The subject property consists of 3748 sf (APN 203-141-08) The site currently maintains a single family residence which will be demolished as part of this development. The subject site is located within Beach Overlay zone. The proposed project will consist of a 2 story residence, with a 2-car garage, 2nd story patio and roof top deck, and a 1-story attached ADU. A minor variance is needed at the front setback for the building and the deck. No records deeming the existing structure as a "protected unit" could be found. The site plan and physical design of the project as proposed is consistent with the purposes of the Redevelopment Plan and conforms to the General Plan of the City. Architecture The proposed architecture is inspired by contemporary styling. West facing glass walls and curved roof forms lead the styling. Masonry Veneer adds a touch of texture. Large westerly facing decks provide a wonderful indoor/outdoor interaction, while giving a nice layering effect of the structure. Elevations are further articulated by height differentiated elements that provide and visual interest. The architecture breaks down the masses with stepping back upper floors, and amenities such as decks and recesses. In the surrounding area, there are other 1-2 4story structures as depicted on the photo study. With the broken-down masses and articulated elevations, the height of the building is not imposing and is appropriate within its context. Landscape The landscape concept will complement the aesthetic of the architecture and be reminiscent of a contemporary beach resort. The plant palette chosen reflects a contemporary flavor while plants will also be suitable for a period of drought and low water use. Parking The proposal will provide 2 garaged parking spaces, with a driveway that accommodates 1 additional off-street visitor space. Swan Residence Description and Justification Page 1 of 2 TRE Architecture January 2022 Coastal Development Permit Findings: The proposed development conforms to the land use development guidelines of the Coastal Zone portion of the Project Area. The proposed demolition of the existing structure is consistent with the policies of the Local Coastal Plan (LCP) and associated development standards. The property's identified R-3 and Beach Overlay is consistent with the General Plan. Minor Variance Findings: A minor variance is necessary for the front setback for the building and cantilevered deck. The building encroaches 5ft into setbacks. The cantilevered deck encroaches 8ft into setbacks with 2 additional feet as an architectural projection. This variance is consistent with many adjacent homes in the area. Due to the sites shallow depth and dedications, this variance is needed to accommodate the residence's design. Conclusion In adherence to the land use development guidelines of the Coastal Zone portion of the Carlsbad Municipal Code, the Swan Residence has been designed to best utilize the existing site. The site now takes full advantage of the views and provides useful outdoor space. The project offers appropriate architectural style that not only provides interest but is also very appropriate for its coastal location. The existing site is located on a relatively level marine terrace that is contained within the coastal plain region of northern San Diego County. The site is underlain by topsoil, fill and Quaternary marine and non-marine terrace deposits. No known or reported landsliding is known to exist on the site. No known or reported active or potentially active faults exist within the site. Landscaping in the front of the site consist of palm species and few other varieties. There are no farmed animals on the site. There is no known historical value to the site. There is potential for a view to the ocean once the proposed home is completed. The site includes a single story 2 bedroom, 1 bath adobe home that also has a 1 bedroom/1 bath addition in the rear of the home that was built in 1962 by enclosing the breezeway and converting the 1-car garage. These structures are used as a principle residence by the owner and during the Summer the original 2 bedroom/1 bath is rented as a vacation home. 33. This checklist contains measures that are required to be implemented on a project-by-project basis to ensure that the specified emissions targets identified in the Climate Action Plan (CAP) are achieved. Implementation of these measures will ensure that new development is consistent with the CAP's assumption for relevant CAP strategies toward achieving the identified greenhouse gas (GHG) reduction targets.
