in general conformance to the plans and recommendations presented in the referenced reports and the approved and stamped slope repair plans. Based on the observations collected during the grading operations, it is AGS’s opinion that the repaired area of the slope under the purview of this report is considered to be grossly and surficially stable at this time and should remain so under normal conditions. As is the case with any graded slope, proper drainage, maintenance, and landscaping are essential to long-term performance and should be implemented as soon as possible. October 28, 2022, Revised December 6, 2022 Page 3 P/W 2005-01 Report No. 2005-01-C-4R ADVANCED GEOTECHNICAL SOLUTIONS, INC. 3.0 SLOPE AND LOT MAINTENANCE Maintenance of improvements is essential to the long-term performance of structures and slopes. Although the design and construction during mass grading created slopes that are considered both grossly and surficially stable, certain factors are beyond the control of the soil engineer and geologist. The homeowners must implement certain maintenance procedures. Fill derived from onsite materials is considered susceptible to erosion. Drainage devices should be constructed above fill slopes to direct runoff away from slopes. Slope planting should be conducted as soon as possible and temporary erosion control will be necessary until vegetation has been established. The following recommendations should be implemented. 3.1. Slope Planting Slope planting should consist of ground cover, shrubs and trees that possess deep, dense root structures and require a minimum of irrigation. The resident should be advised of their responsibility to maintain such planting. 3.2. Lot Drainage Roof, pad and lot drainage should be collected and directed away from structures and slopes and toward approved disposal areas. Design fine-grade elevations should be maintained through the life of the structure, or if design fine grade elevations are altered, adequate area drains should be installed in order to provide rapid discharge of water away from structures and slopes. Residents should be made aware that they are responsible for maintenance and cleaning of all drainage terraces, downdrains, and other devices that have been installed to promote structure and slope stability. 3.3. Slope Irrigation The resident, homeowner and Homeowner Association should be advised of their responsibility to maintain irrigation systems. Leaks should be repaired immediately. Sprinklers should be adjusted to provide maximum uniform coverage with a minimum of water usage and overlap. Overwatering with consequent wasteful run-off and ground saturation should be avoided. If automatic sprinkler systems are installed, their use must be adjusted to account for natural rainfall conditions. 3.4. Burrowing Animals Residents or homeowners should undertake a program for the elimination of burrowing animals. This should be an ongoing program in order to maintain slope stability. Representative(s) of this firm conducted periodic tests and made observations during the progress of the construction in an effort to evaluate whether compliance with the project drawings, specifications and applicable Building Codes was being obtained. The presence of our personnel during the work progress did not involve any direct supervision of the contractor or his work forces and does not relieve the contractor of the primary responsibility to perform all work in accordance with the project specifications and Code requirements. Professional and technical advice and suggestions were provided to the owner and/or his designated representative based upon our observations. Recommend that contractor remove loose materials to expose firm slope face and clean behind wattles prior to hydroseeding.
