All plans submitted for sign permits/sign programs shall consist of a minimum of a site plan and sign
elevations containing the following information:
1. North arrow and scale.
2. Location of existing buildings or structures, parking areas, and vehicular access points to the
property.
3. Location of all existing and proposed signs for the property.
4. Distance to the property line{s) for all proposed freestanding sign(s).
5. Provide an elevation for all proposed sign(s) which specifies the following:
A. Dimensions and area for all existing and proposed sign(s).
B. Materials the slgn(s) will be constructed of.
C. Source of Illumination.
D. Proposed sign copy.

APPLICATIONS
The following example illustrates the information that is required for all pole, monument, and
freestanding sign permit applications. Prior to approval, all such proposed signs must be reviewed
for potential issues by the Transportation Department, which wlll not allow aigns to be approved
over the counter. Additional time will be required for on-site inspection.

Relationship to Streets: Signs shall be designed and located so as not to interfere with the
unobstructed clear view of the public right-of-way and nearby traffic regulatory signs of any
pedestrian, bicyclist or motor vehicle driver.

Thank you Edward, I can confirm that the traffic engineering division has provided verification of the final plan and has
provided comments throughout multiple design progress submittals since 2016. The site clearance triangle will be
improved as a result of the widening effort as the addition of the right turn lane of east bound Palomar Airport Road will
relocate the Mobil gas price sign further south (the new turn pocket will add to the clear line of site). John is well aware
of the project and we can discuss further with you if you would like.
In regards to the CDP file, I've had a few other projects that also submitted CDP applications that were later determined
to be exempt. Scott Donnell recently reached out to me regarding one of these instances on La Costa Avenue as nothing
was noted in the file. In the case of the PAR widening project, we had posted application signs at the site and distributed
mailers before the project was determined to be exempt due to the nature of the widening. The majority of the road
widening actually takes place within the existing road section by narrowing down the existing sidewalk.

This is all good news. The only concerns when reviewing their sign permit was that it needed a coastal development
permit (we were unable to find any info if CDP 2017-0045 was issued, exempted, withdrawn) and that the new location
is violating the corner site clearance height limit which would have to be enforced at the new location. My supervisor
said if John Kim or traffic engineering has approved the location she is fine with the sign permit being issued regardless
of the site corner clearance. I assume this was the case and I can issue the permit, correct?

Hi Edward,
I am the project manager for the Palomar Airport Road Widening project at Paseo Del Norte (CIP #s 6043 and 6044). I
believe you are the planner assigned to the permit review of the Mobil gas price sign relocation? We've been
coordinating that effort with Mobil's representatives leading into the project and throughout current construction. Our
plan originally had the city's contractor relocating this gas price sign per construction note 25 on sheet 6 of the attached
plan. The plan was reviewed by planning in 2017-2018 under CDP #2017-0045 (PUB2017-0027) and received exemptions
for the coastal development permit and CEQA.
Public works has since been able to negotiate the sign relocation work with Mobil Gas where the city will demolish the
existing sign and pour a new foundation at the location shown. Mobil is then going to reinstall their electrical sign on top
of this base with their own contractor in part of the project. However their representatives have informed our
construction staff that the city is requiring a coastal development permit for this work? I'm not sure what has gone into
this decision but I wanted to bring attention to the project's previous approvals. Pam Drew was the project planner for
this review and has since retired. Planning staff may not be aware of the prior review and approvals.
We are currently progressing with the public improvements along Mobil gas's frontage and to hope to resolve this issue
before we move further down the road.
