A RESOLUTION OF THE HOUSING COMMISSION OF THE CITY OF CARLSBAD,
CALIFORNIA, RECOMMENDING APPROVAL OF THE CARLSBAD
HOMELESSNESS ACTION PLAN.
Exhibit 1
WHEREAS, homelessness is a local, state and national issue affecting nearly every community
throughout the United States; and
WHEREAS, the City of Carlsbad City Council has established reducing homelessness as a City
Council priority; and
WHEREAS, the 2022 annual Point-In-Time Count (PITC) found a minimum of 75 unsheltered and
43 sheltered individuals on a single night in Carlsbad; and
WHEREAS, over a 12-month period from July 1, 2021 to June 30, 2022, the City of Carlsbad
funded homeless services programs interacted with 749 unique individuals experiencing homelessness
within the city; and
WHEREAS, the City of Carlsbad adopted its first Homeless Response Plan on Oct. 24, 2017; and
WHEREAS, in May 2021 the City Council established the City's Housing and Homeless Services
Department to oversee the implementation of the Homeless Response Plan; and
WHEREAS, in March 2022, as part of the 5-year strategic planning process, the City Council
directed staff to update the city's homelessness goal and the Homeless Response Plan : and
WHEREAS, on Oct. 28, 2022 the City Council approved a new homelessness goal to "Enhance
the quality of life for everyone in Carlsbad by adopting and implementing an updated Homeless
Response Plan that addresses the complex needs of individuals experiencing, or at risk of experiencing
homelessness in a compassionate and effective manner and reduces the impacts of homelessness on
the community."; and
WHEREAS, the new Homelessness Action Plan establishes areas of impact, key strategies,
initiatives and actions to achieve the City Council's goal; and
WHEREAS, the Housing and Homeless Services Department will take the lead in implementing
the Homelessness Action Plan;
NOW, THEREFORE, BE IT RESOLVED by the Housing Commission of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That based on the information provided within the Housing Commission Staff Report,
the Housing Commission adopts this resolution, recommending that the Carlsbad City
Council approve the Carlsbad Homelessness Action Plan.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the Housing Commission of the City
of Carlsbad on the 12th day of January 2023, by the following vote, to wit:
