Homeless Services and Homeless Outreach Team Update
• The Housing and Homeless Services Department began the process to update the city's
Homeless Response Plan (plan) based on City Council direction from the Strategic
Planning Workshop held on March 15, 2022. Staff reviewed a variety of city policy
statements, analyzed annual data related to homelessness, reviewed feedback from
community members, held input sessions with service providers and people with lived
experience, and held a series of internal meetings with city departments whose duties
intersect with homeless services and people experiencing homelessness. With the
approval of the new homelessness goal in October 2022, staff are now working to
finalize the updated plan draft.
The updated plan will be presented to the Carlsbad Housing Commission for their
review on January 12, 2022. The plan is expected to be presented to the City Council for
consideration and approval on February 7, 2023. In addition to the updated plan, the
City Council will be presented with a new work plan which will recommend programs
and projects to continue to address homelessness within the city.
• The city's quality-of-life ordinances related to homelessness and public spaces went into
effect on November 11, 2021. These ordinances and other federal, state, and local laws
have helped the Homeless Outreach Team (HOT) hold the homeless community
accountable while continuing to offer compassionate outreach and resources. In
December 2022 Police Officers issued 5 written warnings, 53 citations, and made 4
bookable arrests.

Emergency Shelter and M otel Voucher Program
• In December 2022, the HOT placed 1 individual and 1 household into the Emergency
Motel Voucher Program. Participants are typically allowed to stay up to three nights. In
rare cases, the HOT can increase the time if there are assured resources that are taking
longer to secure. Of the 2 placements, both are in the process of being bridged to
shelter, treatment, or more permanent housing.
• The Housing & Homeless Services Department began offering extended limited-term
motel stays of not more than 30 days to households who need additional time to
complete their housing plans on September 1, 2022. As of December 31, 2022, Housing
& Homeless Services has provided five households with extended motel vouchers. Three
have successfully transitioned into permanent housing and two have housing subsidies
and are in the process of locating units.
• The city has been awarded a grant of $2 million from the County of San Diego for the
expansion of the La Posada de Guadalupe shelter through the Capital Emergency
Housing Solutions Grant program. The funding is restricted to capital expenses. Staff will
bring a resolution to the City Council for consideration of acceptance of the funds as
well as an agreement with Catholic Charities Diocese of San Diego in early 2023.
• Catholic Charities Diocese of San Diego has hired two part-time clinicians and is in the
recruitment process for one additional full-time employee to support the La Posada de
Guadalupe Shelter in operating as a more effective low-barrier and housing-focused
shelter through an agreement provided by the city. Catholic Charities is also in the
process of hiring a Program Manager for the shelter.
• City staff are pursuing a number of competitive applications for funding that could
augment existing services. If funding is awarded, city staff will present funding allocation
and appropriation to the City Council for consideration and approval.
Community
• The Housing and Homeless Services Department presented their fiscal year 22-23 first
quarter update report to the City Council on December 7, 2022.
• The 2023 Point-in-Time Count (PITC) has been scheduled for Thursday, January 26, 2023
from 4 -8 a.m. The Regional Task Force on Homelessness has 50 volunteer slots open
for community members to participate. The city is actively recruiting volunteers for the
event. The Homeless Services Division will be using the Harding Community Center as
the deployment site for the City of Carlsbad.
• Staff continue to work with the interdisciplinary working groups convened by the
Outcomes Standards Board (PROS Board) of the San Diego Taxpayers Educational

Foundation. The working groups focus on macro and micro performance outcomes for
homeless services based on the PROS Board Discussion Paper released in May 2022.
